PERFORMANCE WORK STATEMENT
U.S. ARMY MISSION SUPPORT BATTALION MANUFACTURE, INSTALLATION AND
REMOVAL OF VEHICLE
GRAPHIC WRAPS
Revised 24 Feb 2025
1. Scope: The contractor shall provide all labor, materials, and equipment to manufacture and install removable wrap-around graphics and remove existing graphic wraps from various Government owned vehicles located at the US Army Mission Support Battalion, Fort Knox, KY, 40121.
1.1. Delivery Order. Work will be ordered by the Government through a delivery order issued to the contractor. The contractor shall only perform work on a vehicle if a delivery order has been issued by the contracting officer. Each issued delivery order will provide specifics concerning the completion of the wraps.
1.2. Work Location. The contractor’s facility shall be within a 50-mile radius of Fort Knox, Kentucky. Government will deliver and pick up the vehicles from the contractor’s facility location.
1.3. The period of period of performance is one year from the date of contract award.
Base Year: 15 April 2025 – 1 April 2026
Option Year One: 15 April 2026 – 14 April 2027
Option Year Two: 15 April 2027 – 14 April 2028
Option Year Three: 15 April 2028 – 14 April 2029
Option Year Four: 15 April 2029 – 14 April 2030

1.5. Pre-Performance Coordination. The government will provide an artwork file to the contractor which captures the design and dimensions of the graphic to be installed. The contractor shall prepare a draft proof of the intended graphic and provide a copy to the Mission Support Battalion Maintenance Officer (BMO) representative located at building 206, Fort Knox, KY, prior to producing the graphics. Once the BMO reviews the draft graphic proof and obtains approval from unit leadership, the contractor is notified via email regarding approval or non-approval of the proof. Upon receiving approval, the BMO will send an email to the contractor authorizing the production of the graphic based on the approved concept. This notification will clearly indicate any specific instructions or modifications required prior to production.
Additionally, coordination will be made regarding the date and time for the installation of the graphics on the asset. The contractor shall ensure all preparations are completed in advance of the scheduled installation to facilitate a smooth process.
1.6. Conduct of Personnel. The contractor shall be responsible for the performance and conduct of employees at all times if work is performed on a Government location as stated in para. 1.2. Personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Fort Knox Installation, shall abide by the security regulations of Fort Knox Installation. Contractor employees may be denied entry to Fort Knox by Military Police and/or Gate Security Guards if it is determined that such entry may be contrary to good order, discipline, or the security of Fort Knox. The Military Police may remove any employee for reason of misconduct or security. Removal of employees does not relieve the contractor from the responsibility for the work defined in the contract. The use of alcoholic beverages or illegal drugs by contractor personnel is forbidden during performance of work under this contract or while physically on Fort Knox during duty hours.
1.7. Smoking Policy. Contractor personnel shall comply with smoking policies in federal buildings. Smoking is prohibited within 50 feet of any exit or entrance to the building.
Contractor personnel shall place cigarette butts in proper containers and shall not dispose of butts at or near entrances and/or exits to any government facilities.

1.9. Warranty Provisions. The contractor shall warranty the wrap-around graphics for a minimum of one year from acceptance by the Government. The contractor shall provide a warranty replacing the graphics in the event of product defects to include manufacturing defects, clear coating, cracking, peeling, blistering, excessive dimension change and loss of adhesion.
1.10. The contractor shall return all Government-furnished materials, to include artwork CDs/DVDs, upon expiration of the contract, to the CQAD.
2. Definitions.
a). Battalion Maintenance Officer (BMO): Responsible for overseeing the maintenance and readiness of all vehicles, within the battalion. The BMO ensures the battalion's assets are properly maintained, repaired, and ready for operational use. This includes managing maintenance, fleet graphic wraps and coordinating logistical support for parts and supplies.
b). Chief Quality Assurance Division (CQAD): Responsible for overseeing the quality, consistency, and integrity of
U.S. Army branding products and materials in support of the U.S. Army Marketing and Engagement Brigade.

5. Specific Tasks:
5.1. The contractor shall manufacture, install (apply) removable wrap-around graphics, and remove existing graphics that may have been previously applied.
5.2. The current list government vehicles are specified in technical exhibit 1.
5.3. The contractor shall measure all vehicles prior to production of the graphics. The contractor shall produce graphics in accordance with the measurements obtained by the contractor.
5.4. The contractor shall review the artwork file provided by the government. Coordinate with the Government representatives to make any changes required and obtain Government approval of the final design prior to printing the graphic.

5.6. The contractor shall utilize an Ultra-Violet material or similar product for the wraps which include the following: Base Self-adhesive material- Adhesive features-air release, easy to apply, long term removable, slidable. Adhesive type- acrylic basses pressure activated.
Application surfaces-compound curves, flat, flat with rivets. Durability-7 years and Flim type-cast opaque. The over laminate should have a thickness-2.0 mil. Adhesive color- optically clear, Adhesive type-acrylic based, pressure sensitive, Durability -4 years. Flim Type-Cast optically clear and the finish -high gloss. Both wraps shall maintain their durability in years, maintaining color, integrity, and adhesion under typical environmental conditions. Wraps shall be resistant to fading, cracking, peeling and discoloration, even when exposed to various weather conditions, UV light, and regular wear. The wrap shall be able to withstand cleaning and maintenance without significant degradation. Horizontal seams are not allowed.
5.7. The wrap-around graphics will be positional when tacking and the adhesive will adhere and bond the material to the surface when pressure-activated. The contractor shall wrap vehicles from the back to the front, with the front panel overlapping the rear panel, to prevent lifting during operation. The contractor shall adhere graphic panels so that all seams are flat, material has bonded with surface, and seams are sealed. The contractor shall overlap seams not more than ½” inch and not less than ¼”. Seams will present a uniform appearance, cuts will be straight, and the wrap will not be spliced on any corner. All seams will be overlapped from front to rear.
5.8. The contractor’s wrap-around graphics shall not crack in temperatures below 32 degrees Fahrenheit and shall withstand high-pressure washing performed at truck washing facilities.
5.9. The contractor’s wrap-around graphics shall be removable, removal shall not damage the asset surface.
5.10. The contractor shall install graphics so that the graphics adhere to flat, riveted, moderately curved (concave or convex) or corrugated surfaces on the vehicle.
5.11. The contractor shall not wrap any bumpers on the vehicles.

5.13. The contractor shall refer to artwork files for specific design/measurements and measure each government asset [i.e. semi-tractor, trailers (all types), pickup truck and etc.)], prior to producing and installation of graphics as follows:
5.13.1. Semi-Trailers. Semi-trailers shall be wrapped utilizing a seven-year cast file with a seven year cast over laminate, both shall be from the same manufacturer. The contractor shall wrap the outer wall of the extended side. The side extension areas shall not be wrapped due to the wiper seals on each side. The roof of the semi-trailer is not wrapped. For contract purposes, the average size of the trailers is 40’-8” when closed and 40’-14’6” when expanded with a height of 13’-6”, expanded sizes of the trailers: 24’-2” Length by 8’-11” Height. The trailers are not identical.
5.13.2. Semi-tractors. Semi-tractors will have graphics applied to the sides, the hood, and the wind scoop. The semi-tractors are not identical.
5.13.3. Pickup Trucks. Trucks (Ford F-350, Chevy 3500, Dodge 3500 & F650) will be wrapped on all sides as depicted in design. Decals shall be added to the doors and the hood.
5.13.4. Trailers and Boat. Trailers and boat, will be wrapped on all sides as depicted in the art file design.
5.13.5. Nighthawk NH7T1 Trailers, The NighthawkNH7T1 Trailers will have graphic wrap applied to all four sides of the trailer without the fenders being wrapped.
5.13.6. Semi-Trailers. There are a total of 3 EA 53-foot Semi-trailers. Both sides, front and rear of the trailer shall be wrapped with graphics. The contractor shall wrap the outer wall of the extended side. The side extension areas shall not be wrapped due to the wiper seals on each side.
The roof and the bed of the semi-trailer shall not be wrapped.
5.13.7. Technical Exhibits (TE) 1 outlines the number of government assets in inventory. TEs 2 through 4, identifies the current year, make, and model of government assets that could require a wrap.
5.14. Removal of Graphics. The contractor shall remove any existing wraps from the vehicles.
5.15. Artwork File. The Government will provide the contractor with art files for the graphic design. The contractor shall review the artwork provided by the Government and notify the Government point of contact of any problems or issues within five calendar days of receiving the artwork file. The contractor’s wrap-around graphics will meet the Army style colors as outlined in the Pantone Color Guide (such as, black consisting of C40/M30/Y20/K100/R0/G0/B0 and
Army Gold Pantone 123c consisting of C0/M15/Y90/K0). The contractor shall submit a graphic print sample for color review to the Mission Support Battalion, Battalion Maintenance Officer (BMO), Building 206, Fort Knox, KY 40121, phone number to be provided upon contract award.
The graphic print will be approved by the BMO prior to printing of any graphic being manufactured.
