Industry Questions – W9124D25QA103- CST HVAC Short Term Rental 2025

Q1: Can you please confirm the period of performance? I am in talks with a vendor looking to fulfill the service requirements.

However, the solicitation states "Services will only be rendered during the period of 20 May 2025 through 18 August 2025." However, it also states that the POP is "20 May 25

- 19 May 26...20 May 26 - 19 May 27...20 May 27 - 19 May 28."

A1: The solicitation outlines a contract with a base year and potential option years. The dates "20 May 25 - 19 May 26," "20 May 26 - 19 May 27," and "20 May 27 - 19 May 28" represent the full potential period of performance, encompassing the base year and subsequent option year renewals.

The statement "Services will only be rendered during the period of 20 May 2025 through 18 August 2025" specifically refers to the timeframe for the initial event or service delivery within the first performance year.

Q2: 1. Is there an incumbent? What is the final pricing?

A2: Yes, a previous contract for these services was awarded under contract number W9124D24P0079. The total award amount for that contract was $614,333.02.

Q3: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

A3: Yes, there is an incumbent. Please refer to the response provided to Question 2 for information regarding the previous contract number.

Q4: I am following up on this inquiry and have another needing clarification. Within the terms listed in the SOW it states the following:

The contractor shall respond on-site with a repair team within 4 hours of notification of downed equipment. If the repair team determines the equipment is unserviceable, the contractor shall replace the downed equipment and be fully operational within 24 hours of notification. If a replacement for an unserviceable HVAC unit is not made in the time frame specified above, the Government may request a pro-rated amount for a price reduction to cover the non-availability of equipment. If any of the Navi-Trac tents or Sprung Structures have an interior temperature higher than 68 degrees Fahrenheit, the Government may take a pro-rated deduction off of the final invoice.

My question is if 68 degrees was a firm number or is it flexible based on the ambient weather conditions?

A4: The only allowable increase in temperature of 68 degrees Fahrenheit would be during extreme temperatures of 100+ degrees Fahrenheit along with 90+ Percent humidity. During this case, an increased fluctuation would be acceptable of no more than five (5) degrees Fahrenheit.

Q5: Questions in regards to the refueling of equipment. If a generator operating requires diesel exhaust fluid (DEF), whose responsibility would it fall under to refill that as needed?

A5: The contractor is responsible for all necessary refills, including Diesel Exhaust Fluid (DEF) for generators requiring it. The only fluids provided will be diesel fuel(Section 1.1). The contractor shall provide all routine maintenance necessary to keep the equipment fully functional 100% of the time including, not limited to, oil changes and filters (1.4.2).

Detailed information regarding contractor responsibilities can be found in Section 1.4.2 of the Statement of Work (SOW).

Q6: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A6: Yes, there is an incumbent. Please refer to the response provided to Question 2 for information regarding the previous contract number.
