About this file
This Statement of Work (SOW) details HVAC short-term lease requirements for cooling 43 total structures across five compounds at Fort Knox, Kentucky. The contractor must provide self-supported HVAC units for twelve 40'x 80' Navi-Trac tents and thirty-one 19'x 36' Sprung structures, with each unit capable of maintaining a 68-degree interior temperature during extreme outdoor conditions over 100 degrees. Specific deployment requirements include fully operational dates between 20-23 May 2025 for different compounds, with maintenance required until 01-18 August 2025, depending on the location.
Key performance specifications include providing separate HVAC systems for each tent/structure, supporting 150 personnel in Navi-Trac tents and 14 personnel in Sprung structures, and ensuring cooling capabilities through multiple 20" tent penetration points. The contractor must provide 24/7 support with a repair technician available onsite within four hours of notification, replace unserviceable equipment within 24 hours, and maintain full functionality. The government will provide diesel fuel at no cost, and the generators can be returned at any fuel level. Penalty provisions exist for failure to maintain specified temperature requirements, with potential pro-rated invoice reductions for equipment unavailability or temperature excursions.

STATEMENT OF WORK (SOW)
HVAC Short Term Lease CST 25
Part 1 General Information
1. General: The contractor shall provide all labor, supervision, management, materials, equipment (such as cabling, duct work and power generation) for the rental, delivery, and maintenance of HVAC units. The HVAC units shall be self-supported units with hoses hooked to erected 40’x 80’ framed Navi-Trac brand tents and 19’x 36’ Sprung brand tent structures with diesel generators. The contract shall provide HVAC cooling for a total of forty-three (43) Structures across five (5) compounds.
1.1 Description of Services/ Introduction: The contractor shall provide a separate self-supported HVAC system to each of the twelve (12) Navi-Trac tents. The contractor shall provide a separate self-supported HVAC system to each of the thirty-one (31) Sprung structures. All diesel fuel during period of training will be provided by the Government at no cost to the contractor. The generators shall be topped off with diesel fuel at receipt and returned at any fuel level, including empty.
1.2 Background: Historically it has taken a minimum of 50 cooling tons per Navi-Trac tent to meet the stated cooling requirements of 68 degrees, with an emphasis on return air volume. Due to extreme temperature and humidity fluctuations during the summer climate, it may require more cooling. It will be the responsibility of the contractor to provide additional units if the required temperature of 68 degrees is not achieved.
1.3 Scope: The self-supported HVAC units shall maintain an internal temperature of 68 degrees in each of the twelve (12) Navi-Trac tents and thirty-one (31) Sprung structures.
The HVAC units shall be delivered and maintained at the following locations:

The contractor shall have access to each site 72 hours earlier for setup and troubleshooting the HVAC system and ducting. The contractor shall have all the HVAC systems fully operational and start cooling every Navi-Trac tent and Sprung structure no later than the fully operational date and time listed in the above table. Each Navi-Trac tent and Sprung structure shall reach the desired 68 degrees interior temperature within 12 hours of the HVAC system being fully operational date and time. The contractor shall maintain this maximum interior temperature of 68 degrees through the “Operational Until” date and time.
1.3.1. Navi-Trac Tents. Each HVAC unit shall cool the 40’x 80’ framed Navi-Trac tent with insulated rating of R1, gravel base flooring and 150 personnel with an outside temperature of over 100 degrees down to 68 degrees. The tents are tan and will be in direct sunlight. The 150 personnel staying in the Navi-Trac tent will provide constant travel in and out of the tent. The HVAC units shall have the capability to feed up to four (4) each 20” tent penetration points. The penetration points are on each end of the tent, approximately 1.5 foot and 8-foot above the ground (see illustration below).
1.3.2. Sprung Structures. Each HVAC unit shall cool the 19’x 36’ Sprung structures with insulated rating of R15, concrete base flooring and 14 personnel with an outside temperature of over 100 degrees down to 68 degrees. The tents are light green and will be in direct sunlight. The 14 personnel staying in the Sprung structures will provide constant travel in and out of the structure.
***SPECIAL NOTE***
Each Sprung has one set of plenum intrusion point.
The HVAC units shall have the capability to feed up to two (2) each 20” tent penetration points. The penetration points are on the end of the structure, approximately 2 foot off the ground (see illustration above).
1.3.3. Joint Inventory of Equipment
The contractor shall call 24 hours prior to confirm time with the Government Point of Contact (POC). The POC’s name and contact information will be provided at award. A joint inspection/inventory of the HVAC units shall be conducted between contractor and the Government. All systems shall be in compliance with state and federal Occupational Safety and Health Administration (OSHA) standards. Any deficiencies/damages shall be annotated at the time of inspection, and a copy of the inspection shall be provided to the POC and Contracting Officer (KO).
Any discrepancies shall be corrected prior to the Government taking possession. Another joint inventory/inspection by both parties shall be conducted upon the return of equipment. Any damage or loss shall be documented during this inspection and provided to the Government prior to the contractor removing the equipment from the installation.
1.4 Contractor Support Hours:
1.4.1. Normal Contractor Support Hours. The Contractor shall provide 24/7 support with a repair technician on-site within four (4) hours from being called. The only other times the facility could be closed is during local or national emergencies or similar Government directed facility closings. The contractor shall provide all routine maintenance necessary to keep the equipment fully functional 100% of the time including, but not limited to, oil changes and filters. The contractor shall respond on-site with a repair team within 4 hours of notification of downed equipment.
If the repair team determines the equipment is unserviceable, the contractor shall replace the downed equipment and be fully operational within 24 hours of notification. If a replacement for an unserviceable HVAC unit is not made in the time frame specified above, the Government may request a pro-rated amount for a price reduction to cover the non-availability of equipment. If any of the Navi-Trac tents or Sprung Structures have an interior temperature higher than 68 degrees Fahrenheit, the Government may take a pro-rated deduction off of the final invoice. The only allowable increase in internal tent temperature of 68 degrees Fahrenheit would be during extreme outside temperatures of 100+ degrees Fahrenheit along with 90+ Percent humidity. During this case, an increased fluctuation of no more than five (5) degrees Fahrenheit would be acceptable.
