Industry Questions and Answers Solicitation W9124D24Q0023
Q1: Concerning the Notice ID for the solicitation listed above, is this for a section of the base or the entire base? How many personnel will this request cover?
A1: This solicitation covers the entirety of the Fort Knox post.
Q2: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A2: The current contract # is W9124D23D0011. The previous contract # was W9124D23D0004.
Q3: What's the difference between Blanket (CST) - Qty 37K and Blanket - Qty 5K? I read the quantities on hand should be 5000, but I'd like clarification on whether the on-hand quantity requirement correlates to what's displayed in CLIN 0001 (below). Why are the same products listed twice with varying quantities?
I will presume the answer I'm given will apply to all Contractor Furnished Linens (below).
A3: Cadet summer Training (CST) alone requires 37K sets, the 5K is the requirement for units NOT associated with CST on the installation.
Q4: If the total usage is 42,000 for the contract. 37,000 is during the summer and only 5,000 is over a 12-month period, we need at least 30,000 sets to service the account, correct?
A4: No, you’ll need the 42,000 sets to service the account. 37K for Cadet Summer Training. (CST)
Q5: So over the year with these numbers and the inventory necessary to meet peak the average # of times we will wash this item is 1-2 times / year
A5: Refer to PWS Attachment 1 "Estimated Work Load Data" for CST.
Q6: I see a minimum of 5,000 sets to bid and start the contract. With a summer surge of CST usage will the Laundry need to have 30,000 by spring? Or do you know what inventory levels we
Industry Q&A for Solicitation W9124D24Q0023 need to meet the peak summer usage? Sets consist of fitted sheet, flat sheet, pillowcase, pillows, blankets to service the peak season?
A6: Refer to PWS Attachment 1 “Estimated Workload Data” for CST. 4.2.1 was added to the PWS is updated to show what “Sets” consist of.
Q7: So, if 90% of the volume is during a summer month this would be more supply the linen use them than turn them back in?
A7: Refer to PWS “Technical Exhibit C Pickup/Delivery Schedule” 2. USACC CST Support. Cadet Summer Training (CST) is April through August.
Q8: With an 90% volume for summer only usage this requires a lot of deliveries of most of the linen for summer CST to begin training, then another trip toward end of summer to pick up dirty after usage so there are a lot of one-way trips, one to drop off the thousands than another trip to Pick them up correct?
A8: The number of trips would be determined by the contractor, based on truck size, quantity being pick up.
Q9: If the volume is 90% during only a summer month when CST turns in, will CIF occur simultaneously as linen starts to be returned and we will need uniforms washed at the same time?
A9: Yes.
Q10: How long could a soldier use a set of sheets? How many weeks? Will they ever have the capacity to wash sheets themselves in between turning them in?
A10: Weekly, bi-weekly. No. they should never wash the linen.
Q11: If they wash the sheets themselves is this a billable usage?
A11: No Q12: Does the army warehouse the linen not in use on base? Or does the army supply a warehouse building?
A12: No. The contractor houses their linen when it isn’t in use.
Q13: Does the Army have containers / carts or does the laundry supply all the containers to hold the 30,000 sets of sheets, blankets, pillows, and pillowcases?
A13: No. The contractor provides all carts, containers, pallets etc.
Q14: Does the linen supplier need a facility / warehouse to store an estimated 30,000 sets during non-usage Majority of the year when not in use?
A14: Yes Q15: Est supply of cart based off of 30,000 inventories so is this estimate close?
Sheet 500 / cart 30,000 inventory that is 60 carts?
Flat sheet 500/ cart 30,000 inventory that is 60 carts?
Pillowcase 2000 / cart 30,000 inventory that is15 carts?
Blankets 100 / cart 30,000 inventory that is 300 carts?
Pillow 60 / cart 30,000 inventory that is 500 carts?
A15: This is for the Contractor to decide.
Q16: Total carts to store inventory 1,235 carts to hold inventory. Does this estimate look correct on carts needed?
A16: This is for the Contractor to decide.
Q17: Cart is 10 sq Sq foot X 1235 carts = 12350 foot floor space to store linen when not being used if the laundry is storing the supply correct?

A22: This is a one-year contract with four option periods and the options may be exercised at the sole discretion of the Government.
Q23: This has an estimated usage of 42,000 sets. IS there any guarantee of usage or is this just an estimate of usage?
A23: Estimate.
Q24: Is the 37,000 estimated usage for CST the usage for summer training only and the 5,000 estimated is everyone else all year long?
