D.2. Factor 1: Technical Capability – The technical capability portion shall be clear, concise and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. The proposal will be evaluated against the technical factors defined in FAR Clause 52.212-2, “Evaluation – Commercial Item.” The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. The technical capability portion shall be organized according to the following general outline:

D.2.a. D.2.c. Subfactor 3: Experience – Provide information on contracts and/or subcontracts that clearly demonstrate experience in performing work that meets the similar magnitude to the work required by the PWS. The proposal shall include rationale on how the effort meets the similar magnitude to the work required by the PWS. Magnitude is defined as, number of performance locations greater than or equal to 100 locations; and greater than or equal to $20 million across contract life cycle, based upon a base plus four option years. Contracts of shorter duration will satisfy this requirement so long as the annual value is no less than $4 million per year. Offerors may aggregate all concurrent performance as a contractor and as subcontractor on multiple contracts and/or task orders. In other words, offerors may demonstrate that at any given time within the three years prior to the proposal due date, it performed work on one or more contracts for which the combined annualized value ($4 million per year of combined value) meets the minimum requirements. Offerors, if utilizing experience as a prime may include the total value and locations for which they were responsible. If utilizing experience as a subcontractor to meet the requirements, only the actual value of the work performed as a subcontractor may be included in the total magnitude calculation. The government has determined that a minimum magnitude for experience is necessary to ensure that the government’s interest in obtaining services from a vendor experienced in a large geographical footprint and large scale delivery of services. The government conducted a sources sought where potential vendors were provided the PWS, draft RFP and historical locations. The government has received several responses from vendors who appear to be capable of meeting this minimum magnitude experience requirement. Based upon these responses, the government is confident that it will receive two or more competitive proposals. Experience shall not go back farther than three (3) years from the date of receipt of proposals. Non-government contracts may be used if government contracts are not available. The documentation shall provide the following information: Contract Number, Award Date, Period of Performance, Contract Type, Project Involvement (whether the firm acted as a prime or subcontractor, and if it acted as a subcontractor, the percent of responsibility of the whole contract), Price/Cost— original and final (or to date), Project Title with brief description of work performed, and a narrative on how the project is relevant to the current acquisition.

D.3. Factor 2: Price – Price will not be rated. The Offeror shall submit prices for each Contract Line Item (CLIN), and in format, as identified in the CLIN schedule of this RFQ. Price proposal shall include price for the phase-in period, base period and four (4) 12 – month option periods. Include complete identification of all resources required to accomplish the work required by the PWS, delineating prime contractor from subcontractor. Offerors shall provide a detailed breakdown of how it arrived at proposed costs as follows: CLIN, Description, Service Contract

For non-exempt positions not conformed through Department of Labor (DOL), the offeror shall provide rationale for development of the position and applicable wage rate in the cost/pricing rationale section of the price proposal. Subcontractor, if applicable, shall submit pricing detail correlating to that required herein. Should subcontractor information be considered proprietary, subcontractor information shall be submitted to the KO and CS. Offerors shall provide SCA or Exempt status per labor category, labor category, total labor hours, equivalent FTE, hourly wage, and total burdened labor cost. Offerors shall submit this data in Microsoft Excel format with cells unlocked. Offerors shall propose a price for CLINs 0003, 1003, 2003, 3003, and 4003 for Contractor Manpower Reporting (CMR). If the offeror proposes to provide this at no charge, it should indicate $0.00 or No Charge rather than leaving this line blank. If the line is left blank, the offeror agrees that this shall be provided at no charge and that $0.00 shall be used for evaluation purposes.

FAR Provision 52.212-2 Evaluation – Commercial Item

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award shall be made to a single Offeror who is deemed responsible in accordance with the FAR, whose proposal is judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the LPTA proposal. The following factors and subfactors shall be used to evaluate offers:

Factor 1 is comprised of three (3) non-price subfactors that shall each receive a separate rating, which shall subsequently be considered in a roll-up rating at the Factor-level which supports acceptability or unacceptability. A rating of “Acceptable” must be achieved for an Offeror to be considered for award. Ratings of “Unacceptable” will not be given further consideration.

Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

Factor 1: Technical Capability – The Government will evaluate the management and technical approach to assess the staffing mix and resource allocation (including any subcontractors). The proposed management and technical approach that meets the capability to achieve each performance objective and standard that reflects the best industry and/or commercial practices, standards, and procedures for all specific tasks identified in the PWS will be rated acceptable. The offeror shall address the following subfactors to prove technical acceptability:

Subfactor 1: Management/Administration – The Government will evaluate the management/administration approach to determine if the offeror demonstrates an adequate approach to minimizing personnel turnover; avoid breaks in services when personnel are unavailable due to annual leave, sick, and/or absent for other reasons; and backfill vacant positions in a timely manner in order to provide uninterrupted service.

Subfactor 2: Staffing – The Government will evaluate the proposed staffing, labor mixes and productive labor hours per classification per period of performance to validate the offer is in correlation to PWS TE 3, which includes both full-time equivalents as well as part-time positions. No offer shall be considered if they are proposing less staffing that that depicted on PWS TE 3, however, the onus remains with the offeror to determine the productive hours allocated to each position to ensure successful contract performance.

Subfactor 3: Experience – The Government will evaluate the offeror’s experience in projects of similar magnitude.

Offeror shall demonstrate practical experience in management and operations of an administrative services program across a large geographical footprint. Magnitude is defined as, similar in number of performance locations greater than or equal to 100 locations; and greater than or equal to $20 million for a base, upon a base plus four option years (or annualized to $4 million per year).

Factor 2: Price – Price will not be rated. The Government will evaluate the offeror’s price to determine if the offeror’s proposed price is fair, reasonable, and balanced utilizing price analysis techniques in accordance with the guidelines in FAR 15.404, Proposal Analysis. Reasonableness is defined as, a price is reasonable if, in its nature and amount it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. Unbalanced is defined as, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by application of cost or price analysis techniques.

(b) Options. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a proposal mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the proposal’s specified expiration time, the Government may accept a proposal (or part of an proposal), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
