About this file

This is a Questions and Answers document for federal solicitation W9124C-26-Q-A030 addressing contractor inquiries regarding equipment installation requirements for balers at a government facility.

The document clarifies facility access and equipment specifications. The loading dock features rollup doors accommodating full-size delivery trucks, with no obstructions between the baler installation location and the loading dock. The facility is designed for forklift use, with ground-level access available at a door behind the bilevel truck dock. Regarding equipment specifications, the Government rejected a contractor proposal to substitute a 10 HP hydraulic power unit for the specified 5 HP unit, citing electrical code violations and excessive amperage draw at startup (up to 2X the 30.8 amps specification) that would exceed safe capacity for the 10AWG wiring. Site access requirements for installer personnel are detailed in sections 1.6-1.6.33 of the solicitation. The Government declined to estimate installation timeline or facility access duration, placing responsibility on vendors to independently determine labor costs and onsite scheduling requirements based on their own assessment of access procedures and installation complexity.

Questions and Answers

Solicitation W9124C-26-Q-A030

1. Door Dimensions: What are the clear width and height dimensions of the doors/openings through which the new and existing balers will need to pass?

a. The Area has loading dock rollup doors that accommodate a full-size delivery truck.

2. Equipment Pathway: Could you provide the intended pathway from the delivery/offloading area to the final installation location, including the narrowest width/height clearances and any tight turns, ramps, thresholds, or other restrictions?

a. No obstructions from the bailer location to the loading dock doors.

3. Forklift Access: Is a heavy-duty forklift permitted and physically able to access the building/install location? Please advise of any forklift size, weight, height, fuel-type, or facility access restrictions.

a. Area is designed for forklift use. There is an area that a forklift can enter the facility from the ground level at the door located behind the bilevel truck dock pictured in the diagram below.

4. If available, could the Government also provide photos, measurements, a floor plan, or information showing the equipment access route?

5. Our standard 60-inch vertical baler utilizes a 10 HP hydraulic power unit, while the solicitation specifies a 5 HP unit. Would the Government accept a 10 HP power unit instead of the specified 5 HP, provided the baler meets or exceeds all other solicitation requirements, including the required 208V, 3-phase electrical service?

a. This setup will not work properly due to the number of amps drawn at the system startup which will be up to X2 more than the 30.8 amps. Given the 10AWG wire this is also not acceptable by code.

6. Can you verify the site access requirements for the installers? Is preliminary documentation required for all persons entering the base?

a. Refer to sections 1.6-1.6.33 for site access requirements

7. We estimate one day of onsite work, depending on the time required for site access. Do you believe that will be enough time or should we allocate more time for entering and exiting the facility?

a. The Government cannot estimate or dictate the time required for contractor personnel to enter and exit the facility. This calculation must be determined solely by the vendor when compiling labor costs and on-site scheduling.
