About this file

This is a Questions and Answers document for federal contract solicitation W9124C-26-Q-A017, issued by the Mission and Installation Contracting Command (MICC) at Fort Jackson on 11 June 2026. The solicitation concerns the procurement of food service equipment and smallware for a new Dining Facility (DFAC) at Fort Jackson, South Carolina. The document addresses seven questions raised by prospective offerors during the solicitation period and provides authoritative responses applicable to all offerors.

Key clarifications include: photographs have been added to Attachment 2 to illustrate items lacking color or size specifications; offerors may adjust quantities to the nearest standard manufacturer case pack size and must clearly identify such adjustments; line-item numbering has been standardized across all solicitation documents, with the SF 1449 form serving as the controlling document in case of discrepancies; the Price Summary tab in Attachment 2 uses formulas that automatically calculate extended prices and should not be manually overridden; model numbers for Carlisle and San Jamar products have been corrected; for Line Item 001, the Government requires 10 brushes total, not 120 units, with UOM and quantity fields taking precedence over narrative descriptions; and all dinnerware and stainless-steel flatware must comply with DFARS 252.225-7965 (Berry Amendment), with brand-name references provided only for salient characteristics rather than as mandatory specifications. The solicitation response deadline has been extended from 12 June 2026 at 11:00 AM EDT to 15 June 2026 at 2:00 PM EDT. Offerors must acknowledge this amendment in their quote submissions to avoid non-responsiveness.

QUESTIONS AND ANSWERS

Solicitation No.: W9124C-26-Q-A017

Food Service Equipment and Smallware — New Dining Facility (DFAC)

Fort Jackson, South Carolina

Mission and Installation Contracting Command (MICC) — Fort Jackson

Date Issued: 11 June 2026

The following questions were received from prospective offerors during the solicitation period for the above-referenced acquisition. Responses are provided by the Contracting

Office and are applicable to all offerors. This Q&A document is incorporated into the solicitation by reference and should be read in conjunction with the forthcoming official amendment. All offerors are advised that the Product Specifications and Purchase

Description document has been updated to reflect corrections identified prior to the issuance of this document, including corrections to line-item reference information noted across attachments.

Question 1:

Some line items do not include colors or sizes. Is there any additional detail available for these items beyond what was included in the solicitation documents?

Answer 1:

The Contracting Office acknowledges that certain line items lack color or size specifications. To provide additional clarity, photographs of the required items have been added to Column C of Attachment 2 – Revised

LineItemQuoteSpreadsheet_FortJacksonDFAC. These images are provided solely to illustrate salient characteristics and should be used as reference only.

Question 2:

Some quantities listed in the solicitation do not align with standard manufacturer case pack quantities. Some vendors will not break cases. Are offerors permitted to quote case pack quantities?

Answer 2:

Yes. Offerors are permitted to adjust proposed quantities to the nearest standard case pack size for any affected line items. This adjustment is authorized to accommodate standard industry packaging requirements. Note that this allowance was also identified in the solicitation Instructions to Offerors. Offerors should clearly identify any quantity adjustments made and indicate the applicable case pack size.

Question 3:

The line items listed in the Product Specifications and Purchase Description document appear to be in a different order than the items listed on the SF 1449 solicitation form, which may create difficulty in completing the price summary (Attachment 2). Should offerors use the Product Specifications and Purchase Description listing or the SF 1449 solicitation listing?

Answer 3:

The Contracting Office has updated all solicitation documents to reflect consistent line-item numbering across attachments. All documents should now reflect the same line-item numbers. In the event any discrepancy remains, offerors shall use the SF 1449 solicitation as the controlling document for line-item order and description. Additionally, offerors are advised that the Price Summary tab in Attachment 2 is formula-driven and will automatically calculate extended prices upon entry of unit prices — offerors should not manually override the formula cells.

Question 4:

Given that the solicitation response deadline is Friday, 12 June 2026, there may be insufficient time to prepare a complete and accurate quote pending responses to these questions. Is an extension possible?

Answer 4:

Yes. The solicitation response deadline has been extended. The revised due date and time is 15 June 2026 at 2:00 PM Eastern Daylight Time (EDT). This extension will be formalized in the forthcoming official amendment to be posted on SAM.gov. The previous deadline of 12 June 2026 at 11:00 AM EDT is no longer in effect.

Question 5: The model numbers for Carlisle and San Jamar appear to be incorrect.

Could you please confirm the correct models?

Answer 5: The model numbers for both Carlisle and San Jamar have been reviewed and updated to reflect the correct manufacturer specifications. The Purchase

Description and Product Specifications now contain the accurate, current model numbers aligned with each line item’s technical description.

Question 6: For the first two Carlisle items, the description states they are “packed by the dozen,” but the quantity listed is 10. Do you require 10 dozen or 120 individual units?

Answer 6: For Line Item 001, the Government requires 10 brushes total, not 120.The required quantities are accurately reflected in the UOM and quantity fields, and those values—not the narrative description—should be used when preparing your quote.

Question 7: The notice lists International Tableware model numbers WIH 221, WIH

331, and WIH 111. These items are not manufactured in the United States and do not appear to meet DFARS 252.225 7965. Will the Government require compliant alternatives?

Answer 7: Yes. All offered dinnerware and stainless-steel flatware must comply with

DFARS 252.225 7965 (Berry Amendment – Dinnerware and Stainless-Steel Flatware).

The International Tableware models referenced (WIH 221, WIH 331, WIH 111) are included only as reference points for salient characteristics, not as approved or required brands. All offerors must submit their quotes no later than the revised deadline. Offerors shall propose equal products that comply with DFARS 252.225-7965 as applicable. We also understand that some of the listed items are not TAA compliant. Offerors are advised that the brand‑name references are provided solely for salient‑characteristics purposes (size, color, etc.) and should not be interpreted as requiring that specific brand.

Note to All Offerors: This Q&A document, along with the official amendment, has been posted on SAM.gov under Solicitation No. W9124C-26-Q-A017. All prospective offerors are strongly encouraged to monitor SAM.gov for updates. Failure to acknowledge the amendment in your quote submission may render your offer non-responsive. Questions regarding this document should be directed to the Contracting Office.
