Questions and Answers 29 July 2019

1. The PWS refers to use of Property Book Unit Supply Enhanced (PBUSE). Is this correct or will Global Combat Support System – Army (GCSS-A) be utilized throughout this contract?

ANSWER: Global Combat Support System – Army (GCSS-A) is the system of record, the PWS will change to reflect GCSS-A as the current system of record

2. Attachment_4_-_Price_List_-_MRALS identifies approximately 250 positions at various locations. PWS Exhibit 3 - Estimated Workload Data in the PWS, lists an estimated 48 FTEs. Is the Estimated Workload Data an accurate estimate of personnel required for this effort?

ANSWER: No. TE 3 has been revised.

3. Will the tool kit identified in Tool List.xlsx be required at each location?

Answer: Yes, refer to the tool list requirements at the designated location.

4. Is PDF an acceptable format for the CD ROM copies?

ANSWER: Yes, PDF is an acceptable format with the EXCEPTION of Volume III – Price Proposal.

5. Are there any font/margin restrictions for submittal? If so, are graphics/tables excluded from font size restrictions?

ANSWER: Standard 1” margins and size 12 font shall be used throughout submitted proposals.

6. As the QC Plan is a submittal required 30 days after contract award, is the QC Plan required in Element 1 Management Approach a sample plan?

ANSWER: No, The QC plan is not a requirement of Element 1 Management Approach.

7. On Solicitation Number W9124C-19-R-0022, it appears competition was limited to 8(a) concerns serviced by the South Carolina District Office. SBA regulations permit construction requirements to be limited to geographical area; however, the requirement in the above referenced solicitation is not a construction requirement. Can you provide me with a copy of the justification and SBA approval of this geographical limitation?

ANSWER: An amendment was completed and uploaded on FedBizOpps removing the competition limitation in DFARS 252.219-7010.

Requires adequate workforce for uninterrupted performance of all tasks, but also requires no positions left vacant for more than 14 calendar days without replacement (stead approved training event).

Question(s): Understand that a replacement takes a transition. Where the position is vacant, government has an obligation to ensure the tasks are performed.

1, Is this a FFP and performance based contract? If so, isn't it the contractor’s responsibility to determine the adequate staffing required to adequately perform all tasks during the entire course of each performance period? Therefore, we respectfully request that the Government remove any backfill timeline requirements?

ANSWER: Yes, this is a FFP, performance based contract. The Government elects to maintain the 14 day vacancy requirement to ensure contractor performance. No the backfill timeline will not be removed.

2. If the Government elects to treat this contract as something other than a FFP performance based contract, would the Government please consider amending the backfill requirement to align with the CONUS industry standard of 30 days?

ANSWER: Refer to response #8

This sections lists Puerto Rico as a Place of Performance. Puerto Rico has additional company registration and employee benefits requirements such as additional holidays (in excess of the 10 Federal Holidays) as well as additional Fringe Benefits covering health & welfare as well as local taxes and an annual employee (Christmas) bonus).

Question: Should bidders include all Puerto Rico specific requirements as it applies to (a) doing business in Puerto Rico and (b) employing personnel to work in Puerto Rico in our pricing for the Puerto Rico performance locations?

ANSWER: Yes, all site specific requirements for Puerto Rico shall be included in the pricing proposed.

PWS 1.12.2 10

Statement: The language at 1.12.2 states Contractor personnel shall be required to obtain a CAC at least ten (10) work days prior to start of base contract period or prior to performance under this contract, whichever comes first.

Question: The contractor is limited to providing Government Security personnel employee data in order to process CAC Cards. The contractor does not process the cards, the Government does.

Hence, the contractor has no control over how quickly a card is or is not processed and issued by the Government. Suggest the language be changed to “the contractor will ensure all employee data and actions have been initiated, completed and submitted to the identified Government point of contact for approval and processing within 10 days”

ANSWER: Para 1.12.2 will be updated to reflect as follows:

All Contractor personnel performing work under this contract shall obtain a Department of Defense (DoD) Common Access Card (CAC). [Indicate other government issued identification badges (i.e., DD Form 1466 Building Pass, DoD or FORSCOM/USARC Access badge)] The CAC [indicate other identification badges] shall be worn at all times, when performing work under this contract, to include attending government meetings and conferences. Unless otherwise specified in the contract, Contractor personnel shall wear the [indicate identification badges] in a conspicuous place on the front of exterior clothing and above the waist, except when safety or health reasons prohibit such placement or when being used for computer access. However, the Government did not include a DD-254, nor is there additional discussion on the security clearances elsewhere in the RFP.

Question: Does the Government intend to issue a DD-254 with this RFP? Additionally, are there any positions requiring a Secret or greater clearance? If so, will the Government please identify which positions require clearances?

ANSWER: No, the Government does not intend to issue a DD254 for the RFP.

Section No. Paragraph or Bullet No. Page No. PWS Comment or Question PWS 1.21.1 23 Statement: Phase-In. . . .the Contractor shall have all key and first shift personnel on board during the 30 day phase-in period.

Question: There are no other references to shift work in the solicitation including PWS 1.11.3, Hours of Operation. Will the Government please provide a detailed clarification and breakdown of the shift work required by site and by task?

ANSWER: “First shift” was removed from this paragraph.

Contractors should review TE 3 as the base line support required at each location for shift work. TE 4 & TE 5 should be used to account for workload and service man hours for each location.

If applicable, the Contractor and the Government will jointly inventory all GFP to determine the quantity and condition of all items five days after award of contract. Initial inventories will start at the direction of the KO and shall be conducted by the Contractor and the

GPA.

Question: To ensure adequate coordination with the Site CORs, incumbent contractor(s), and GPA, will the Government please consider removing the “five days after award of contract” requirement from the statement and replacing it with “all joint inventories must be completed prior to assuming FOC”?

ANSWER: PWS will remain as is.

Question: Will the Government please identify which of the 754 line items are required at each location to facilitate more accurate cost estimates?

ANSWER: The line items in the attached equipment listing represents the minimum tools required for use of cost estimates.

Question: Will the Government please provide the workload data for the remaining sites to facilitate more accurate contractor cost proposals, and to create a more level competitive field for non-incumbent contractors?

Question: Will the Government please provide a complete equipment density list for all 40 sites?

ANSWER: TE 4 contains equipment density/svc hours per location provided for 28 sites that currently exist. Refer to TE4 updated footnote.

Question: Will the Government please provide these documents corrected to reflect all 40 sites with the information needed to provide a comprehensive and compliant proposal and cost estimate?

The title of the spreadsheets are labeled “Hours of Service” and Column E is labeled “Quantity”.

Question: Will the Government please define and clarify the data provide in Column E?

Specifically, are the totals actually hours of service, and if so, what period of time and how many pieces of the equipment does that total represent?

ANSWER: Column E represents current total quantity equipment at each location.

Contractor proposed maintenance is identified as the percentage.

Questions: Are these applicable to Volume IV instructions?

ANSWER: No. These are applicable to the clause 52.212-1.

Question: Can the offerors remove the first page of instructions and modify the form (leaving all fields in order as presented to the original form) to more effectively utilize the allotted 3-pages of space?

ANSWER: The first page are the instructions on how to fill out the remainder of the document. It may be removed but the overall page count shall not be more than 3 pages.

252.219-7010 NOTIFICATION OF COMPETITION LIMITED TO ELIGIBLE 8(A)

(3) If the competition is to be limited to 8(a) concerns within one or more specific SBA regions or districts, then the Offeror’s approved business plan is on file and serviced by South Carolina District Office 1835 Assembly Street Suite 1425 Columbia, SC Phone: 803-765-5377 Fax: 803-765-5962 21-22 (Solicitation) Statement: It appears that this 8(a) acquisition is being limited to ONLY SBA certified 8(a) firms serviced through the South Carolina SBA District Office. If so, that would seem to be unfair and limiting competition as this work is NOT limited to South Carolina performance locations but in fact is performed across multiple states.

Question: Is it the Army’s intent to limit 8(a) competition to the South Carolina SBA District serviced firms ONLY or can any SBA 8(a) Certified firm who holds the required NAICS code propose on this work?

ANSWER: An amendment was completed and uploaded on FedBizOpps removing the competition limitation in DFARS 252.219-7010.

Section No. Paragraph or Bullet No. Page No. PWS Comment or Question VOL IV Past Performance 47 Statement: Past Performance requirement specifies a major subcontractor as performing more than 25% of the total proposed cost of the contract.

Question: Is there a minimum and a maximum number of Past Performances that the Prime submits as their Past Performance? In addition, that a subcontractor may submit as part of the Prime Contractor’s proposal?

ANSWER: The total number of projects that past performance is submitted for shall not exceed 3.

Section No. Paragraph or Bullet No. Page No. PWS Comment or Question VOL IV Past Performance 47 Statement: Past Performance requirement specifies a major subcontractor as performing more than 25% of the total proposed cost of the contract. This limits an 8(a) bidder to use ONLY one subcontractor and their Past Performance since SBA rules require the 8(a) Prime bidder to perform at least 50.1% of the total contract value.

Question: Since there are 40 performance locations spread over 9 States and Puerto Rico, would the Government consider lower the requirement from “more than 25%of the total proposed cost of the contract” to “at least 15% of the total proposed cost of the contract” in doing so, the Government would allow an 8(a) Prime bidder to include more than 1 subcontractor as a major subcontractor and thereby utilize their Past Performance as well.

ANSWER: No. The Government does not intend to lower the percentage threshold at this time.

Section No. Paragraph or Bullet No. Page No. PWS Comment or Question Attachment 3 (DOL Wage Determinations), 52.222-41(SCA) and EO 13495 17 Statement: The Government has included the Service Contract Act (SCA) and applicable Wage Determinations for each performance location. As such ALL bidders must propose using the WDs (Labor Classifications) and base pay rates (and fringe benefits) per the WD to be legally compliant. In addition, bidders must offer right of first refusal to incumbent staff who currently fill positions that fall under the SCA (and applicable Wage Determination) as called for in EO 13495)

Question: In order for ALL bidders to be compliant and on equal ground for evaluation purposes, all bidders need a list of current incumbent personnel (we do NOT need their names or contact info) we do need their SCA hire dates so that we can properly propose their PTO accrual rate for the price proposal. We also need to know the labor categories by site they currently fill.

Will this information be provided?

ANSWER: The Government will provide this information after contract award; awardee.

26. Attachment 3 - Wage Determinations some of the Wage Determinations are not current. Is it the intent to utilize the most current Wage Determination?

ANSWER: Proposals shall be based on the most current wage determinations. These can be found at https://beta.sam.gov/search?index=wd https://beta.sam.gov/search?index=wd

27. Attachment 6 - Specific Relevant Contracts For contracts where the contractor is a subcontractor do we replace the KO and COR information with the prime contractor information?

ANSWER: No, however identify the prime contractor performing the contract.

28. Section B Section B only lists four CLINS, one to cover the phase in period and one to cover 59 months of services. The PWS Period of Performance breaks the time out as a 1 month phase in period, 11 base period and 4 twelve month periods. Typically the CLIN structure matches the periods of performances of performance. It is the Government's intent to award a 4 year and 11 month base period?

ANSWER: Yes, there will be a base and four ordering periods.

29. Section B Instead of using Job as a unit in Section B, would the Government consider Month for the labor CLIN and Lot for the Travel CLIN?

ANSWER: The CLIN structure will remain as is.

30. Section B If the Government does intend to issue a 4 year and 11 month base period, what is frequency that is acceptable for the Request for Equitable Adjustment as the Wage Determinations do not all get updated at the same time?

ANSWER: This will be reviewed at the beginning of each ordering period.

31. FAR/DFAR Clauses 252.216-7066 Ordering lists the period of performance dates at 30 August 2019 to 29 August 2024. This does not match with Section B dates. Can the Government update the one that is incorrect?

ANSWER: An amendment will be completed to reflect the same dates listed in section B which will then be posted on FBO.

32. Proposal Instructions In the proposal page limit (section ii) it identifies Volume I (Technical) and II (Price). This does not match with the description and charts shown both above and below. Will the Government please clarify?

ANSWER: These items have been corrected in the solicitation amendment.

33. PWS 1.10.2 and 1.10.3 Environmental Plan and Spill Protection, Containment & Clean Up Plan. Since we are working in a Government Facility and operating under the Government oversight, we are required to follow the established plans that are in place especially since state and location has its own EPA rules. Can the Government remove the requirement for these plans?

ANSWER: No. Offerors shall prepare plans IAW the Government standard.

34. PWS 1.11.3 Hours of operations do not specify core hours of support, only Monday through Friday. Can the Government establish the core hours of support?

ANSWER: 1.11.3 of the PWS updated to reflect: The Contractor shall be responsible for providing services, between the hours of 7:30 AM – 4:30 PM (hours vary per location). Core support hours are defined as 0800-1100 & 1300-1500. Monday through Friday, except federal holidays or when the government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings.

35. PWS 1.12.2 Possession of a CAC 10 days prior to start is not practical. Most local ID card facilities require an appointment in advance and could take up to 7-10 days. Can the Government adjust this requirement?

ANSWER: Refer to response #10

36. PWS 1.12.2 Turn in CAC to COR within 1 hour of employee termination is only feasible for those employees at Fort Jackson. Can the Government adjust this to the appropriate Government representative at each supported location?

ANSWER: Refer to response #10

37. PWS 1.15 Logistics Analyst requires knowledge of legacy SARSS. Would GCCS-A be more appropriate?

ANSWER: Yes. Section 1.15 Logistics Analysts was updated from SARSS to GCCS-A.

38. PWS 1.15 Warehouse Specialist requires minor maintenance and cubicle assembly/disassembly. This is not within the SCA job description established by the DOL. Can these requirements be removed from the job requirements?

ANSWER: No.

39. PWS 1.15 Truck Driver Heavy includes the operation of 'combat track' and 'construction engineer equipment'. Since these are not included in the SCA job description established by the DOL, can these requirements be realigned to a Heavy Equipment Operator instead?

ANSWER: Refer to response #38

40. PWS 1.15.3.2.1 and 1.15.3.2.2 Program Manager and Alternate Program Manager requires Secret Security Clearance. The contract does not have secret clearance requirement or DD254.

Can the Government remove this requirement?

ANSWER: Yes. PWS 1.15.3.21 and 1.15.3.2.2 has been updated to remove the Secret security clearance.

41. Attachment 4 Identifies a PM positions at Ft Jackson, Gulfport, Ft Polk, Ft Benning, Ft Knox, Ft Bragg, Puerto Rico and Ft Rucker. An APM would be appropriate at Ft Jackson as they would be able to cover down for the PM in the event of absence. However, APMs at all of these locations are not practical or the most cost effective solution for the Government, especially as APMs are identified as Key Personnel. Site Leads at these locations would be an appropriate LCAT. Will the Government update Attachment 4?

ANSWER: No. Attachment 4 is pricing.

42. PWS 1.21.1 Phase In period states that all Key Personnel and first shift personnel need to be on board during the phase in period. Are not all contract employees, first shift personnel?

ANSWER: Yes. The Government provided TE 3, 4, and 5 to assist offerors with proposing shift work requirements.

43. PWS 1.21.2.1 Phase Out period states that the all contract personnel must be on board during the phase out period. As the majority of these personnel are SCA and covered by first right of refusal, how can they work for both the outgoing and incoming contractors?

ANSWER: Contractors would not work for both the Contractors at the same time.

44. PWS 2.1.11 Is blank, is this a mistake?

ANSWER: No. Used to define LCMF (Life Cycle Maintenance Facility) and has been added to revise PWS.

45. PWS 4.3 States tool kits (as required) will be provided. Can the Government identify how many Tool Kits are currently being provided? Will the Government provide a list of Government Furnish Property for this contract?

ANSWER: The Government will tool kits for SAR/CE positions. Tool kits for the mechanic positions, should adhere to the tool list in part 4 of the performance work statement.

46. PWS 5.1.1 Requires contractor to provide a monthly workload report. Can the Government provide the historical workload report to assist industry in determining the best solution for the existing requirement?

ANSWER: Technical Exhibit 3 provides historical workload.

47. PWS 5.24 Supply Clerk requires the employee to know PBUSE, should this be GCSS-A instead?

ANSWER: Global Combat Support System – Army (GCSS-A) is the system of record, the PWS will change to reflect GCSS-A as the current system of record.

48. Attachment 4 Warehouse Specialist with CDL. Warehouse Specialist both in private industry and Government service are not required to have a CDL. The contractor understands the 81st RDs mission support and can provide a better solution (LCAT mix) to adequately support the PWS requirements without recruiting and retaining Warehouse Specialist personnel with a CDL. The Warehouse Specialist description in PWS 1.15 does not support a CDL. Can the Government remove the CDL reference from the Warehouse Specialist?

ANSWER: No.

49. Technical Exhibit 4 The Equipment Density listing by location does not provide adequate information to identify proper LCAT mix required at each location. Example ECS 43 provides a note at the end of the listing stating no maintenance support is required by 100% operation each quarter is. The first item in the inventory is 310 Cargo Parachutes, operating this is not covered by the contract. The LCATs listed on Attachment 4 include HMER Inspector, HMER and Electronic Maintenance Technician. None of these are listed in Technical Exhibit 3 or would be required if maintenance is not being performed. Can the Government provide the actual equipment that is being current supported by the various LCATs?

ANSWER: Refer to TE 4 & 5 for current equipment. Refer to TE 3 for Government LCAT mix.

50. Attachment 4 & Technical Exhibit 3 Can the Government provide the estimated support that is on the current contract? It appears the current contract has expanded significantly since the last solicitation.

ANSWER: Refer to TE 3

51. Reference Page 45, Section L. e. Vol 2 Technical, Element 1: Management Approach, paragraph e. The RFP requests “Requisite knowledge, skills and abilities of key staff assigned to the project.” Does the Government wish for offerors to provide resumes?

ANSWER: No.

52. Attachment 4 and Technical Exhibit 3 There seems to be a considerable variation in the staffing requirement. Technical Exhibit 3 lists 47 different LCATs in the various locations.

Attachment 4 listed 251 LCATs in different locations. None of the locations match in staffing requirements. Request the Government provide the current staffing requirement or estimate of LCATs by location?

ANSWER: Refer to # 2

53. RFP page 44. Should Volume I be submitted with Tabs, one Tab representing each requirement? For example, Tab A – Form Letter …, Tab B – SF 1449, Tab C – Reps, Certs, and Tab D – General Info?

ANSWER: Yes.

54. RFP pages 44 and 45. Solicitation instructions Section L 1. (e) ii page 44 states “The page limits for Volume I, Technical Proposal (this excludes any attached charts, matrix, or graphs, and a contract level QC Plan)”, where Section L 1. Tab E Element 1 (f) Page 45 states “An effective quality control and cost monitoring plan that adheres to requirements specified in the Quality Assurance Surveillance Plan”. What’s the difference between the Contract Level QC Plan and the Quality Control and Cost Monitoring Plan? If they are the same thing, should it be included in Element 1 – Management Approach and will it be counted against the page count?

ANSWER: The quality control plan and cost monitoring plan are not one and the same.

The two plans should be included in Element 1, Management approach and it will be counted against the page count.

55. RFP page 44 and 45. Are TABs A, B, C, and D included in the page count for the Technical Proposal?

ANSWER: No. They are not included in the page count.

56. RFP pages 44 and 46. Solicitation instructions Section L 1. Vol III page 46 states “Electronic versions of the Price Proposal should be submitted and shall not be read only or password protected. All formulas, lookup tables, and links should be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden worksheets.

PDF or flat files will not be considered adequate.” The table of page 44 states “Volume III, Price Proposal 1 original and 4 copies 1 CD ROM”. How should we submit Volume III – Price Proposal? Electronically or in a binder with 1 original and 4 copies and a CD ROM? If electronically, what are the instructions?

ANSWER: The Government will accept Vol III submissions in Excel and in a binder with 1 original and 4 copies and a CD ROM.

ANSWER: The Unit Price will be $1.00 as this will draw down from the total value of the contract as this is an IDIQ with a maximum amount.

Gunsmith III, Shall have been trained and certified in a military technical school or civilian armament vocational or technical school that provided specific experience with small arms. Shall maintain a Federal Firearms License to be kept current during the duration of the contract (Note – a National Criminal Investigation Check will be conducted when submitting initial and all renewal request). 1. If the gunsmith is required to maintain an FFL what type 1-11 of FFL license is the government requiring? 2. Will the government reimburse the contractor for the licenses and three-year renewals? 3. Will the contractor’s gunsmith be allowed to work pending the government approval of the FFL?

ANSWER: The FFL requirement has been removed.

RFP - Instructions to Offerors page43 The Instructions to Offerors section states that the questions are due on 12 JUL 2019 This affords offerors very little time to analyze the solicitation documents and formulate questions. Will the Government please consider extending the due date for questions such that offerors will have a minimum of 14 business days to coordinate, revise and incorporate these changes, reprice, print/publish and mail their proposals?

ANSWER: No. The Government does not intend on extending the cutoff for questions.

63. SF 1449 page1 The SF 1449 shows the Solicitation number as W9124C-19-R-0022. The FBO site shows the Solicitation number as W9124C-19-R-5003, can the Government please clarify which is correct?

ANSWER: W9124C-19-R-0022 is the solicitation number that is used for our internal contract writing system.

64. FBO Website/SF1449 N/A 3. The FBO website states “Proposals will be due no earlier than 30 days after the RFP becomes available.” The due date reflected on the SF 1449 (02 Aug 2019) allows for only 24 days from RFP release to submission. Will the Government consider extending the due date, considering that this is a hard-copy submission that requires production and mailing times?

ANSWER: The submission cutoff has been changed to 9 August 2019.

65. RFP - Instructions to Offerors; Volume I - RFP Documents page 44 Volume I - RFP Documents, para 1. list Formal letter of Acknowledgment of Solicitation, and Amendments (if applicable). We usually acknowledge the solicitation and reference any amendments in our cover letter. Will a cover letter with these acknowledgements meet this requirement?

ANSWER: No. Confirmation will be accomplished by signing the first page of the base solicitation and all additional amendments.

66. PWS 31 The PWS states: "4.3. Equipment: The contractor shall provide a tool set (as required) with the minimum required tools outlined in attached spreadsheet." Can the Government please clarify exactly how many tool sets must be purchased by the contractor, and at which sites they will be utilized?

ANSWER: The offeror will make the determination as to how many tools sets will be purchased. Refer to TE 4 for which sites the tools will be utilized.

67. PWS 31 The PWS states: "4.3. Equipment: The contractor shall provide a tool set (as required) with the minimum required tools outlined in attached spreadsheet." Can the Government specify which Labor Categories at which locations require tools sets?

70. Solicitation, Past Performance 47 "The PWS states: ""For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance."

Can the Government please specify its exact definition of a "commercial customer"?

ANSWER: Customers whom have received your services outside of Government entities.

71. Solicitation, Past Performance 47 "The PWS states: ""For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance."

There appears to be no Client Authorization Letter included in the solicitation. Can the Government please provide a standardized Client Authorization Letter?

72. PWS 2.1.9 Key Personnel 26 PWS section 2.1.9 states: "When proposed key personnel resumes are used as an evaluation factor in best value procurement, a letter of commitment may be required from the individual whose resume is provided." It is unclear whether the Government is requiring resumes and Letters of Commitment (LOC) on this solicitation. Can the Government please clarify?

ANSWER: The Government is not requiring resumes or letters of commitment.

73. Solicitation, Past Performance 47 The RFP describes what information is required regarding Past Performance references, however, it does not state a minimum number of references to be submitted. Can the Government please clarify exactly how many Past Performance references are to be submitted with this proposal by the prime and by subcontractors?

ANSWER: It is the responsibility of the contractor to determine how many references to submit. The submission shall not exceed a total of 3 projects.

74. PWS - TE3, Attachment 4 and TE-4 Equip Density_Svc Hrs Per location.xlsx 53 - 55 Technical Exhibit (TE) 3 shows a total requirement of 48 FTEs as the Government estimate for workload under this contract. This clearly does not align with the Government provided Pricing matrix which lists 264 Labor Categories in 39 different locations, nor does it come anywhere close to matching the workload requirements indicated in the embedded spreadsheet in TE-4 entitled "Equip Density_Svc Hrs Per location.xlsx" . Can the government be more clear/specific about what the actual minimum staffing requirements are for this solicitation?

If TE 3 is not the correct reflection of the true estimated productive hours, can the Government provide what the correct estimated productive hours are by Labor category and locations?

77. RFP Para 5. TAB E - Technical. This paragraph states: "The technical volume shall not contain the Offeror’s name or any markings that would readily reveal the offeror’s name, subcontractor’s name, joint ventures or teaming agreement. This part shall be marked with the Offeror’s DUNS Number." Can the Government confirm that the only volume that excludes offeror names is the Technical Volume?

78. RFP CLIN 0003 - TRAVEL and Att 4 This paragraph (located below the matrix) states; "The Offeror shall then apply the Indirect Rates to the Not to Exceed (NTE) values provided by the Government for Travel. The resulting total value will represent the fully burdened total amount cost for Travel. This calculation will be used for evaluation purposes only and will not impact the Travel NTE amounts provided by the Government in the contract.

The NTE amounts provided by the Government for Travel (will incorporate any indirect rates) will be the cap that is incorporated into the contract at award." Based on this rationale, it appears that the Government is interested in the amount of the G&A that will be charged, NOT the total of the plug number and the G&A amount. Can the Government confirm that the amount they want to see in the Total column of the matrix is the product of the $175,000 plug multiplied by whatever G&A rate is applied (e.g. $175,000 x 10% = $17,500)?

79. However, the Government has not provided any supporting documentation that describes either the workload or associated staffing estimates for the warehousing requirements of this solicitation. Request the Government provide either workload or estimated staffing requirements for offerors to determine what the appropriate levels of warehouse personnel are required to support this effort?

81. PWS para 5.5 37 This paragraph describes the tasks associated with Supply Operations Services. RFP Proposal Instructions, (4) and RFP Para 5, Tab E Technical 43 & 45 This paragraph states that; " Offerors shall attach a binder cover sheet to the outer cover of each binder identifying: (1) volume number(s); (2) request for proposal number; (3) title; (4) offeror’s name. Section 5 states that; "The technical volume shall not contain the Offeror’s name or any markings that would readily reveal the offeror’s name, subcontractor’s name, joint ventures or teaming agreement. This part shall be marked with the Offeror’s DUNS Number." These two paragraphs contradict each other as they relate to the Technical Volume. Can the Government deconflict the language pertaining to the treatment of the Technical Volume in these two paragraphs?

84. RFP all pages The base solicitation has no page numbers. Can the Government please add page numbers to the next amended version of the RFP?

ANSWER: Documentation generation error.

85. TE3 53 Technical Exhibit (TE) 3 is labeled "Estimated Workload Data".

Historically, the USARC RSCs (now RDs) to include the 81st, have used this exhibit to indicate their estimate of total manning requirements. The Estimated Workload Data table in this solicitation differs from the norm in that it appears to be only providing the Annual Work Hours, (Productive hours) which relate to each FTE, as opposed to showing the cumulative productive hours associated with each labor category. As such, the matrix provided does not appear to be any sort of estimate of workload data, rather, it is just a productive hour’s chart per FTE. It therefore has no utility in guiding offerors as to the Government's estimate of Estimated Workload. Request the Government revise TE-3 to properly reflect the Estimated Workload associated with this solicitation by showing cumulative productive hours per labor category, per location.

86. TE-4 Equip Density_Svc Hrs Per location.xlsx 56 The Equipment Density_Svc Hrs Per Location spreadsheet does not provide the current maintenance status of the equipment being stored and maintained at the AMSAs and ECSs. Without knowing what maintenance status this equipment is in (e.g. 10-20, FMC, NMC, etc.,) it is impossible for offerors to make a determination of what maintenance level is required for this equipment. Request the Government provide the maintenance condition levels associated with the stored equipment in order for offerors to properly estimate the maintenance staffing needed to repair this equipment?

ANSWER: The Government reiterates Army maintenance standard IAW AR 750-1; 10/20.

87. TE-4 Equip Density_Svc Hrs Per location.xlsx 56 The Equipment Density_Svc Hrs Per Location spreadsheet does not provide the current maintenance status of the equipment being stored and maintained at the AMSAs and ECSs. Without knowing what maintenance status this equipment is in (e.g. 10-20, FMC, NMC, etc.,) it is impossible for offerors to make a determination of what maintenance level is required for this equipment. Request the Government provide the current outstanding work orders, back-order status and/or work order history of the equipment requiring maintenance at the AMSAs and ECSs, to enable offers to make realistic and reasonable staffing estimates for this solicitation?

88. TE3 53 Technical Exhibit 3 does not include any workload information as to the Supply, Warehousing and Administrative requirements associated with this solicitation.

Equipment Density is just one of the many drivers of these requirements, which include number of units supported, number of AT requests and the amount of equipment being withdrawn or returned, the number of IDT requests, the number of new fielding, the amount of excess equipment being disposed of or shipped to other units, deployment and mobilization issues and receipts, etc. It is therefore impossible for any offeror to make a reasonable, rationale estimate of supply, warehousing and administrative requirements without this additional information.

Request the Government revise the TE-3 to show the historic and/or estimated CUMULATIVE workload (in total productive hours or number of FTEs) associated with the Supply, Warehousing and Administrative requirements of this solicitation.

The Equipment Density spreadsheet in TE-4 contains no data for determining the Administrative, Supply, Budgeting, Logistics and maintenance requirements for these positions. Request the Government provide separate workload estimates for the 81st DOL requirements expressed in number of FTEs or Total Productive hours for each labor category.

99. RFP; Volume IV: Past Performance, paras 2, 3 & 4 48 Paragraphs 2, 3 and 4 reference replacing paragraphs (c) "Period of Acceptance of offers"; (e) "Multiple Offers"; and

(h) "Multiple Awards" but it is unclear as to what previous paragraphs or page numbers these references refer to. Request the Government clarify which paragraphs are being referenced in the RFP and where exactly those paragraphs are located.

100. TE-3 53 The TE-3 provided in the base solicitation shows no estimated workload requirements for E&C support. Can offerors assume that the E&C requirements listed in the TE-4 spreadsheet entitled Equip Density_Svc Hrs Per location.xlsx do not require any contractor support?

101. TE-4 Equip Density_Svc Hrs Per location.xlsx 56 Equipment maintenance requirements vary depending on whether it is stored inside a warehouse, a container, or outside, (covered or uncovered). In order to develop accurate maintenance staffing plans, Offerors need to know what storage conditions exist for the equipment they're required to maintain.
