Information Technology (IT) Support Services US Army Chaplain Center and School (USACHCS)

(Questions/Answers)

1. 1.6.3 states “Contractor may be required to perform services on holidays” and

1.6.4 states they will not work holidays. Is there an expectation that contractors will work on holidays? (The PWS will be updated to correct this confliction.)

2. (1.6.7.3) What certifications are required to support this contract? (A+, this serves as a base-line and computer environment)

3. (1.6.8.4) What type of combination locks are these? (Cipher Locks) Does it require trained personnel to accomplish this task (No)?

4. (1.6.12 Key Personnel) Does the Contract Manager reside on site or just be available via email and phone during the specified time frames. (Offeror determination based upon independent interpretation of the performance work statement.)

5. (5.1) What are the specific IT and AV functions that the personnel will be expected to perform?

a. Network Engineering and administration? (Systems Administration on commercial network)

b. System engineering and Administration? (Server / Data Center) (No server/data center)

c. VTC endpoint management? (Required to dial-in and schedule VTC’s.

Trouble shoot basic malfunctions to the system and call in work orders on inoperable equipment.)

d. Video Bridge/MCU management? (Normal troubleshooting and management. (We are not using the bridge or MCU at this time.

However, USACHCS will provide training when new systems are needed)

6. (5.2) Can you provide a Bill of Material (BOM) or list of hardware and software that the personnel are expected to install, configure, troubleshoot, and maintain?

(As a System Administrator (SA), contractor support will be responsible, but not limited to imaging, driver installation/software, and troubleshooting, in addition to other maintenance required for lifecycle replacement. On commercial network install and configure routers or other devices for the upkeep of the network. Troubleshoot all systems as necessary.)

7. (5.3) What operating systems and application will the onsite personnel need to be familiar with. (Windows 7 and 10 to include updated operating systems required by the Army)

8. Will the onsite personnel be part of a larger IT / AV support team? (Yes.)

9. (5.4) What tools are currently utilized to monitor network devices? (Barracuda Web Filter)

10. What is the process or expectation for repairs that require equipment to be replaced and or sent to a manufacture for repair? Government service level agreements (SLA) for AV equipment and/or warranties for all other equipment. If the warranty has expired we lifecycle equipment.) Will this be conducted at the government’s expense? (Yes)

11. What are the current control systems for the AV spaces? (Crestron, AMX, ETC.

and Cisco/Polycom for VTC)

12. Assuming the spaces have control systems are there expectations that the onsite personnel will be able to modify the code for these systems? (No, we contract out separately)

13. Does the government have all the AV source code? (Yes)

14. Is this a new or re-compete services? Who is incumbent? (New requirement, no incumbent)

15. Does USACHCS already have a helpdesk and Contractor is expected to use their helpdesk? (Yes.). What is the helpdesk package that government is using?

(Internal process and AESD Army wide contract)

16. Does USACHCS have spares on site? (Yes)

17. General Will the Government provide guidance in reference to the submission documents required for this Pre-solicitation to include a Cover Letter, Pricing Material, Refer to the entire pre-solicitation notice. This will provide clarity concerning official release of the solicitation.

Technical Capability, SF 30 & 1449, etc?

18. General Please confirm that the LCATs required as part of this Pre-Solicitation are not covered by the Service Contract Act? However, if they are SCA covered, will the Government provide the wage determination?

Please review the PWS.

Upon official release of the pending solicitation, the question posed will be answered.

19 General Will the Government allow the Offeror to submit a cover letter to address the OCI Statement and any other relevant information or representations and certifications?

Refer to question 3 response.

20 General Will the Government be providing requirements for the Key Personnel? And how many FTE’s will be required for the fulfillment of this Pre- Solicitation?

This is a performance based requirement offerors determine key personnel use. Refer to Technical exhibit 3 as it pertains to the potential FTEs required for performance.

21 General Please confirm that all work will be performed on a Government site.

Yes, all work will be performed on a Government site.

22 General When does the Government expect to release a full solicitation for this opportunity?

Refer to question 1 response.

23. General At this time, would the government provide sponsorship for the facility clearance?

The Government will not provide sponsorship for the facility clearance.

24 PWS Regarding the above referenced solicitation, we wish to confirm if the number of hours, 5640, listed on Technical Exhibit 3 is the total number of hours available for base year of the solicitation, and each subsequent option years.

Also, the solicitation lists a Manager as key personnel for the contractor. Is there a set number of hours the government which to be allotted to this position out of the 5640 mentioned?

This subject pending solicitation is deemed performance based, therefore it’s the offerors determination as to the set hours required for key personnel.

25. General 1. Is there an incumbent and if so would you please identify the incumbent contractor name and the contract number

Refer to question 14 response.

26. PWS Please provide a list of equipment to be covered under this contract

Refer to question 6 answer.

27. PWS Will you provide historical information on the level of effort?

28. General Is there an incumbent? If so, can you provide the incumbent info such as the contract number?

29. General If there is no incumbent what are you basing the historical workload on, a similar contract? If so, what is that contract number?
