Information Technology (IT) Support Services US Army Chaplain Center and School (USACHCS)
(Questions/Answers)
1. The reference RFP posted to FBO on 8/30/19 reflects an offer due date in block 8 of the SF 1449 of 02:00pm 16 Sep 2020. Should this read 02:00pm 16 Sep 2019? Additionally, Technical Exhibit 4 (page 30 of 96) has 2 embedded PDF documents which do not open in the RFP document posted to FBO. Is it possible to post these documents to FBO?

DD254 and Instructions in Technical Exhibit 4 have been added as attachments.
2. The Instructions in “i” and “ii” are the same for both Tab A and Tab B.
The Evaluation criteria do not line up properly; it doesn’t map to the instructions.
Based on Tab A and B, the Government does not indicate where to include response for PWS requirements/Specific Tasks. Please confirm if a technical approach to meeting the PWS is required.

3. On page 91 in Section L, i and ii are identical for both Tab A (Staffing Approach) and Tab B (Management Approach). Should we assume that the Subfactor descriptions on page 94 are correct?
Page 95 in Section M requires a Factor 3, Past Performance. This Factor is not identified in Section L. Where should it be included, how should it be labeled, and what data should be provided?
If an offeror’s past performance is as a subcontractor, and therefore not in a PPIRS system, what documentation should the offeror provide?
Section L refers to the Staffing Approach and Management Approach as both “Tabs” and “Sub-factors”. Which terminology should the offeror use?

4. Please provide a copy of the DD254. The link in your Solicitation does not open.
5. Due date on the SF 1449 states 2:00 PM 16 Sep 2020. I am assuming you meant 2019.

6. In your table on page 89, under Volume II, there is no place to submit Management Approach in the submission requirements and TAB A is Experience/Personnel Qualifications and TAB B is Staffing Approach. However on page 91you list Tab A as Staffing Approach and Tab B as Management Approach.

7. Part 5 Specific tasks. Can you provide the quantity of workstations, servers, applications, network equipment, number of VTC rooms, and number of VTC per week associated to the estimated hours?
Government response:
Approximately 300 classroom (students)/200 staff and faculty laptops, 20 workstations Classrooms Instruction/staff, and 7 MAC/22 commercials workstations/laptops in the Library. No servers. Applications are only updated via SCCM or manual based on regulations/requirements.
Commercial network with 3 modems, 10 commercial access points. All government network equipment are troubleshooter by IT staff/contractor only. Work orders to the NEC for touch labor support. The Conference Center has one (1) VTC NIPR/SIPR with (2) two being added to the breakout conference rooms. The Directors conference room has one (1) VTC NIPR with SIPR being added. The Commandants Conference room one (1) NIPR/SIPR, Training Directorate one (1), Directorate of Resource and Information Management. VTCs are scheduled on an as needed basis.
Approximately two (2) per week depending on surge; as this requirement will be increased estimate about five per week.
8. Part 5 Specific tasks. Do these tasks support electronic classrooms? If so how many workstations?

9. Part 5 Specific tasks. Do these tasks support the synthetic environment simulation systems and/or simulation center?

14. Page 93 and 95: Evaluation Factors: Factor III Past Performance
There is no requirement for Past Performance in the Instruction to Offerors. Would the Government please clarify if a Past Performance volume is required?

15. Performance Work Statement Would the Government provide details on the IT environment to include makes and models of equipment supported, operating systems and applications?

16. A completed Section B appears to be required in both Volume I - General and Volume III - Price. Is this correct?

17. Section M/Evaluation Factors/Factor II: Price, (b) indicates, “As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's second option year to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base year and two option years, and 1/2 of the second option year. Offerors are not required to enter a price for the six-month period.” Section B as well as sub-section 1.5 of Section C (PWS), however, specify a base year of 12 months with four (4) 12-month option years. Can you please verify how the total price will be calculated for purposes of the price evaluation?
