This contract is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6 and DFARS Part 236.
This announcement is open to all qualified firms and is for the selection of a Multiple Award Architectural & Engineering (A-E) Firm for a Five Year Ordering Period Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The total capacity of the contract will not exceed $10,000,000. The small business subcontracting plan is NOT required as part of this submittal. The subcontracting plan will be requested with the Request for Proposal.
The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee’s office location (not the location of the work). Task Orders will be issued by negotiated firm-fixed-price task orders and will be issued under the terms and conditions of this contract. The Government shall be under no obligation to issue any particular number or types of orders and no liability to the contractor shall be incurred in the event that a certain number or types of orders are not issued; however, a task order will be included to satisfy the minimum guarantee of $5,000 with the basic contract. Firms must be capable of concurrently responding to and working on multiple projects simultaneously. The selection of a Firm is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services, as more fully set forth in the selection criteria. All Firms responding to this announcement are cautioned to review FAR Part 9.5 - Organizational and Consultant Conflicts of Interest; and FAR 36.209 Construction contracts with architect-engineer firms.
SCOPE OF SERVICES: Fort Jackson intends to award a Firm Fixed-Price performance based Architectural & Engineering (A-E) Services Indefinite Delivery Indefinite Quantity (IDIQ) contract for use at Fort Jackson, SC. The A-E IDIQ contract will be established for a term of five years. A contract minimum of $5,000 and a cumulative $10 Million ceiling will apply for the duration of the contract with no limit on individual Task Order amounts. The Architectural and Engineering Services for which Task Orders may be issued may include:
PROJECT INFORMATION: The general scope of work includes, but is not limited to: Architectural and Engineering Services for the preparation of designs, plans, specifications and cost estimates for various projects, designs and/or feasibility studies for new structures, various repairs, alterations and/or improvements to barracks, administrative facilities, warehouses, training buildings and other existing facilities. Work may also include preparation of building condition reports, rehabilitation of historic buildings and structures, project management and inspection services for construction projects, and CADD services, including the scanning or digitization of existing construction drawings. Rating factor categories are listed in descending order of importance.
i. Existing Facility Assessment: including on-site inspection and review of existing facilities and infrastructure to determine conditions, expected life, recommended preventative maintenance schedule, and repair or replacement recommendations. Services will include a physical inspection of the facilities, documentation of areas inspected, documentation of any code deficiencies, and assistance in developing corrective actions.
ii. Studies include investigating various alternatives for a project, analyzing the pros and cons of each alternative, environmental impacts, and writing a report of findings/recommendations to include a cost estimate for each alternative. Studies for potential energy saving projects shall include a life cycle cost analysis (LCCA). The LCCA shall be based upon estimated construction costs and energy savings as well as such things as operations and maintenance costs/savings throughout the estimated economic life of the project, rebates, salvage value, and annual recurring and non-recurring costs/savings.
iii. Schematic Design includes, but is not limited to, site surveying, researching, testing, defining the work, and presenting information required for project design. The A-E shall provide a preliminary evaluation of the project scope, schematic drawings, schedule, and construction budget. Schematic design analysis should include preliminary sketches of site layouts, floor plans, interior and exterior perspectives, typical wall sections, details and elevations along with narrative descriptions of architectural, structural, mechanical, electrical, fire protection, fire suppression, and building automation systems/subsystems. Provide economic and other justifications or arguments for selection of proposed schemes and systems. Alternative approaches to design and construction are to be investigated during this phase.
iv. Design Development documents include drawings and other documents that fix and describe the dimensions and character of the project. Architectural, mechanical, electrical systems, and other elements are included as appropriate. A current construction cost estimate, broken down into the current CSI specification sections is also required. Perform Building Information Modeling (BIM) as requested to support designs.
v. Contract Drawings and Specifications include, but are not limited to, design narratives, design analyses, engineering calculations, alternatives, and production of plans, specifications, a submittal log, and other documents required for award of a construction contract.
vi. Construction Cost Estimating.
vii. Construction Period Services may include review of Contractor submittals, answering contractor Requests for Information (RFI), conducting site visits, and partial and final inspections.
viii. The Contractor shall be capable of performing Geospatial Information Systems (GIS) services in conjunction with any effort outlined in this SOW. GIS services may include the use of Unmanned Arial Vehicles capable of performing Light Detection and Ranging (LIDAR) survey and producing 2 cm resolution imagery. Each individual TO will include more detailed requirements for GIS data collection and submittals.
ix. The Contractor shall be capable of providing high quality architectural renderings of sites, buildings, or complexes. The Contractor shall be capable of providing multi-dimensional planning and construction animations.
x. Environmental Services: Provide environmental services to include but not limited to building, soil, groundwater, surface water and other material contamination investigations and remediation studies; preparing construction storm water permit applications; preparing National Environmental Policy Act documentation to include Environmental Assessments and Impact Statements; conducting biological and natural resource studies and inventories; collecting data and conducting investigations relating to environmental permitting and licensing actions. Services to include, but are not limited to conceptual design, preliminary designs, working drawings and specifications, cost estimating, site visits, miscellaneous reports, and construction period services.
SELECTION CRITERIA: The selection criteria for this project are listed below. Each firm must demonstrate their qualifications (including subcontractor qualifications) with respect to the selection criteria listed below. Evaluation criteria (1) through (7) are in descending order of importance, and are primary evaluation factors. Thirteen interview questions will be sent to the firms that are found the most highly qualified based upon their responses to criteria 1-7. The purpose of these interview questions is to establish the order of the most highly qualified firms. Criteria (8) is in descending order of importance, and is a secondary evaluation factor that will be used should it be warranted. The secondary criteria; 8 is secondary and will only be used as a “tie-breaker” among firms that are essentially technically equal after interview questions are evaluated. At no time shall the secondary evaluation factor be given greater significance than the primary evaluation factors. SF 330s will be evaluated to determine the most highly qualified firm/team. Failure to provide requested data or comply with the instructions in the Synopsis (including attachments) could result in a firm being considered less qualified, or being eliminated from consideration. Specific evaluation criteria include:
FACTOR 1:
Relevant and specialized experience and technical competence of design teams, including individual team members, and collectively, as a total team (including joint venture and mentor-protégé) - in descending order of importance within this category:
a) Recent (past 5 years) specialized experience and technical competence in: Civil Engineering design/modeling/analysis, Electrical Engineering Design/modeling/analysis, Mechanical Engineering design/modeling/analysis, Fire Protection design/modeling/analysis, Transportation Engineering Design/modeling/analysis, Architectural design/modeling/analysis, Structural Engineering design/modeling/analysis, Environmental Engineering design/modeling/analysis, Surveying and Construction Site Layout as related to complex multi-disciplinary architectural/engineering projects. The evaluation will include a review of projects submitted to determine experience, ability to work within cost limitations and quality control management. Please provide contract numbers, points of contact, telephone numbers, and email addresses for each project reference. (Ensure that all experience requirements are reflected on appropriate personnel resumes at Section E, Part I, SF 330).
b) Technical Approach. Knowledge and understanding of: Water, Sewer, natural gas, electrical power distribution, outside and inside plant telecommunications, fire protection/detection/suppression, HVAC, energy conservation, stormwater management, Unified Facility Criteria (UFCs), Unified Facility Guide Specifications (UFGSs), project management, cost analysis, Quality Control/Quality Assurance, and scheduling.
The evaluation of the specialized experience and technical competence shall be based on experience from the last five years. The prime firm and key subcontractors (i.e. any subcontract which equals 10% or more of the prime contract) shall have experience working together, and must demonstrate a productive and effective work relationship. If a prime contractor is using key subcontractors experience to qualify, the prime contractor shall submit letters of commitment from those subcontractors and any key personnel.
FACTOR 2:
Professional experience and qualifications – Submit a Project Organizational Chart that includes team members. The chart shall identify the licensed/registered Key Personnel identified below. Clearly describe the prime responsible firm (or firms if a joint venture or mentor-protégé), and individuals, as well as the roles and responsibilities of individuals proposed as consultants or subcontractors.
Key Personnel: Identify the qualifications of key personnel in the disciplines listed below. Offeror shall note if one individual is proposed for more than one position. Joint venture partners, mentor-protégé firms and/or sub-consultants shall provide letters of commitment to the project team. The firm agrees to assign to the contract those persons whose resumes, personnel data forms or personnel qualification statements were submitted. If personnel for whatever reason become unavailable for work under the contract for a continuous period exceeding 30 working days, or are expected to devote substantially less effort to the work than indicated in the proposal, the firm shall propose a substitution of such personnel. All proposed substitutions shall be submitted, in writing, to the Contracting Officer at least 15 days prior to the proposed substitution. All proposed substitutes shall have qualifications equal to or higher than the qualifications of the person being replaced.

(6) Hydrology and Hydraulics Engineers
(7) Industrial Hygienist
(8) Construction Inspectors
(9) Specifications Writer
(10) Historic Preservationist
Other personnel shall be shown on the organizational chart by discipline in the total number available for utilization on task orders assigned under the contract. Show lines of responsibility and communication between project team leaders and team members. The criteria will include a review of proposed personnel in the following key disciplines: Civil Engineering, Structural Engineer, Mechanical Engineering, Electrical Engineering, Fire Protection Engineering, Water Resources Engineering, Hydrology, Hydraulic Engineering, Historical Preservation, Architectural Design, Construction Management, Surveying and Project Management. Particular focus will be on the qualifications of personnel showing a significant role in the firm's specialized experience and technical approach submitted for the Principal in Charge and the Project Managers (Primary Disciplines 1 and 2). The evaluation of the key personnel will consider education, training, registration, relevant experience and longevity with the firm.
FACTOR 3:
Capacity: Demonstrate capacity, experience and an effective organizational structure. The project team must be able to accomplish up to an estimated three (3) task orders simultaneously, totaling $500,000 to $600,000 in a 180-day period. Identify the full potential value of each current Indefinite Delivery contract that the firm has with the Government. The firm must demonstrate sufficient capacity to provide personnel to work on multiple task orders simultaneously. The evaluation will include a review of project specific descriptions to determine the extent in which the A-E firm has proven their ability to work on multiple projects, large scale projects, complex projects, and provide an adequate number of personnel in key disciplines. Capacity will be evaluated in accordance with FAR 36.602-1(a)(3).
FACTOR 4:
Design Quality Control Management Plan: Provide a design quality control management approach tailored to this procurement, specifically explaining how the firm will maintain the quality of the design and control the estimated cost of construction, as designed. The firm shall define the system that will be in place at the time of contract award to assure the design quality is maintained and provide a comprehensive description of how the quality control process will be executed, including names and designations of the primary professionals who will be responsible for independent quality review (apart from key personnel design team members). A proposed management plan shall be presented in Section H of SF 330. The plan will be evaluated for experience producing quality designs based on an evaluation of the firms design quality management plan. The design management plan should briefly address the team organization, quality control procedures, project cost estimating control, design schedule control, and coordination of in-house disciplines and consultants. In addition, Section D of SF 330 should include an organization chart. The SF 330 shall clearly indicate the primary office where the work will be performed, and the staff at this office.
FACTOR 5:
Past Performance: The firm shall provide a maximum of five example projects performed by the prime firm and key subcontractors demonstrating recent experience. The agency will review only the maximum allowable projects in order of submission; any projects listed thereafter will be disregarded. Relevant experience is defined as similar in size, scope and complexity to the services identified herein. Recent experience is experience within the last 5 years from the date of this announcement. More recent past performance shall be considered more advantageous. Past Performance Information Retrieval System (PPIRS) will be queried for all prime firms and key subcontractors to assess performance risk. The evaluation of this factor will be based on the past performance information for a maximum of (5) years from the release of this announcement. The Government may elect to consider any credible information obtained from other sources in addition to those identified by the firm if adequate information is not available in PPIRS. In the event that adverse past performance information is obtained from other sources, the firm will have the opportunity to respond to any adverse information received to which it had not had a previous opportunity to comment. Responses shall include performance on DoD and other contracts in terms of quality of work, compliance with delivery schedules, history of working relationships with consultants, technical support, cost control, and overall cooperativeness and responsiveness. Indication of favorable performance ratings, awards, and repeat clientele in Section H of SF 330 is recommended.
FACTOR 6:
Knowledge of Locality: A firm’s knowledge of the locality will be met with the required South Carolina Professional license requirements.
FACTOR 7:
Small Business Utilization (For Large Business): The Large Businesses will be required to submit sub-contracting plans. Sub-contracting plans will contain the elements IAW FAR 19.704 and DFARS 219.704. The Source Selection evaluation factors for small business utilization will be as follows: Subcontracting plan goal will be 20% of the total contract value; compliance with FAR 52.219-8 and 52.219-9 (sm. business utilization past performance), and complexity and variety of the work.
SECONDARY SELECTION CRITERIA:
The secondary criteria at (8) below will only be used as a tie-breaker among firms considered technically equal after interview questions are evaluated. At no time shall the secondary evaluation factor be given greater significance than the primary evaluation factors; 1-7.
FACTOR 8:
Geographic Proximity: Responding firms should identify the location of their office that will be used to support this project that is the closest to the Directorate of Public Works (DPW) 2562 Essayons Way, Fort Jackson, SC. The firm with the closet office to Fort Jackson which will be used to support this project will be evaluated higher for the purpose of this tie-breaker. The basis of the evaluation will be information submitted in Section H of the SF330.
SUBMISSION FORMAT: Three (3) completed and bound paper copies and one (1) electronic copy in PDF format are required for each submission. Submitting firms are to include the DUNS number along with the name of the firm in Block 5 of the SF 330, Part I, Section B. A firm located within the United States may obtain a DUNS number by calling Dun and Bradstreet at 1-866-705-5711 or via the internet at http://www.dnb.com/us/. If a submitting Firm is located outside the United States, the local Dun and Bradstreet office should be contacted. Relative to all submittals, FONT SIZE shall be at least 12 point or larger (MS Word Font Size 12 for Times New Roman, Arial and Courier New fonts are examples of the minimum acceptable Font Size). Except as otherwise indicated, pages shall be 8-1/2 inches by 11 inches. Where page limits are indicated for Parts/Sections of the SF 330, excess pages will not be read or considered. Each side of a sheet of paper shall be counted as a single page. Blank sheets or tabs separating the sections within the SF 330 will not count toward any page limitation. The Organizational Chart required in Section D and the Matrix required as Section G, may be presented on sheets up to 11 inches by 17 inches. If an 11 inch by 17 inch sheet is used it shall be neatly folded to 8-1/2 inches by 11 inches and bound in the SF 330 at the proper location. All key personnel for whom resumes are provided shall be shown on the organizational chart in Section D. Resumes in Section E shall not exceed two (2) pages each. Multiple Resumes may be reflected on a single page. Resumes shall be provided for the qualified professional personnel indicated in FACTOR 1, above. Professional licenses, registrations, and/or certifications shall be specifically identified on resumes and the failure to indentify a license, registration and/or certification will result in a presumption that none exists for the individual for whom the Resume is offered. A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F. No more than one (1) page should be used for each project. Multiple projects may be reflected on a single page. A task order executed under an IDC contract is a project. In Block G-26, along with the name, include the firm with which the person is associated. Section H shall not exceed fifteen (15) pages. Indication of favorable performance ratings, awards, and repeat clientele in Section H is recommended. In Block H also indicate the estimated percentage of involvement of the proposed team. It is the responsibility of the Prime Contractor to comply with FAR 52.219-14. At least 50% of the cost of the contract performance incurred for personnel must be expended for employees of the prime firm. The 50% self-performing requirement will be based on the contract as a whole. A SF 330 PART II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract.
THIS IS NOT A REQUEST FOR PROPOSALS. ALL REQUIREMENTS OF THIS NOTICE MUST BE MET FOR A FIRM TO BE CONSIDERED RESPONSIVE. SOLICITATION PACKAGES ARE NOT PROVIDED. SUBMITTALS MUST BE RECEIVED NO LATER THAN 2:30 PM EASTERN TIME ON March 12, 2018.
Regulations require that the Selection Board not consider submittals received after this time and date. Late proposal rules in FAR 15.208 will be followed for submittals received after 2:30 PM Eastern Time on the closing date specified in this announcement. No other general notification to firms under consideration for this project will be made. Facsimile or electronic transmissions will not be accepted. A Pre-Selection Evaluation Board is tentatively scheduled to commence on or about March 19, 2018. Letters to Firms on the Final Selection List are tentatively scheduled to be sent on or about March 23, 2018. The final Source Selection Evaluation Board is tentatively scheduled to commence on or about April 1, 2018. As required by acquisition regulations, interviews for the purpose of discussing prospective Firms qualifications for the contract will be conducted only with those firms considered most highly qualified after submittal review by the selection board (Final Selection List).
Interviews, if held, may be conducted in person or via telephone. Telephone calls and Personal visits for the purpose of discussing this announcement will not be allowed. Questions are to be in writing via e-mail to the POC listed above. Questions will be answered in writing via posting to a Question and Answer (Q&A) document on www.fbo.gov. Firms are encouraged to view the Q&A document BEFORE sending in a question as it may already be answered. All questions are to be received no later than 2:30 PM EASTERN TIME on February 26, 2018 to the POC listed above. All Firms making submissions acknowledge the requirement that prospective awardees must be registered in SAM prior to award, during performance, and through final payment of any contract resulting from this announcement. For instructions on registering in SAM, see the SAM website at www.sam.gov/portal/public/SAM/. FIRMS SHOULD BE REGISTERED WELL IN ADVANCE OF THE CLOSING DATE FOR SUBMISSION OF THE SF 330 AS THE PROCESS MAY TAKE 3-5 DAYS. FIRMS MUST INCLUDE THE DUNS NUMBER FOR THE OFFICE OF THE FIRM PERFORMING THE WORK IN SECTION B.5 OF THE SF330.
