1. Which disciplines/resumes are required to be submitted in Section E of the SF330? The submission format section refers to Factor 1, which is for relevant experience. Factor 2, which is for professional experience and key personnel, lists primary and secondary disciplines but then follows with a different list in paragraph form.

Section E of the SF330 should be used to identify those Key Personnel as outlined in Factor 2.

Factor 1 request relevant/specialized experience for the design teams and or individual team members within those specific categories identified and can be added to Section C of the SF330, in addition to Section D which requires the organizational chart of proposed team.

2. How many projects are required to be submitted in Section F of the SF330? Factor 5 says 5 example projects max, while the submission format says 10 projects max.

The GSA form provides spacing for ten (10) project information, for this effort we will require each respondee to provide five (5) projects.

3. Is a Small Business sub-contracting plan required? The notice synopsis on FBO states that it is not required, but it is still listed in Factor 7 as being required.

The small business subcontracting plan is NOT required as part of this submittal for small businesses. The subcontracting plan will be required with the Request for Proposal for all firms deemed qualified IAW the evaluation criteria.

If you are a large business, responding to this notice, The Large Businesses will be required to submit sub-contracting plans.

4. Are hand-deliveries acceptable? If not, who should the shipment be address to as there are three point of contacts for this contract?

Hand deliveries will not be accepted. USPS mailings should be addressed to both Contract Specialist and the Contracting Officer.

5. Please confirm that letter of commitments from subcontractors do not count towards the 15 page limit of section H.

Letters of commitments from subcontractors will be counted toward the 15 page limit of section H.

6. Can we assume that Ft. Jackson will retrieve the information from PPIRS or would you like for us to submit copies with our projects?

The Government will utilize PPIRS as the official repository to validate all past performance referenced during submissions.

7. Over the last five years there has been a limited number of projects executed at Ft. Jackson. Will the agency consider opening the experience time frame on the projects from 5 years to 10 years?

The past performance submission is not limited to the Fort Jackson area of responsibility, therefore, No, the agency will not consider opening the experience time frame on the projects from 5 years to 10 years.

8. In factor 5, the RFP states “Past Performance: The firm shall provide a maximum of five example projects performed by the prime firm and key subcontractors demonstrating recent experience”, however under submission format the RFP states “A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F. No more than one (1) page should be used for each project.” Can you please confirm if we are to submit 5 section F projects, or 10 section F projects?

9. How many projects are requested? In Factor 5, it states a maximum of five projects, but under Submission Format, it says maximum of 10 projects.

10. Are resumes required for the Secondary Disciplines listed under Factor 2?

11. Are disciplines referenced in plural form required to have more than one resume? (Project Managers, CADD Specialist/Technicians, Hydrology and Hydraulics Engineers, Construction Inspectors)

The plural reference does not suggest the requirement for multiple resume submission, however if more than one (1) person is proposed, the need to provide more than one resume would be necessary. Ensure to take this into the page limitation.

12. The last paragraph of Factor 2 includes disciplines not listed under primary or secondary disciplines, but it says, “criteria will include a review of proposed personnel in the following key disciplines”. Are personnel/resumes required for Water Resources and Surveying?

13. Factor 5 states "a maximum of five example projects", while SUBMISSION FORMAT states "A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F." Please clarify the maximum number of projects to be submitted, 5 or 10.

14. Factor 2, Key Personnel, list a total of (21) primary and secondary disciplines, while the paragraph immediately following that listing also includes a list of key disciplines. While most of those key disciplines align with the Primary and Secondary discipline lists, there are (3) disciplines that are not part of the preceding list. Those are "Water Resources Engineer", "Construction Management", and "Surveying". Please clarify if the evaluation will include the additional disciplines or only the list of Primary and Secondary disciplines.

15. Factor 6 states "A firm’s knowledge of the locality will be met with the required South Carolina Professional license requirements." However, there is no other mention of "required South Carolina Professional license requirements." Please provide clarification on what the requirements/evaluation criteria are/is to allow offerors to .respond appropriately.

16. Under Factor 2, we are given a list of primary and secondary disciplines, as well as a paragraph stating“the criteria will include a review of the proposed personnel in the following key disciplines: Civil Engineering, Structural Engineer, Mechanical Engineering, Electrical Engineering, Fire Protection Engineering, Water Resources Engineering, Hydrology, Hydraulic Engineering, Historical Preservation, Architectural Design, Construction Management, Surveying and Project Management” – Who are we REQUIRED to show resumes for? Is it both primary and secondary disciplines listed or only the disciplines listed in the italicized sentence above?\

17. Under Factor 5, first paragraph states we provide a maximum of five projects and the agency will only review said projects. However, on the second to last page, it also states:“A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F.” – Is the maximum projects 5 or 10?

18. What exactly does the construction inspector role entail?

Construction inspectors examine buildings, highways and streets, sewer and water systems, dams, bridges, and other structures. They also inspect electrical; heating, ventilation, air-conditioning, and refrigeration (HVACR); and plumbing systems.

19. Are we able to get on the Base to deliver our submittal or is shipment the only option? If we can deliver on Base, what is the process for gaining access to do so? Typically, we are escorted by DPW. Would someone from the MICC escort us?

INFORMATION SHEET FOR LICENSURE AS A PROFESSIONAL ENGINEER

Important: Please read carefully the following information prior to filing an application with the Board.

South Carolina requires verification of education and experience before approving an applicant to take the Principles and Practice of Engineering examination.

EDUCATION REQUIREMENTS

A. Applicants must meet one of the following threshold engineering education requirements:

a. Four-year engineering degree accredited by EAC/ABET.

b. Bachelors degree program and completion of an engineering curriculum found to be substantially equivalent (see below) to an engineering curriculum accredited by EAC/ABET;

c. Bachelors degree program, completion of an engineering curriculum that meets the NCEES Engineering Education standard;

d. Master of Engineering or Master of Science in Engineering accredited by EAC/ABET (will be accepted as the basic degree requirement).

e. Four-year engineering degree accredited by Canadian Engineering Accreditation Board (CEAB)

f. Four-year engineering degree from an accredited program listed in the ABET published “Washington Accord” document for countries other than Canada and the United States. The degree must have been obtained after accreditation.

g. Master of Engineering or Master of Science in Engineering in a program accredited by EAC/ABET at either the baccalaureate or masters level. Reg. 49-200(A)

h. If an individual received a degree within a two-year window prior to an institution’s ABET accreditation, then the degree will be treated as an ABET-accredited degree.

Substantially Equivalent education: Foreign degrees and other engineering degrees not accredited by EAC/ABET, CEAB or a program recognized the ABET in the “Washington Accord” listings may, upon evaluation, be considered as “substantially equivalent education.” An engineering technology degree is not “substantially equivalent” to an EAC/ABET accredited engineering program degree.

The following education must be evaluated:

a. Four-year engineering degree from a NON-EAC/ABET accredited program from a college or university in the United States and its jurisdictions.

b. Four-year engineering degree from an institution in a foreign country.

c. Master of Engineering or Master of Science in Engineering degree not accredited by EAC/ABET, with a non-approved undergraduate degree (such as mathematics, biology, engineering technology, etc.) from an institution in the United States or its jurisdictions.

d. Advanced degrees from foreign institutions

Education Evaluations may be conducted by NCEES (www.ncees.org) or the SC Board Consultant. The education evaluation requires an additional fee and the process may take two to three weeks.

EAC/ABET, CEAB, and Programs Recognized in the ABET “Washington Accord” Listings. The SC Board accepts education from institutions accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology (ABET), or accredited by the Canadian Engineering Accreditation Board (CEAB), or from an accredited program recognized in the ABET “Washington Accord” listings.

Proof of “Washington Accord” degree accreditation must be furnished by the applicant. For accredited programs, see www.washingtonaccord.com

Transcripts must accompany application in an envelope sealed and stamped by the Registrar of each institution or must be sent directly to the SC Board office.

EXPERIENCE REQUIREMENTS

At the time an application is filed, an applicant must have four (4) years of qualifying engineering experience after the date of graduation from the qualifying degree. Experience cannot be anticipated; co-op experience while in school will not be accepted.

In counting years of experience, the Board may allow one year of credit for satisfactory completion of a Master’s degree in engineering or maximum credit of two years for satisfactory completion of the doctorate level degree in engineering [Section 40-22-220(C)]. If the Masters or Doctoral degree is needed to reach education equivalency, the degree may not be used also for work experience.

EXAMINATION REQUIREMENTS

The Board, at its discretion, may waive the Fundamentals of Engineering (FE) examination for an applicant (1) with fifteen (15) years or more of acceptable experience after the date of approved degree, or (2) who has been licensed in another jurisdiction not less than 12 years, or (3) who has earned a doctorate degree in engineering in which the undergraduate degree in the same field of study is accredited by ABET. [Reg. 49-200(C)] Written waiver request should be submitted with application.

Applicants for the PE exam must have taken and passed the FE exam unless waived by the Board.

EXAM APPLICATION DEADLINES: December 15 for April exams; June 15 for October exams.
