1. Which disciplines/resumes are required to be submitted in Section E of the SF330? The submission format section refers to Factor 1, which is for relevant experience. Factor 2, which is for professional experience and key personnel, lists primary and secondary disciplines but then follows with a different list in paragraph form.
Section E of the SF330 should be used to identify those Key Personnel as outlined in Factor 2.
Factor 1 request relevant/specialized experience for the design teams and or individual team members within those specific categories identified and can be added to Section C of the SF330, in addition to Section D which requires the organizational chart of proposed team.
2. How many projects are required to be submitted in Section F of the SF330? Factor 5 says 5 example projects max, while the submission format says 10 projects max.
The GSA form provides spacing for ten (10) project information, for this effort we will require each respondee to provide five (5) projects.
3. Is a Small Business sub-contracting plan required? The notice synopsis on FBO states that it is not required, but it is still listed in Factor 7 as being required.
The small business subcontracting plan is NOT required as part of this submittal for small businesses. The subcontracting plan will be required with the Request for Proposal for all firms deemed qualified IAW the evaluation criteria.
If you are a large business, responding to this notice, The Large Businesses will be required to submit sub-contracting plans.
4. Are hand-deliveries acceptable? If not, who should the shipment be address to as there are three point of contacts for this contract?
Hand deliveries will not be accepted. USPS mailings should be addressed to both Contract Specialist and the Contracting Officer.
5. Please confirm that letter of commitments from subcontractors do not count towards the 15 page limit of section H.
Letters of commitments from subcontractors will be counted toward the 15 page limit of section H.
6. Can we assume that Ft. Jackson will retrieve the information from PPIRS or would you like for us to submit copies with our projects?
The Government will utilize PPIRS as the official repository to validate all past performance referenced during submissions.
7. Over the last five years there has been a limited number of projects executed at Ft. Jackson. Will the agency consider opening the experience time frame on the projects from 5 years to 10 years?
The past performance submission is not limited to the Fort Jackson area of responsibility, therefore, No, the agency will not consider opening the experience time frame on the projects from 5 years to 10 years.
8. In factor 5, the RFP states “Past Performance: The firm shall provide a maximum of five example projects performed by the prime firm and key subcontractors demonstrating recent experience”, however under submission format the RFP states “A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F. No more than one (1) page should be used for each project.” Can you please confirm if we are to submit 5 section F projects, or 10 section F projects?

9. How many projects are requested? In Factor 5, it states a maximum of five projects, but under Submission Format, it says maximum of 10 projects.

10. Are resumes required for the Secondary Disciplines listed under Factor 2?

11. Are disciplines referenced in plural form required to have more than one resume? (Project Managers, CADD Specialist/Technicians, Hydrology and Hydraulics Engineers, Construction Inspectors)
The plural reference does not suggest the requirement for multiple resume submission, however if more than one (1) person is proposed, the need to provide more than one resume would be necessary. Ensure to take this into the page limitation.
12. The last paragraph of Factor 2 includes disciplines not listed under primary or secondary disciplines, but it says, “criteria will include a review of proposed personnel in the following key disciplines”. Are personnel/resumes required for Water Resources and Surveying?

13. Factor 5 states "a maximum of five example projects", while SUBMISSION FORMAT states "A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F." Please clarify the maximum number of projects to be submitted, 5 or 10.

14. Factor 2, Key Personnel, list a total of (21) primary and secondary disciplines, while the paragraph immediately following that listing also includes a list of key disciplines. While most of those key disciplines align with the Primary and Secondary discipline lists, there are (3) disciplines that are not part of the preceding list. Those are "Water Resources Engineer", "Construction Management", and "Surveying". Please clarify if the evaluation will include the additional disciplines or only the list of Primary and Secondary disciplines.

15. Factor 6 states "A firm’s knowledge of the locality will be met with the required South Carolina Professional license requirements." However, there is no other mention of "required South Carolina Professional license requirements." Please provide clarification on what the requirements/evaluation criteria are/is to allow offerors to .respond appropriately.

16. Under Factor 2, we are given a list of primary and secondary disciplines, as well as a paragraph stating“the criteria will include a review of the proposed personnel in the following key disciplines: Civil Engineering, Structural Engineer, Mechanical Engineering, Electrical Engineering, Fire Protection Engineering, Water Resources Engineering, Hydrology, Hydraulic Engineering, Historical Preservation, Architectural Design, Construction Management, Surveying and Project Management” – Who are we REQUIRED to show resumes for? Is it both primary and secondary disciplines listed or only the disciplines listed in the italicized sentence above?

17. Under Factor 5, first paragraph states we provide a maximum of five projects and the agency will only review said projects. However, on the second to last page, it also states:“A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F.” – Is the maximum projects 5 or 10?

18. What exactly does the construction inspector role entail?
Construction inspectors examine buildings, highways and streets, sewer and water systems, dams, bridges, and other structures. They also inspect electrical; heating, ventilation, air-conditioning, and refrigeration (HVACR); and plumbing systems.
19. Are we able to get on the Base to deliver our submittal or is shipment the only option? If we can deliver on Base, what is the process for gaining access to do so? Typically, we are escorted by DPW. Would someone from the MICC escort us?

Q&As as of 23 February 2018
20. On page 8 of the Synopsis document SUBMISSION FORMAT section it states “submittals are to be mailed to: Regina N. Givens – Contracting Officer Kimberly Marsh – Contract Specialist , Carmen Falls – Contract Specialist MISSION AND INSTALLATION CONTRACTING COMMAND (MICC) FORT JACKSON 4340 MAGRUDER AVE FORT JACKSON, SC 29207”. Additionally, in the Feb. 20 posted/provided Q&A the Gov’ts response to Question 4 states “Hand deliveries will not be accepted. USPS mailings should be addressed to both Contract Specialist and the Contracting Officer”. Does this mean that all submitted solicitation packages are to be mailed via USPS only or can one submit their solicitation package via carrier service such as UPS or FedEx?
Mail carrier preference is at the discretion of each offeror as long as the submission is received by the closeout date 12 March 2018 1430 (2:30 PM).
21. On page 7 of the Synopsis SUBMISSION FORMAT section it states “Three (3) completed and bound paper copies and one (1) electronic copy in PDF format are required for each submission” and then on page 8 of the Synopsis SUBMISSION FORMAT section it states “Submittals are to be mailed to: Regina N. Givens – Contracting Officer Kimberly Marsh – Contract Specialist Carmen Falls – Contract Specialist”. Does this mean we are to submit 1 separate package to each listed POC and that each package contains 3 hard copies and 1 electronic copy? Or are we to submit 1 package containing 3 hard copies and 1 electronic copy and the 1 package is addressed to all 3 identified POCs and that we are to assume the recipient will provide the other 2 POCs with one of the copies of the received Solicitation submittal?
Offerors are required to submit 3 copies of their submission. The submission do not have to be addressed separately.
22. On page 1 of the Synopsis it states “The small business subcontracting plan is NOT required as part of this submittal. The subcontracting plan will be requested with the Request for Proposal.” Additionally, in the Feb. 20 posted/provided Q&A the Gov’ts response to Question 3 states “If you are a large business, responding to this notice, The Large Businesses will be required to submit sub-contracting plans.” Does this mean that a large business submitting a solicitation package to this Solicitation No. W9124C-18-R-AEFJ is required to include a small business sub-contracting plan as part of its solicitation package and if so, is the large business’ small business sub-contracting plan to be included as an Appendix to their solicitation package and is not to be included in the already limited 15 pages of Section H?
If you are a large business responding to the submission request for W9124C-18-R-AEFJ, Yes the small business sub-contracting plan would be required with the submission. The small business sub-contracting plan can be included as an Appendix to the submission package and will not be included in the 15 pages of Section H.
23. In the RFP under Submission Format, section H is limited to 15 pages, however there are no other references to overall SF330 Part I page limitations. In the Q&As the answer to question 11 includes the statement “ensure to take this into the page limitation” which leads us to believe there is an overall page limitation for the SF330 Part I. Can you please confirm the overall page limitation for the SF330 Part I, or confirm there is no limit?
Reference the submission format of the posted synopsis, except as otherwise indicated, pages shall be 8-1/2 inches by 11 inches. Where page limits are indicated for Parts/Sections of the SF 330, excess pages will not be read or considered. Each side of a sheet of paper shall be counted as a single page. Blank sheets or tabs separating the sections within the SF 330 will not count toward any page limitation. The Organizational Chart required in Section D and the Matrix required as Section G, may be presented on sheets up to 11 inches by 17 inches. If an 11 inch by 17 inch sheet is used it shall be neatly folded to 8-1/2 inches by 11 inches and bound in the SF 330 at the proper location. All key personnel for whom resumes are provided shall be shown on the organizational chart in Section D. Resumes in Section E shall not exceed two (2) pages each. Multiple Resumes may be reflected on a single page. Resumes shall be provided for the qualified professional personnel indicated in FACTOR 1, above. Professional licenses, registrations, and/or certifications shall be specifically identified on resumes and the failure to identify a license, registration and/or certification will result in a presumption that none exists for the individual for whom the Resume is offered. A maximum of Ten (10) projects including the prime and consultants will be reviewed in Section F. No more than one (1) page should be used for each project. Multiple projects may be reflected on a single page. A task order executed under an IDC contract is a project. In Block G-26, along with the name, include the firm with which the person is associated. Section H shall not exceed fifteen (15) pages. Indication of favorable performance ratings, awards, and repeat clientele in Section H is recommended. In Block H also indicate the estimated percentage of involvement of the proposed team. It is the responsibility of the Prime Contractor to comply with FAR 52.219-14. At least 50% of the cost of the contract performance incurred for personnel must be expended for employees of the prime firm. The 50% self-performing requirement will be based on the contract as a whole. A SF 330 PART II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract. (Limitation on pages is section H ONLY)
24. Q&A number 3 indicates that large businesses are require to submit subcontracting plans with this submittal. Subcontracting plans can generally be 5-10 pages in length. Can you please advise if these subcontracting plans count towards the 15 page limit for section H?

25. Q&A number 5 indicates that Letters of Commitment from subcontracts will be counted toward the 15 page limit of section H. We request that this be included in an appendix, not included in the overall page count limitation for the section H, or the SF330 Part I.A typical large business may have anywhere from 1-8 subcontractors, which would greatly diminish the ability to address the 8 required factors.
The letters of commitment from subcontractors can be included as an Appendix to the submission package and will not be included in the 15 pages of Section H.
26. Regarding the Q&A posted on 20-Feb-18, the response to Q 5 states that letters of commitment from subcontractors count towards the Section H page limit. We respectfully request this be reconsidered, as this could significantly impact an offerors ability to adequately respond to the other factors.

27. Regarding the Q&A posted on 20-Feb-18, the response to Q 11 discussing resumes states "Ensure to take this into the page limitation". Please clarify, as the only page limitation currently listed in the solicitation applies only to Section H.

28. Regarding the Q&A posted on 20-Feb-18, the response to Q 15 references the South Carolina Dept of Labor. Please clarify the gov't intent, as generally, FAR clause 52.236-25 Requirement for Registration of Designers applies (as prescribed by 36.609-4), with only limited exception, where architects or engineers registered to practice in any state, District of Columbia, or US territory are considered to meet licensing requirements.
Factor 6 was revised due to the Q&A confliction. Please disregard earlier response to question 15.
