Questions and Answers for solicitation W9124A22R0014-

Upgrade Building 51002 for Mailroom

HUAC FEE20032-0J

28JULY2022

1. I would like to see if you have a planned to release out the drawing and specification on this project.

Answer: Additional materials are provided as attachments to the revised SOO.

2. The RFP mentions 180 days for completion – recommend changing to 270+ days as the 35%/36%/95% design plus certain equipment/material procurement will take that long to construct.

Answer: SOO revised to 240 working days.

3. Is the intent to award this project before end of calendar year? – otherwise, inflation and material cost increases will have to be accounted for.

Answer: Yes, the intent is to award the project before the end of the year. The Government understands that Contractor’s cost proposals may only be valid for a certain amount of time (e.g., 90 days).

4. Per the site visit, please provide pictures of the interior/exterior of the building.

Answer: Pictures are provided in an attached document.

5. What is the height the mail loading dock ramp needs to be to incorporate safe exchange of mail from outside to the building.

Answer: The Global dock lift used currently to unload trucks, and which shall be moved to Bldg. 51002 per the revised SOO, reaches a minimum height of approximately 1 foot above the surface it’s placed on. The new loading dock will be level with the building’s concrete slab/subfloor (or slightly below to prevent water/rain from infiltrating). The building’s concrete subfloor is approximately 6 inches above the existing asphalt parking lot. Therefore, a ramp of approximately 6 inches in height needs to be provided in order for the mail carts to be moved from the lift to the new loading dock. However, the designer shall determine the exact height of any and all loading/unloading area ramps, by surveying existing field conditions in order to accommodate the safe exchange of mail from the mail truck to the Mail Room.

If the loading dock and the Mail Room subfloor are at different elevations, which can’t be made up with the door threshold, then a ramp (or sloped concrete) shall be installed to make up the elevation difference.

6. SOO Item 4.02.05.01 – please identify which specific ESS system Ft. H currently has.

Answer: Fort Huachuca has the DAQ Electronics Electronic Surveillance System (ESS) ICIDS IV, which is planned to be upgraded to ICIDS V. ICIDS is the Integrated Commercial Intrusion Detection System. The Contractor shall provide an ESS system with a certified DAQ installation that meets all of the Fort Huachuca and Mailroom requirements.

7. SOO Item 4.05.04.05 – since the original clay tiles were made in Mexico, is the Buy American Act still pertinent with replacing these broken tiles?

Answer: Yes. The Contractor shall replace broken clay tiles with new clay tiles that are made in America.
