Questions and Answers

Submissions through January 19, 2018 at 0900 hours

QUESTION 1: Is there an incumbent or previous contractor that performed this work or similar work for you? If so, please identify them and the contract number.

ANSWER 1: Work is currently being performed on this contract by the University of Arizona under terms and conditions of contract W9124A-12-C-0011.

QUESTION 2: What is the anticipated number of full-time equivalent (FTE) personnel for this work effort?

ANSWER 2: From the contract historical information:

Extension Instructional Specialist I: 1044 labor hours per annum

Extension Instructional Specialist II: 1044 labor hours per annum

It is the responsibility of the offeror to propose a technical approach with the appropriate labor categories and number of hours.

QUESTION 3: What is your annual budget for this work effort?

ANSWER 3: Independent Government Cost Estimates (IGCE’s) and budgetary considerations are not shared with prospective offerors, as they are considered proprietary information.

QUESTION 4: What are the anticipated job categories or descriptions for this work effort?

ANSWER 4: Please refer to solicitation clause 52.22-42, Statement of Equivalent Rates for Federal Hires.

Number and labor category of contract personnel will be determined by the technical approach you propose.

QUESTION 5: What is the anticipated work load (number of reports, trainings, meetings, research efforts, etc) for given periods (per week, month, quarter, or year) for each task?

A. For Task 1, PWS Section 1.2, what is the number of trainings, educational programs, on-site instruction that the contractor is expected to provide monthly or annually?

ANSWER 5.A: The contract has historically taught approximately 140 classes, with 3,000 direct student hours per year. Provide education services for special events, after school/summer programs, and assisted with field trips to the San Pedro River and Huachuca mountains as requested, but within the normal duty hour schedule. This will be directly coordinated with the Accommodation School District and discussed with the COR/ KO prior to work starting.

B. For Task 2, PWS Section 1.2, what is the number of water and energy use audits that the contractor will be responsible for in a given time period?

ANSWER 5.B: The contractor will be required to audit at least 75% of the total building square footage of the installation every four years. The total building square footage of the post is approximately

6,000,000 SF.

C: Also, as part of Task 2, PWS Section 1.2, how many educational programs will the contractor conduct or assist with?

ANSWER 5.C: The contract has historically taught approximately 140 classes, with 3,000 direct student hours per year. Provide education services for special events, after school/summer programs, and assisted with field trips to the San Pedro River and Huachuca mountains as requested, but within the normal duty hour schedule. QUESTION 6: What is the correct NAICS Code for this solicitation?

ANSWER 6: Amendment 0001 has been issued for this solicitation to indicate that NAICS Code 541620, Environmental Consulting Services, will be used for the resultant contract.

QUESTION 7: We are unable to access the USFS Biological Opinion at the link on page 17, PWS Section

1.2, of the solicitation. Is there an alternative way to access that information, or can you provide it in an attachment?

ANSWER 7: The U.S Fish and Wildlife Service Biological Opinion can be accessed at the following website address:

QUESTION 8: PWS Section 1.4 Hours of Operation, specifies that all work shall be performed during the hours of 0700 to 1630 hours Monday through Friday excluding holidays, unless otherwise approved by the Contracting Officer Representative (COR) for this contract or the KO. However, PWS Section 1.5 Contract Requirements lists that contract personnel must be available to work occasional varied hours, such as weekends and evenings, and must be available to work hours necessary to meet contract obligations. How will work during varied hours be assigned and approved? Should we include additional hours for varied hours when estimating the labor effort for this contract? What will be the process for approval of these hours by the COR or the KO?

ANSWER 8: The request for work outside of the standard work time would be coordinated in advance and there would potentially have to be a modification to the contract for extended after-hours work.

Contract history has shown that a simple adjustment to the normal work schedule is all that is normally required. Overtime hours would be in response to a specific Army/DoD level requirement that was not foreseen when this PWS was formulated. This would have to be approved by the KO prior to execution or work being conducted. No additional hours should be added for the after-hours labor effort.

QUESTION 9: Under PWS Section 1.5, the second bullet on Page 19 of the solicitation mentions contract employees working IA/IT functions and completing the DOD Information Assurance Awareness training. Does the Government require system administrators, network administrators or Information Assurance specialists for this contract? It is our understanding that the IA training/certifications are only required for IT staff that have system or network responsibilities and that additional certifications are generally required for that staff.

ANSWER 9: Level 1 DoD Information Assurance Awareness training is required of all employees— federal and contractor—to work on the Government computer network. System administrators, network administrators and/or Information Assurance specialists are not required or contemplated for this contract.
