About this file

This file is a Consolidated Questions and Answers (Q&A) document for the Building RLB21403 Sanitary Capacity Contract (Solicitation W9124926RA015) issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis. The document addresses six substantive questions regarding the scope of work for replacing and upgrading the sanitary piping system serving Building RLB21403. Key clarifications include confirmation that the building has existing crawl space access points to reach sanitary piping beneath the structure, eliminating the need for slab cutting or extensive structural demolition. The government provided as-built drawings and utility maps, noting discrepancies between design documents and existing conditions—specifically that the existing sanitary line is 3 inches rather than the 4 inches shown on plans, and the existing configuration includes six toilets on one run instead of the five shown on Drain Pipes Sheet M1. The new 6-inch sanitary main will originate beneath the building between the men's and women's latrines, route to exit adjacent to the left-side porch, and extend approximately 230–250 feet to connect with the Augusta Utilities Department sanitary main. The exact exit location will be field-marked prior to construction but not staked before bid submission. Connection to the AUD main will follow current applicable codes, with AUD providing coordination for water shutoff and pre-backfill inspection; no permits or associated fees are required from the contractor. The contractor bears full responsibility for restoring all disturbed areas to preconstruction condition, including backfilling, grading, erosion-control matting, pavement and sidewalk repair, landscaping restoration, and interior finish repairs. Contract questions were due April 1, 2026, with proposals due April 7, 2026 (initial deadline) and April 9, 2026 (revised deadline).

001GeneralPlease confirm whether Building RLB21403 has an existing crawl space, basement, tunnel, or other below-building access to reach the sanitary piping identified as being located beneath the building. If so, please provide access point locations and approximate clearances.Yes, the building does have access points to the under‑building crawl space. These access points allow entry to the sanitary piping located beneath the structure. Additional details regarding exact locations and clearances can be provided upon request.
002GeneralIf no existing below-building access is available, please confirm the intended contractor means of access for removal and replacement of the sanitary piping beneath the building, including whether slab cutting, trenching, or other structural/interior demolition is anticipated and permitted.Yes, the building does have access points to the under‑building crawl space.
003GeneralPlease provide any available as-built drawings, utility maps, sanitary plans, camera/locate reports, or invert elevations for the existing sanitary system and the proposed tie-in to the Augusta Utilities Department main. The following documents are attached for reference: “PDF 2.8 Sanitary Sewer Cleanout,” the VRLB Grading and Drainage Plan, Utility Plan A, and Drain Pipes Sheet M‑1. In PDF 2.8, the connection point is labeled “From Building” with an arrow. The drawing indicates a 4‑inch line; however, the existing line is 3 inches. Additionally, on Drain Pipes Sheet M‑1, the male-side bottom run is shown serving five toilets, but the existing condition includes six toilets on that run.
004GeneralPlease clarify the exact location where the new 6-inch sanitary main is to exit the building adjacent to the left-side porch, and whether that location will be identified in the field prior to bid submissionPer the Statement of Work, the new 6‑inch sanitary main will originate beneath the building between the men’s and women’s latrines, where the four branch lines (two from each latrine) will tie into the new main. From this starting point, the 6‑inch main will be routed to exit the building adjacent to the left‑side porch to avoid structural removal. The main will then continue approximately 230–250 feet to the Augusta Utilities Department (AUD) sanitary main identified in the field by green paint. The exact exit location at the left‑side porch will be confirmed and marked in the field prior to construction but will not be staked prior to bid submission.
005GeneralPlease confirm the required connection method and coordination requirements for the tie-in to the Augusta Utilities Department main, including permitting, inspection requirements, and whether related fees are to be included by the contractor. The required connection method will be performed in accordance with current applicable codes. G4 will coordinate with Augusta Utilities Department (AUD) to schedule the water shutoff once requested by the Contractor. AUD will also require an inspection prior to backfilling the excavation. The AUD point of contact is Mr. Stanley J. Aye Sr., 706‑826‑4788. No permits or associated fees are required for this installation.
006GeneralPlease confirm the required restoration scope for any disturbed areas, including whether the contractor is responsible only for backfill to rough grade and erosion-control matting, or also for restoration of pavement, sidewalks, landscaping, and any interior finishes disturbed to access the sanitary piping. The Contractor is responsible for restoring all disturbed areas to their pre‑construction condition. This includes backfilling and grading to match existing grades at the start of the project, as well as installing erosion‑control matting as required by applicable codes. The Contractor is also responsible for repairing any pavement, sidewalks, and landscaping that are damaged or disturbed during the work. Any interior finishes removed or affected to access the sanitary piping must be restored to the same condition as existing prior to construction.
