Fort Campbell, KY/TN W9124825Q2000 Questions for Boiler Inspections, Post-Wide
Question 1: There's a document, "Attachment 2 Example Boiler Inspection Form" that includes safety and performance tests, open/close of boilers, cleaning of certain components and replacing tubes and gaskets. Seeing how some of the items the items listed in the "Example Inspection form" are different from the PWS we're looking for a little clarification.
Answer 1: The contractor will provide the government a Boiler inspection form, once approved by the Government, the contractor will use the approved Boiler inspection form for submittals. This service contract will only be for Boiler inspection and not for repair. If a repair is needed on a Boiler, the contractor will annotate deficiencies on the inspection form and a government Boiler technician will conduct the repair. Once the repair is complete, the contractor will schedule the boiler’s reinspection date with the COR.
Reinspection of boilers that fail certification will take precedence over subsequent boilers on the initial inspection schedule. This is to limit any downtime that may occur and to expedite the boiler’s return to service.
Question 2: Will we be required to Open/Close and Clean all the boilers as in the Example document?
Answer 2: No. A coordination / inspection schedule will be established with the Government to predicate which boilers will be inspected throughout the POP. The Government will ensure a DPW Boiler Technician is on site and accompany the contractor to open each inspected boiler.
Question 3: Will Fort Campbell provide the replacement gaskets and tubing?
Answer 3: Yes, the Government will supply the gaskets and tubing needed to place the boiler back into service, post inspection.
Question 4: Is there a proposed schedule that we need to adhere to? Can we perform the inspections any time of year?
Answer 4: The contractor will create and submit an inspection schedule from the attached Boiler list to the Government. Once approved, the contractor shall adhere to the schedule. If the contractor requests to adjust the frequency of inspections, they must submit a request in writing to the Government. This request must be approved by the Government prior to any adjustments taking effect.
Question 5: Can we perform the inspections in quick succession, or will they need to be spaced apart?
Answer 5: Yes, but the contractor needs to ensure this is captured in the approved inspection schedule.
Question 6: In the excel boiler list, there are annual and semiannual visits listed. Does that apply to this contract at all, or are we only responsible for annual internal inspections with safety checks, annual external inspections with safety checks, and annual calibrations?
Fort Campbell, KY/TN W9124825Q2000 Questions for Boiler Inspections, Post-Wide

All Boilers within TN must have the first (“in operation” and “out of operation”) inspection conducted by a certified TN boiler inspector to comply with State regulations.
