These instructions are a guide for preparing your quotation. These instructions generally describe the type and extent of information you should provide and emphasize the significant topic areas you should address in your offer.

Offerors are expected to review the Performance Work Statement (PWS) contained in this Request for Quote (RFQ) for further insight in to the areas that your Quote must address. Offerors shall include in the Quote sufficient information to enable the evaluators to determine your understanding of the requirements in each of the evaluated areas.

The Quote shall be clear, concise, and shall include sufficient detail for effective evaluating and for substantiating the validity of stated claims. The Quote should not simply rephrase or restate the Government’s requirements, but rather shall privet convincing rationale to address how the contractor intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their experience and will base this evaluation on the information presented in the Quote.

Elaborate brochures or documentation, detailed artwork, or other embellishments are unnecessary and are not desired.

(2) FAR 52.212-1, paragraph (c), Period for acceptance of offers, is changed to read:

Acceptance: The Government may accept an offer (or part of an offer) before the offeror’s specified expiration time, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All offeror’s offers shall be valid at least 90 days following the solicitation close date.

(3) FAR 52.212-1, paragraph (e), Multiple Offers, is deleted in its entirety.

(4) Discussions: The Government intends to evaluate Quotes and award without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the initial offer should contain your best terms from a technical and price standpoint, however, the Government reserves the right to make clarification or request revised responses if later determined by the Contracting Officer to be necessary. The Government may reject any or all Reponses if such action is in the public interest and/or waive informalities and minor irregularities in your submitted offer. By responding to this RFQ and submitting a Quote response to the RFQ, the offeror understands that the Government will not be liable for any cost incurred by the offeror in response to this RFQ.

Address any questions or concerns you may have to CPT Kevin Harris. Email is the preferred method of communication.
