Attachment 011 – Questions and Answers
1. QUESTION: What is the price of the current contract?
ANSWER: There is not a current contract for this requirement.
2. QUESTION: The solicitation states 100% Women-Owned and the print says Total Small Business. Which is correct?
ANSWER: The correct set-aside status for this requirement is Total Small Business. Amendment 001 corrects this ambiguity.
3. QUESTION: According to Section C 1.5, the Government has a start date of April 17, 2017, but according to Section M 3.1 Factor 2, the Government states the performance start date will begin 30 days after notification of award. Can you please clarify which we should expect?
ANSWER: The dates in Section C, Paragraph 1.5 are estimates based on the original projected award date. Paragraph 1.5 will be updated to actual dates when a contract is awarded. The actual start date will begin 30 days after notification of award.
4. QUESTION: According to Section L Volume 1 Technical Factor one: Sub-Factor 1 refers to the employees’ experience whereas Sub-Factor 2 is referring to the Contractor’s Past Performance, correct?
ANSWER:
Technical Sub-Factor 1 is requesting the submission of verifiable evidence that at least 2 employees intended to be staffed in support of this requirement have completed a euthanasia certification course. The experience we are requesting is only in relation to PWS, Paragraphs 5.4.3.1 and 5.4.3.2.
Past Performance is not a Factor for evaluation. Technical Sub-Factor 2 is not requesting the submission of Past Performance. Past ‘Experience’ of the offeror’s business is being requested. The methods of evaluation are different between ‘experience’ and ‘performance’.
Please see Section M for the explanation of how each factor will be evalusted.
