AMENDMENT 0001 TO SOLICITATION W91247-26-Q-A019
This is Standard Form 30 Amendment No. 0001 to a combined synopsis and solicitation for Access Control and CCTV Maintenance and Repair services at Fort Bragg, North Carolina. The amendment, effective 13 August 2026, extends the solicitation response deadline from 3 August 2026 to 28 August 2026 at 2:00 PM EST. The solicitation (W91247-26-Q-A019) is issued as a Request for Quote (RFQ) by the Mission and Installation Contracting Command Fort Bragg (MICC-FB) on behalf of the United States Army Department of Emergency Services. This is a 100% small business set aside under NAICS Code 561621 (Security System Services). The amendment incorporates an updated Performance Work Statement and includes addendums to the instructions to offerors and evaluation criteria. Responses must be submitted electronically to Contracting Officer Sarah K. Jacques (sarah.k.jacques.civ@army.mil) and Contract Specialist Nicole Baldwin (nicole.p.baldwin.civ@army.mil). Questions must be submitted no later than 21 August 2026 at 12:00 PM EDT. The contract utilizes FAR Part 12 (Commercial Items) and FAR Part 15 (Competitive Procedures) for evaluation and award.
Proposals must be organized into two volumes: Volume I (Technical Capability - Staffing Approach, maximum 35 pages in MS Word or searchable PDF format) and Volume II (Pricing - in MS Excel with unprotected pricing matrix and optional narrative). The technical evaluation uses an Acceptable/Unacceptable rating on staffing approach, requiring submission of an unpriced staffing matrix demonstrating how proposed staffing meets Performance Work Statement requirements. Price evaluation follows a Lowest Price Technically Acceptable (LPTA) approach with no trade-offs between price and non-price factors permitted. Pricing includes five Contract Line Items (CLINs) for base period and four option periods: CLINs 0001/1001/2001/3001/4001 (scheduled maintenance and repair), CLINs 0002/1002/2002/3002/4002 (unscheduled maintenance not-to-exceed 30 jobs annually), and CLINs 0003/1003/2003/3003/4003 (parts and equipment reimbursement not-to-exceed $10,000). The evaluation of price includes a six-month extension option under FAR Clause 52.217-8 by adding one-half of the final option period price to the total evaluated price. Award will be made to the responsible offeror whose technically acceptable proposal offers the lowest price the Contracting Officer determines reasonable.

Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1: Technical Capability
Factor 2: Price
BASIS FOR AWARD - LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA):
a. Lowest Price Technically Acceptable (LPTA) approach will be used; the evaluation criteria are described herein. The policies and procedures under FAR Part 12, Acquisition of Commercial Items, and FAR 19, Small Business Program, will be utilized for this procurement. The Government will award a contract resulting from this solicitation to a responsible Offeror whose proposal conforms to the solicitation and will be most advantageous to the Government. Trade off between price and non-price factors will not be permitted.
b. The Government will evaluate the quotations strictly in accordance with this RFQ and will not assume that performance will include areas not specified in the Offeror's submission. The Government intends to evaluate proposals and award one (1) contract without discussions, therefore, the offeror's initial proposal should contain its best terms from a technical and price standpoint. Competitive range is not applicable/required under FAR subpart 12.203 However, should discussion become necessary, the Government reserves the right to communicate fairly and equally with contractors by entering into exchanges or discussions.
c. The Contracting Officer shall make a determination of responsibility in accordance with the standards of FAR 9.104. In order to be determined responsible, a prospective contractor must meet all standards of FAR 9.104-1. Award shall be made to the responsible offeror whose proposal is deemed Technically Acceptable and offers the lowest price which the Contracting Officer determined to be reasonable.
1.0. Evaluation Criteria:
1. The Government will use the criteria set forth below to evaluate and select the awardee. The Offeror's proposals will be evaluated under the following evaluation factors.
Factor 1: Technical Capability
Subfactor 1(a): Staffing Approach
Factor 2: Price
1.1. Volume I - Factor 1 - Technical Capability: The Government's technical evaluation team will evaluate the technical capability subfactors on an acceptable or unacceptable basis. Offerors must receive Acceptable ratings in each subfactor and any subfactor that is rated unacceptable will result in the overall Mission Capability factor being determined Unacceptable. Factor 1 and subfactor a will receive one of the adjectival ratings defined in the table below.
Non-Price Factor Acceptable /Unacceptable Ratings
Rating Description
Acceptable Proposal meets the requirements of the solicitation and PWS
Unacceptable Proposal does not meet the requirements of the solicitation and PWS
The Offeror's Technical Capability provided a sound and feasible approach that addressed all applicable requirements, which included the following:
a) Staffing Approach. The Government will evaluate the Offeror's staffing approach on an acceptable or unacceptable basis. To be rated acceptable, the Offeror must submit an Un-priced Staffing Matrix that clearly demonstrates how the proposed staffing plan will meet all performance requirements specifically outlined within the PWS. The staffing plan must show that the Offeror's proposed labor categories, qualifications, labor hours, and coverage methods are sufficient to perform the required CCTV maintenance and repairs services, including how the Offeror will maintain performance during absences such as leave, training or illness. A proposal will be rated unacceptable if the staffing plan fails to show how the Offeror will maintain continuous performance in accordance with the PWS.
1.2 Volume II - Factor 2 - Price: The price submission will not be scored or rated. The techniques and procedures described in FAR 12.203(a)(3) are the primary means by which the Government will assess price reasonableness. To be eligible for award, a Offeror's price proposal must be determined fair and reasonable, balanced, and complete and accurate.
a. Reasonableness. The existence of adequate price competition is expected to support a determination of reasonableness. Other price analysis techniques in accordance with FAR 15.404- 1(b) may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.402(a)(2) may be required from the Offeror to support the proposed price.
b. Unbalanced Pricing will be evaluated in accordance with FAR 15.404-6, as applicable, to assess potential performance risk which could result in unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
c. Complete/Accurate. The Government will evaluate Offeror's price proposals to ensure that they are compliant with the price volume submission instructions in the solicitation and that they are mathematically accurate. The Government will evaluate whether the Offeror's provided the proposed prices for all CLINs in the Pricing Schedule for the Phase-In, Base Period, Option Period 1, Option Period 2, Option Period 3, and Option Period 4 and whether the Offeror's provided the total price for the base period plus (4) option periods. The Government will cross-walk the Offeror's proposed priced labor matrix with its unpriced labor matrix submitted in support of Subfactor 1a, Staffing Approach, to ensure that it is complete and accurate. When evaluating price, the Government reserves the right, without entering discussions, to de-conflict or correct situations involving clerical errors, minor mathematical errors, rounding discrepancies or obvious misplacement of decimal points where there is a negligible impact on price
d. The price evaluation will include the optional six (6) month extension in accordance with FAR 52.217-8, Option to Extend Services. The Government will evaluate this option by adding one-half of the Offeror's final option period price to the Offeror's total price. Evaluation of options does not obligate the Government to exercise the option(s).
e. The Total Evaluated Price. The total evaluated price will include the price of the base period, and all option periods (to include the option to extend services in accordance with FAR 52.217-8).
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the Offeror's total price for the purpose of evaluation will include the phase in and base period, 1st option, 2nd option, 3rd option and 4th option and 1/2 of the 4th option. Offerors are not required to enter a price for the six-month period. Unbalanced Pricing may be evaluated in accordance with FAR 15.404-6(a), as applicable, to assess potential performance risk for unreasonably high prices.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
