About this file
This is a Questions and Answers (Q&A) document for Solicitation W91247-26-Q-A019 concerning Access Control/CCTV maintenance and repair services at Fort Bragg. The solicitation closes on 28 August 2026 at 2:00 PM Eastern Standard Time, with contract performance commencing on 27 September 2026. The Government will provide a complete equipment inventory and conduct a walk-through for offerors prior to proposal submission. No site visits will be formally conducted, and no facility or personnel security clearances are required.
The contract requires preventive maintenance, service, and repair of Government-owned Access Control and CCTV components at the DES compound (Buildings 2-5935 and 2-5634) and the main PMO building, with no services required outside Fort Bragg proper. The scope encompasses 15 CCTV cameras (13 indoor, 2 outdoor; 12 requiring elevated access equipment), 10 access-controlled openings, 2 Lenel OnGuard controllers, 3 pedestrian gates/turnstiles, and 4 operator workstations. CLIN 0001 is a firm-fixed-price monthly preventive maintenance rate including all labor, supervision, transportation, tools, and common spare items; CLIN 0002 represents labor and service costs per unscheduled repair job (30 jobs annually, one service order equals one job); and CLIN 0003 covers Other Direct Costs capped at $10,000 per individual service order. Software licenses for Lenel OnGuard and Milestone XProtect are held by the contractor and are not transferable; contractors must procure new licenses at their own cost. Historical maintenance data from February 2021 through May 2023 is available in PWS Exhibit 7.4. Repairs will not exceed the $10,000 ceiling per year, and contractors must submit equipment quotes for Government approval prior to procurement. Pre-existing system deficiencies identified at contract start will be corrected under pricing, with the option for separate service orders if costs exceed the firm-fixed price.

# Questions Answers
1. Solicitation cover page (SF 1449) states the response due time as 2:00 PM EST, while Amendment 0001 (SF 30) states 2:00 PM EDT for the same 28 Aug 2026 deadline. Please confirm the controlling time zone for the response due date and time
The solicitation will close on 28 August 2026 at 2:00pm eastern standard time.
2. The solicitation does not state an anticipated award date. Please confirm the anticipated award date, and whether the government still expects contract performance to begin on or near 27 Sep 2026.
Performance MUST begin on 27 September 2026.
3. No standalone historical maintenance-and-repair data file was included with the posted solicitation package. Please confirm whether a separate file was intended, and if so, provide it
Yes, the historical maintenance is listed in the PWS as exhibit 7.4
4. The historical maintenance and repair data provided in Technical Exhibit 4 covers February 2021 through May 2023. Is more current utilization data (2023 to present) available to support pricing of the unscheduled maintenance CLINs?
No that is the most current one that I was able to retrieve.
5. PWS Section 1.4.3 requires the contractor to procure and maintain Service Level Agreements and software license agreements for the Lenel OnGuard and Milestone XProtect systems. Please confirm whether existing software licenses and SLAs currently in place transfer to the awardee at novation/transition, or whether the incoming contractor must procure new licenses and SLAs at its own cost.
No, the license is held by the contractor and is not transferable.
6. PWS Section 2.1.7 defines "Facility Clearance" but the requirement does not appear to be invoked elsewhere in the solicitation. Please confirm that no facility or personnel security clearance (e.g., Secret) is required for performance of this contract.
No clearance is required to conduct the services.
Questions and Answers (Q&A): The following questions and responses are provided for clarification of Solicitation W91247-26-Q-A019. This Q&A does not modify the terms and conditions of the solicitation. Any changes to the
7. Given the National Agency Check requirement (PWS Section 1.6.8.1.9) and the CAC issuance lead time (PWS Section 1.6.12.1.2), is interim or escorted installation access available for technicians while a National Agency Check is pending, to support timely contract start?
No, The Contractor would be able to gain a temporary pass at the visitor center.
8. Other Direct Costs (CLIN 0003 series) are reimbursed at actual cost, Not-to- Exceed $10,000 per period. If actual repair parts and equipment costs exceed this ceiling in a given period, what is the government's expected remedy or process?
Repairs will not exceed the ceiling of 10,000 per year.
9. Volume I instructions reference an "Unpriced Staffing Matrix" and Volume II instructions reference a "Priced Staffing Matrix." Please confirm whether these are the same worksheet submitted twice (once unpriced, once priced) or two distinct deliverables.
These are two different worksheets, one reflects pricing and one reflects purely staffing breakdown.
10. Will the government offer a site visit prior to quote submission for offerors to assess the existing Lenel OnGuard and Milestone XProtect installation?
We would appreciate the Government’s clarification on the items to support preparation of a complete and responsive quotation.
No site visits will be conducted
11. The PWS requires the Contractor to perform preventive maintenance, service, and repair on all Government-owned Access Control/CCTV components; however, an equipment inventory identifying the quantity, manufacturer, model, type, and location of the existing equipment does not appear to be provided. Will the Government provide the current equipment inventory for the systems covered under this requirement?
Yes, A full inventory of current equipment would be available.
12. Please confirm whether CLIN 0001 is intended to include all labor, supervision, transportation, tools, testing equipment, and incidental/common spare items required to perform the
Yes, any items that are needed to conduct the PM is required to be brought to the location by the contractor as we do not have any material or tools at the building to conduct the PM or repairs.
Questions and Answers (Q&A): The following questions and responses are provided for clarification of Solicitation W91247-26-Q-A019. This Q&A does not modify the terms and conditions of the solicitation. Any changes to the scheduled preventive maintenance requirements of the PWS.
13. PWS Paragraph 1.4.10 requires the Contractor to maintain a limited quantity of common spare items during PM inspections, including batteries and potentially control boards, communication boards, and power supplies. Please clarify which replacement parts/materials are expected to be included in the CLIN 0001 Firm-Fixed-Price versus which parts may be reimbursed through the applicable ODC/Service Order CLIN.
Licensing only; exact spare parts are a contractor item and would be billed accordingly per the current CLIN.
14. Please confirm that the unit price for CLIN 0002 is intended to represent the Contractor's labor and associated service costs for one unscheduled maintenance/repair Service Order and that replacement parts/equipment required to complete the repair will be separately reimbursed under CLIN 0003, subject to Government authorization.
Yes, the two would be separate.
15. The solicitation establishes a quantity of 30 Jobs annually for unscheduled maintenance and repair. Please define what constitutes one "Job" for pricing purposes. For example, is each Service Order considered one Job regardless of the number of technicians, labor hours, site visits, or days required to complete the repair?
Correct one service order is equal to one job.
16. Because CLIN 0002 requires a single Firm-Fixed-Price unit price per Job, please advise whether the Government has an assumed number of labor hours or labor mix that offerors should use when developing the unit price. If not, should offerors develop the unit price based upon the historical Service Work Order information provided in Technical Exhibit 4?
The expectation is that the Offerors would develop a unit price.
17. If an unscheduled repair requires substantially greater labor than contemplated by the Contractor's Firm- Fixed-Price per Job—for example, a multi-day gate repair, major system
If the price is greater than the cost of the firm fixed costs because of a substantial issue of unforeseen circumstances, we would be able to issue a separate service order.
Questions and Answers (Q&A): The following questions and responses are provided for clarification of Solicitation W91247-26-Q-A019. This Q&A does not modify the terms and conditions of the solicitation. Any changes to the failure, or extensive troubleshooting— will the Government issue a separately negotiated Service Order, or will the CLIN0002 unit price remain applicable regardless of the labor required?
18. Please confirm that offerors are not required to price individual replacement cameras, card readers, controllers, NVRs, gate components, workstations, and other repair equipment as part of proposal submission and that such items will instead be quoted and authorized through a Service Order and reimbursed under CLIN 0003 when required.
Correct
19. Please clarify whether the $10,000 NTE amount under CLIN 0003 represents the total annual ceiling for all repair parts/equipment or the maximum value of an individual Service Order. If it is an annual ceiling, please explain the procedure for repairs or equipment requirements that would cause annual ODC expenditures to exceed $10,000.
That is the service cap for the individual service order and not the annual cap.
20. When replacement equipment is required during performance, will the Contractor submit a quote for Government approval prior to procurement? Please also clarify whether allowable shipping, freight, procurement/handling, and subcontractor/vendor costs may be included in the Service Order/ODC reimbursement.
Yes, they would be required to submit a quote prior and yes additional costs are acceptable.
21. If an existing device or component is obsolete, discontinued, or cannot be replaced on a one-for-one basis, please confirm that the Contractor will submit a compatible replacement or modernization recommendation for Government approval and that the cost of the replacement equipment will be handled through the applicable Service Order/ODC mechanism rather than being included in the monthly preventive maintenance price
Confirmed
22. Please identify the current quantities, license levels, expiration dates, and existing support/service agreements for
I am not sure, the previous contractor obtained the licenses.

Please provide the current system architecture/configuration information necessary for pricing, including the approximate number of Lenel controllers/panels, access-controlled openings, card readers, CCTV cameras, recording servers/NVRs, workstations, automated vehicle gates, pedestrian gates/turnstiles, and other major ESS components
See diagram/PMI of most previous.
24. The PWS states that services are primarily performed at the DES compound but may extend throughout the Fort Bragg Garrison area of responsibility, including Pope Army Airfield, Simmons Army Airfield, Linden Oaks Housing Area, and Camp Mackall.
Please identify the equipment and systems located outside the primary DES compound that are included within the Firm-Fixed-Price maintenance requirement.
All the services are only the main DES building and the main PMO building. No services will ever be required outside into the Fort Bragg Garrison.
25 Will the Government conduct a site visit prior to the proposal due date to allow offerors to inspect the existing Access Control/CCTV systems, equipment quantities, condition, system configuration, automated gates, and other components necessary to develop accurate Firm-Fixed-Price pricing? If a formal site visit will not be conducted, may offerors request access to perform a site survey prior to proposal submission?
No site visits will be conducted.
26 Please clarify whether the Government will provide an inventory/condition assessment identifying existing deficiencies at contract start. Will the Contractor be responsible under the Firm-Fixed-Price scheduled maintenance CLIN for correcting deficiencies that existed prior to contract award, or will pre-existing deficiencies
Yes, we will identify the current assessment and if something is identified then it would be set to be corrected under the pricing. But as stated in question 18. If the price exceeds then a separate order can be placed.

Please confirm whether this historical information represents the full population of unscheduled maintenance/repair requests for the periods shown and whether offerors may use this information as the Government's basis for estimating the anticipated frequency and complexity of CLIN 0002 work
No, that is just a snapshot of the time period that was shown.
28 If the Government is unable to provide a complete equipment inventory or conduct a site visit prior to proposal submission, will offerors be permitted to state equipment-quantity and system-condition assumptions in their Price Narrative upon which their Firm-Fixed- Price quotation is based?
No, we will provide a complete inventory or a walk through will be conducted.
