About this file

This is a Preventative Maintenance Report for an integrated security management system at Fort Bragg Department of Emergency Services, Building #2-5935, dated March 2026 (Inspection Date: 03/16/26). The report documents the operational status and maintenance findings for four interconnected security subsystems: Access Control System (PACS) using LENEL OnGuard version 8.0.458.319, Closed Circuit Television System (CCTV) using Milestone Professional + 2022 R1 with SSA expiration of 6/29/2026, Intercom System (ICOM) using Aiphone, and Intrusion Detection System (IDS) using DAQ.

The inspection covered multiple hardware and software components across servers, workstations, network equipment, and field devices. Key infrastructure includes two servers (ACS Lenel OnGuard at 192.168.1.1 and VMS Milestone at 192.168.1.10) running Windows Server 2019, a Cisco 2960-S network switch with 24 ports and 11 available ports, and a TrippLite KVM plus Altronix Netway 8 equipment. The CCTV system includes 40 operational cameras (Bosch 5100 Flexidome, Q7216 ENC, and specialty models) across facilities with all cameras passing visual, cleaning, functional, and picture quality inspections. Access control testing confirmed functionality of all ISC control panels (DES ISC #1, PMO ISC #1, Main Gate ISC, PMO Gate ISC, Parking Lot Gate ISC) and associated readers, locks, and door contacts across multiple facility entrances. Notable deficiencies identified include sun-damaged readers requiring replacement at DES Main Gate and PMO Gate, an electric lock at PMO Door to DES requiring replacement, damaged door hardware at DES Mechanical EQ Room, and a mantrap vestibule at PMO office with unknown power supply configuration. All ACS power supplies tested passed voltage and ground specifications. The intercom system verified two stairwell entry stations and one interior hallway door station operational. IDS and intrusion panel sections were provided as templates with no data populated, indicating no intrusion detection devices were present or tested during this inspection period.

Access Control/CCTV/IDS/ICOM

Operational Test Plan

1. PURPOSE

This test plan will be utilized when installations are complete and on a regular test schedule for preventative maintenance. The primary purpose of this plan is for the preventative maintenance of functionality of the system components. If a fault is discovered during the preventative maintenance test of any system components, the contractor will make written notes of deficiencies and correct the discrepancies in accordance with contract statement of work. Any new equipment added to the system by the contractor, or his sub-contractor will be documented for future inspection.

2. METHODOLOGY

The methodology used will be to review the system components “as Installed” and create numerous faults in the systems to observe the alarm system. The integrated Security Management System is comprised of three subsystems: Access control System (PACS), Door entry audible intercommunication system (ICOM), Closed Circuit Television System (CCTV), Intrusion Detection System (IDS).

1. PACS- All entry control components will be visual inspected, tested and cleaned. Operation of the system will be verified.

2. ICOM- All intercom stations will be visually inspected, tested and cleaned. Operation of the two stairwell entry stations and the one interior hallway door station will be verified.

3. CCTV system components will be visually inspected, tested and cleaned. Operation of the video management system will be tested by observing test personnel movement in the viewing area of the CCTV system in all areas.

4. IDS – All alarm points will visually be inspected and tested for operation. Communication between the alarm control panel and the central station will be verified.

3. SOFTWARE / HARDWARE Required for Testing

No additional software and hardware devices are required to test the system.
