About this file
This document is a Questions and Answers (Q&A) clarification for Solicitation W91247-26-Q-A017 for DHR ID Card Services. Questions were accepted through June 22, 2026, at 4:00 PM EST, and this Q&A does not modify the solicitation terms but addresses clarifications; any changes will be issued via formal amendment. The contract opportunity concerns ID Card DEERS Services at Fort Bragg, North Carolina, with an anticipated award date of August 1, 2026, and Full Operational Capability (FOC) of September 1, 2026. Contract performance is at a single location: the Soldier Support Center, Building 4-2843 at Fort Bragg, NC 28310. The incumbent contractor is BFG Enterprises LLC under Contract W91247-21-C-0015. The requirement involves operating fourteen (14) workstations, two (2) phone lines, two (2) windows, and two (2) Site Security Managers (SSMs). All FTEs are located at Fort Bragg except the Program Manager, who is historically located at the contractor's office. The contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a fixed-price structure.
The primary labor positions are Verifying Officials (VOs) and Site Security Managers (SSMs), historically aligned with Personnel Assistant II and Personnel Assistant III wage determinations under Service Contract Act (SCA) 52.222-42, Wage Determination 2015-4377 Revision 13. Contractor personnel must maintain a favorable National Agency Check with Inquiries (NACI) clearance throughout performance. Contract personnel work independently with supervision; the Government provides all IT systems, RAPIDS workstations, software, card stock, consumables, workspace, telephones, and network access. Operations include a one-hour lunch break (12:00-13:00) with the facility closed during this period. Extended hours operations require 24-hour advance notice, with flexible scheduling authorized to avoid overtime; Contracting Officer written approval is required for services outside regular hours. The phase-in period is 30 days, with all personnel onboarded and fully trained by FOC. RAPIDS certification training is Government-provided, and newly hired personnel cannot perform duties while awaiting certification. The closing date was extended to July 7, 2026. Offerors must propose fixed monthly pricing for labor CLINs and may use their own format for priced staffing matrices. Service Contract Reporting (SCR) CLINs are 0003, 1002, 2002, 3002, and 4002. The Government will provide card stock and all consumables for ID/CAC card production.
