About this file

This is a Questions and Answers (Q&A) document for federal solicitation W91247-26-Q-A015 regarding USAG Ranges & Airfields Grounds Maintenance, issued by the U.S. Army. The document does not modify the solicitation terms and conditions; any formal changes will be issued via amendment through the Government Point of Entry. The incumbent contractor is FITT Scientific, LLC (Contract Number W900KK-24-F-0158).

The Q&A addresses 23 clarification questions covering operational requirements, equipment, facilities, and contractual terms. Key clarifications include: autonomous mowing equipment is prohibited due to safety and operational concerns; vegetation maintenance is performance-based rather than schedule-based, with Range Operations providing scheduling guidance; on-site equipment storage is confirmed at Mackall AAF and Simmons AAF only, with no storage authorized at Pope AAF or range locations; Government fuel tanks may be provided post-award but contractors bear all associated costs; perimeter fence maintenance applies only to interior airfield fencing; radios may be temporarily issued to contractor personnel for operational communication; performance locations contain hazards including wetlands, sinkholes, and low-flying aircraft operations; berms are not routinely maintained; and herbicide use must comply with all applicable Federal, State, DoD, Army, and environmental regulations with prior coordination. Additional clarifications address wage determination updates (Revision 31 dated March 30, 2026), past performance requirements allowing multiple references totaling three years of experience, equipment procurement approaches without requiring vendor quotes, acreage adjustment procedures within five percent variance, weekend work authorization at straight time rates, and contractor flexibility in proposing alternative labor mixes and staffing approaches provided all PWS performance requirements are met. The Government will provide utilities including water and electricity from existing outlets at serviced facilities, with availability varying by location and operational conditions.
