5 PWS paragraph 1.6.7 on

With only a “favorable NACI” investigation required in paragraph 1.6.7 on page 15, indicating there is no security clearance required. Will the government consider replacing the wording “security clearances” in paragraphs 6. e.

on page 78, paragraph d. on page 81, and “National Agency Check with Inquires (NACI)” in paragraph 1.6.7 with the updated terminology “Tier 1 investigation”? “Tier 1” replaced “NACI” in the Federal Investigation Notice (FIN) No.

work and receive their CAC.

This contract states that contractors must have at least a “favorable” T1 investigation up front to start work. This will definitely impact our hiring process now that everyone will need to be vetted through my office to ensure they have a favorable Tier 1 investigation before being offered a job.

PWS paragraph 5.1.3.2 has been revised to include the following statement: "All VOs shall be able to understand, speak, read, and write the English language."

21 RFP TE 1 32 of 82 The Annual Workload provided for 2020 is significantly less than 2019 and 2018, likely due to the pandemic and reduced operations. Can the Government provide which year should be used as a guide for staffing and pricing because there is a significant difference in these workloads and with an FFP contract there is heightened risk in staffing a workload that is close to 2020 when the government will require workload support at the 2019 or even 2018 level.

Contractor staffing requirements are listed in PWS paragraph 5.1.1.

2020 workload numbers were affected by the COVID-19 pandemic. The Government cannot predict how COVID-19 or other unforeseen events will affect future workload. It is the responsibility of the offeror to use all information provided to develop its proposal.

The Government does not have data for phone calls, customer service windows and MOB/DEMOB support.

Contractor staffing requirements are listed in PWS paragraph 5.1.1

there is not clearance required can the Government remove this from evaluation.

26 PWS 1.6.18.1 Phase-in Are all offerors (including the incumbent) expected to submit reasonable pricing for the fifteen (15) transition?

As stated in the Addendum to FAR 52.212-1(7)(a) - "CLIN prices cannot be left blank. If the Offeror does not intend to charge for a specific CLIN, indicate such by entering “NSP” (not separately priced) in the extended price of the

CLIN."

27 PWS 1.6.18 (Phase-in / Phase-out)

31 Solicitation General The incumbent is not eligible to bid since they are a JV with over 2 years as a JV, will the government please provide the phase out plan they were required to develop?

32 PWS section 5 pg25 , section 5.1.1

The addition of the MFGI during the current contract added a significant number of RAPIDS work stations, telephone lines and SSMs.

Modification P00002 to contract W9124717P0191, dated 24 April 2018, was issued to add services at the MFGI site.

33 PWS section 5 pg25 , section 5.1.1

When (month / year) did the addition of the MFGI location get added to the current contract?

The MFGI location was added to the current contract on April 24, 2018 via contract modification P00002

34 SEC B and cost workbook

Since this is a FFP / LPTA Contract why are we required to provide detailed pricing with indirects. Some small businesses may not have detailed out indirects as they are not required or able to but may use wrap rates to bid on efforts. Will the government please remove the requirement to complete the workbook and instead allow the offeror to only provide CLIN pricing?

The Government maintains the requirement for offerors to submit a price matrix to ensure proposed prices are complete and accurate.

Offerors are not required to complete Attachment 3 - "Price Matrix" so long as their proposed matrix adequately explains the methodology used to arrived at the total price and addresses any discount prices.

As stated in Addendum to FAR 52.212-1(7)(e) "Offerors may use the sample Price Matrix as a basis for their price proposal"

35 PWS section 5 pg25 , section 5.1.1

Why in section 5.1.1 does the government provide the required number of 4 x SSMs (a position) but does not provide the number of VOs for each location? Will the government provide the number of VOs at each location? Will the governmetn please confirm the required number of SSMs at each location?

As stated in PWS paragraph 5.1.3.1 "All Contractor personnel staffing RAPIDS Workstations, Customer Service Windows, Telephone Appointment Lines, and Telephone Customer Service Lines shall be certified as “VOs.”

As outlined in PWS paragraph 5.1.1, two (2) SSMs are required at the SSC and two (2) SSMs are required at the

MFGI.

36 Solicitation WD Are these positions SCA positions currently? If so what Labor Category is currently being used?

As of January 2021, it is the Government’s understanding, that the minimum SCA labor category needed to perform Verifying Officials (VO) duties for this requirement is Personnel Assistant II and the minimum SCA labor category needed to perform Site Security Manager duties for this requirement is Personnel Assistant III. However, it is the Offeror’s responsibility to review the PWS, RFP, applicable laws, and regulations, to determine the appropriate labor category for the Offeror’s proposed staffing solution.

37 PWS part 5 pg 25 Since this is a FFP contract will the government please provide the total required number of personnel by labor category?

No, the Government will not disclose that information.

Staffing requirements are outlined in PWS paragraph 5.1.1.

38 PWS part 5 Pg 25 What is the difference between the Telephone Appointment line and the Customer Service Line?

Offerors are required to propose staffing in accordance with PWS requirements. Staffing requirements are outlined in PWS paragraph 5.1.1. Hours of operation are detailed in PWS paragraph 1.6.4 and 1.6.4.1.

40 PWS Is the MFGI facility on the current contract or is this a new requirement being added to the current effort?

The MFGI location was added to the current contract on April 24, 2018 via contract modification P00002.

41 PWS Section 5, page 25 Are all workstations, service windows, telephone lines required to be manned 100% all of the time by different personnel?

That along with the guidance in PWS 1.6.12.2 that a SSM annot permanantly man any station, this will mean there are 27+ total people required which exceeds the previous contact by a large number of personnel.

With this being an LPTA and FFP the incumbent is provided an extreme advantage.

Please clarify what "cannot permanently man" means?

Please clarify if all workstations, service windows, telephone lines required to be manned all of the time by different personnel?

Yes, all RAPIDS work stations, customer service windows, telephone appointment lines, telephone customer service lines, and SSMs at the SSC and MFGI shall be staffed simultaneously during normal hours of operation and under emergency conditions.

PWS paragraph 1.6.12.2 has been revised to read, "Due to the nature of work at the SSC and MFGI, SSMs shall not man a RAPIDS workstation, customer service window, or appointment line."

42 cost workbook The cost workbook creates a misrepresentation of pricing for Fringe for the SCA employees as the H&W calculations are not able to be properly shown and are different % amounts than a traditional employee or a salaried employee. Can the offer adjust the workbook or provide our own cost workbook to reflect our costing scheme as long as all costs are shown that equal the FFP amounts by

CLIN?

Offerors are not required to complete Attachment 3 - "Price Matrix" so long as their proposed matrix adequately explains the methodology used to arrived at the total price and addresses any discount prices.
