Q&A #2
Q1. If the government intends to have contractors comply with the requirements of 52.222-17 – Non-displacement of Qualified Workers and to ensure fair competition, potential offeror’s require the current SCA labor categories utilized as defined in DOL Directory of Occupations Vol. 5, as well as the number of personnel currently performing in each of these categories. Additionally, the anniversary dates for each person currently staffing the existing requirement are required to ensure that all offerors are providing the minimum legal requirement for Vacation based upon the wage determination in effect 7/2018.
Can the government please provide a table with the DOL Labor category codes, the number of individuals in each code and the number of individuals in those categories that have reached (or will reach by contract award date) either a one-year, five-year or fifteen-year service anniversary to ensure full compliance by all parties and equitable evaluation from all offerors?
A. Answer to be provided soon.
Q2. In consideration of the requirements of 52.222-17 – Non-displacement of Qualified Workers.
Can the government confirm that all personnel currently fulfilling the requirements under this PWS are considered available AND acceptable for any successor contract?
A. Based on the current information available there are no known issues or concerns.
Q3. In Section 3.4 of the PWS, the statement “The Contractor shall, upon request from Medical Readiness Non-Commissioned Officers (MRNCO) and within 2 business days, provide MRNCO/ Unit with applicable resources to address a Soldiers Medical (SM) / Dental condition; provide enough information to rehabilitate and/or prevent future injury with Health Wellness Information for Soldier Health Education.” seems to be requiring a contractor furnished resource as opposed to a referral to an official NGB or other DOD resource.
Is it the intent of the government to have the contractor create and provide resource materials for the NEARNG in support of the IMR that are not currently available through official channels or is the wording here meant to indicate simply directing SM’s who require such information to the appropriate repository?
A. The intent of this paragraph is to say that the contractor will be able to provide guidance in plain language concerning the limitation due to injury/illness to the MRNCO/unit. And supply a list of appropriate resources/programs to assist the Soldier during recovery (i.e. dental insurance information, VA referrals, Warrior Family Support, etc).
Q4. In Section 6.1 of the PWS, the table of Approximate Medical/Dental Numbers lists: Scan/file medical records 150,000 annually.
Can the government clarify if this number is related to pages of records and not individual record documents/packages? Is this ongoing requirement or is this to enter previous archival hard copy items as well as current records?
A. The number is 150,000 pages annually. This would be an ongoing requirement to scan files digitally into HRR and file the hard copy into a physical record.
Q5. Evaluation – Past Performance
Will government evaluate the significant subcontractor’s past performance?
A. PWS 2.3.2 “The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel (if applicable) who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition.”
Q6. Is incumbent contractor eligible for the rebidding?
A. Yes.
Q7. The original FBO synopsis states: “the requirement will include a Registered Nurse (RN) License with Basic Life Support (BLS) and a Medical Administrative Assistant.” This implies 2 FTE. However, question 4 and corresponding answer states:
“Q4. What length of time will you need the services of the different labor categories, currently listed together as 1 JOB. How long and how many individuals (broken out in labor categories) do you need for a weekend?
A. The weekly workload is indicative of fulltime work for several employees. Weekend work is for two individuals, see Q7, Q12 and Q13.”
This implies more than two personnel will be required for the effort. Please clarify that the requirement is for more than what the FBO synopsis states.
A. The current requirement, Solicitation W91243-18-R-E001 Performance Work Statement (PWS) details the tasks to be completed. Offerors are responsible to use their discretion when determining their number of employees.
Q8. Where does the signed SF 1449 go in the proposal; Volume Two Price?
A. Yes, Volume Two.
