Q&A #1

Q1. The 1449 CLIN Line 0001 has 1 Job listed for quantity and unit. This line item does not break down the individual contractors: What are the number of hours/sessions/ and contractor labor categories needed for this requirement?

A. This contract will use a Performance Work Statement which means the government will not dictate the number of personnel/hours/sessions needed. For information on Labor Categories see

PWS 52.222-42.

Q2. The 1449 has a requirement for a CMR, however without the separation of positions we will not be able to efficiently track the hours for each labor category. Will the labor categories be separated by CLIN line?

A. No, the contract will stay as one job. It will be up to the contractor to track hours.

Q3. We understand that this requirement is for NON-CLINICAL Case Management however the way the solicitation reads there seems to be an indication that there may be a need for a Dental professional or Hygienist for assessment purposes. Is there a requirement for a Dental Non-Case Mgmt. professional? If so what level and how long will you need them?

A. No dental assessments will be performed by contract staff. The contract will only assist in the case management of individuals that have been identified as needing to schedule dental exams or dental treatment.

Q4. What length of time will you need the services of the different labor categories, currently listed together as 1 JOB. How long and how many individuals (broken out in labor categories) do you need for a weekend?

A. The weekly workload is indicative of fulltime work for several employees. Weekend work is for two individuals, see Q7, Q12 and Q13.

Q5. What are the hours for fulltime employees and labor categories for these individuals during the week?

Will there be excess hours granted for those professional individuals and Overtime for the WD individuals if needed?

A. See Q1 for labor categories. See PWS 2.6 for typical work week hours. No overtime will be authorized.

Q6. Will the government consider splitting the CLINS out by Labor Category and QTY # of employees needed and UNIT reflecting number of hours for each labor category?

A. No.

Q7. Will the government consider splitting out the TRAVEL CLIN or give us an NTE travel amount for pricing purposes?

A. The Travel CLIN is split out per year. See PWS 6.2 for approximate travel numbers. Per Diem and Mileage will be reimbursed based on current GSA rates.

https://www.gsa.gov/travel-resources

Q8. Is this an existing contract requirement? If so, who is the current contractor performing theses services and what is the contract number?

A. W91243-15-P-0048, Blue Earth Marketing

Q11. Reference PWS Paragraph 5 Deliverables (table), deliverable A09 and General Instructions paragraph 2.1.5. Deliverable A09 states “The Contractor will submit Quality Control Plan at time of award”, however paragraph 2.1.5 of the General Instructions state the Quality Control Plan is to be submitted in the Technical proposal. Is the Quality Control Plan to be submitted in the Technical proposal? If the Quality Control Plan is to be submitted in the Technical proposal, can the QCP be exempt from the 25-page limit of the Technical proposal?

A. Yes, Quality Control Plan will be submitted with the Technical proposal and at the time of award. No, QCP is part of the Technical proposal and is included in the 25-page limit.

Q12. Reference PWS paragraph 3.5. Paragraph 3.5 states “The Contractor shall be available to support Case Management and Case Administration during PHA events. Are multiple PHA events occurring at different geographic locations at the same time/weekend?

https://www.gsa.gov/travel-resources

A. Typically PHA operations only occur at one location. If for some reason there are multiple events, we will not request the contractor to support any more than one of these locations.

Q13. Reference PWS paragraph 3.5a Standard. The standard states the contractor is to provide a minimum of two contractors to support Case Management activities during PHA operations. What is the contractor team normally comprised of when supporting the PHA events? A team comprised of a Registered Nurse and a Medical Record Technician? Are there PHA events when more than two contractors are required? If so, how often and how many?

A. One contractor is requested to engage in Case Management activities the other contractor is requested to enter AVS voucher and/or assist in scheduling any needed follow-on dental treatment or hearing assessments. There are no events that require more than two contractors.

Q14. Reference General Instructions, Section 2.3.2. Paragraph states, “Offerors must provide (as part of Volume III) a list of the most recent and relevant contracts performed for Federal agencies and commercial customers.” Is the purpose of this list to reference the Exhibit A forms for past performances that were specified in General Instructions, Section 1.6.4? Or should this list contain past performance information separate from the Exhibit A forms?

A. The “52.212-1 and 52.212-2 Addendum” has been updated to clarify 2.3.2, it now states “2.3.2 Offerors will complete Exhibit A (as part of Volume III) with the most recent and relevant contracts performed for Federal agencies and commercial customers.”
