Homeland Security Presidential Directive 12 (HSPD-12) sets a clear goal to improve Physical Access Control System (PACS) through the use of government-wide standards. [FIPS 201] defines characteristics of the identity credential that can be interoperable government-wide. In the context of Federal PACS, the term interoperability means: 1) the ability of any PIV Card and any PACS to perform a FIPS 201-defined authentication mechanism relying only on mandatory PIV Card data objects, as requested by the PACS when the PIV Card is presented, and

2) where authorized, the same ability of any PIV-I card and PACS to perform a PIV-I card authentication mechanism relying only on mandatory PIV-I card data objects when the PIV-I card is presented. There is no mention of compliance with HSPD-12 or FIPS201 in the specification for the access control system, section 281300. Is the access control system required to be compliant with HSPD-12 and FIPS 201?

The system shall be HSPD-12 and FIPS 201 compliant.

29450007 Is the access control system a new standalone system or is to be an extension of an existing system?

This is a new system

The specifications call for the new roof to be EPDM and colors are to be white and gray. There is not a gray EPDM. There is a roofing membrane (TPO) that is similar to the EPDM that does have both the white and gray color. Is it acceptalble for the roofing membrane to be TPO. Please clarify.

Change all EPDM color to White only. TPO is not an acceptable product on this project.

Panel NC shall be fed from PN-17; feeder size: 115-4.

29450016

Drawing E2-01 referenced notes 19 and 21 note fire alarm and mass notification by others. E0-01 general note I & J calls for removing the entire fire alarm system but keeping the system operational during construction. Drawing E3-01 Note 37 notes fire alarm and mass notification by others.

General System Note A on E3-01 only has us connecting 120 V to the panel. Please clarify how much of the fire alarm system should be included in our bid.

The building will no longer be occupied during construction therefore the existing system can be removed with the demolition process. The fire alarm and mass notification are included in the project scope and are defined in specification section 283133 and drawings F001, F002, F101 & F102.

29450017

Section 26 0517 Electrical Systems for Modular Partitions references 09 6917 Modular Access Flooring and 10 2217 Modular Partitions. There is no spec 10 2217 Modular Partitions and the access flooring is specified in 09 6900 Access Flooring. Is there a specification section missing and should this section point to 09 6900 instead?

Modular partitions have been removed from the project. The correct access flooring specification is 096900

29450018

Section 26 0517 notes several levels of conventional and modular construction, but it is not clear which one should be utilized for this project. Please clarify.

Spec Section 260517: Remove Paragraphs: 2.3.B;

2.4.B; 2.5.A; 2.6.A.

29450019 Light fixture Type A3 is not shown on E1- 03.

Change type A3 luminaire to type A1.

29450020

I noticed in the specs that, “all products shall be made in the USA and be compliant with the Buy America Act.” Due to the requirement I had to reach out to Square D, they informed me that they would need the exact section or USC or CFR that they would have to meet due to the requirements varying. In looking through the files on the drop box I did not come across a section like that, would you happen to have more documents for this project that does explain the requirements that I can have Square D review to verify if they meet them?

Review Provision 52.225-10 and FAR Clauses 52.225- 9 of the Solicitation.

29450021

Is the cost of commissioning being paid for by the government or by the contractor?

Commissioning agent is paid by the government.

Contractor should review spec section 019113 General Commissioning Requirements for contractor responsibilities and cooperation with the commissioning agent and their activities.

29450022

Several other large projects are bidding at the same time frame as this project and that is reducing interest from subcontractors. Would it be possible to extend the bid date?

the proposal due date will not be extended at this time.

29450023 Can the site superintendent act as the QA Manager & Safety Manager or does this require three separate people?

The Site Superintendent can act as the QA & Safety Manager.

29450024 Are the superintendent, QA Manager, and Safety manager required to be on-site full time?

The Site Superintendent is required to be on the jobsite anytime work is being completed on the job.

29450025

What date does the government plan on all building occupants and services being out of the building?

See Block 11 of the SF 1442 of the solicitation. No less than 30 days after Receipt of Notice To Proceed;

Prior to construction the government as indicated they will have vacated the building for use by the contractor

29450026

Is BIM coordination required? This is mentioned in section 01 3100 item 1.9 G 2 C 3.

No BIM coordination is not required. The items listed in spec section 013100 are for coordination purposes only if the contractor chooses at their option to use BIM.

29450027 Not used. Not used.

29450028 Color selection for CPT-3? CPT-3 is at the Access Flooring panels only. Color will be selected as stated in the Specifications to coordinate with CPT-1 field Carpet tiles.

29450029 will the ATS enclosures need to be NEMA 1 or NEMA 3R. Section 2.2 P under the transfer switches states Type 1 and Type 3R.

As indicated in the transfer spec section there are NEMA 1 and NEMA 3R transfer switches. Refer to the drawings, detail 1/E6-01: ATS-LS is NEMA 3R & ATS- EM is NEMA 1 as shown.

29450030

The material floor finish scheduled for Corridor 101 is LVT-1 and LVT-2. Floor finish plan A7-01 shows the layout of the LVT following the curve of the corridor. The LVT planks are 7” x 48” planks cannot be curved and must be installed in a straight pattern (one direction). Since the LVT cannot be installed in a curve pattern as shown, what direction should we install the planks in Corridor 101?

The intent with the LVT flooring at the curve is to install for the LVT in straight segments as it goes around the curve. This should only involve cutting the ends at an angle in the field tiles and trimming the sides at wall locations only. See attached sketch.

29450031

Projection Screens in Section 115213 2.1 B.

describes a screen that is different than the one identified in C. But I do not see a location for this screen on the plans.

That is correct there are two different projection screen as indicated in spec section 115213, paragraphs 2.1, B and C. The projection screens noted in paragraph 2.1.B are shown on Sheet A1-01 per Reference Plan Note #12. And the projection screen noted in paragraph 2.1.C is part of the bid Option No. 2 - Auditorium Finish Upgrade, where the existing surface mounted screen is to be removed and the new screen put back in its place - per Reference Plan Note #1 shown on Sheet A1-01, and Wall Section 3 on Sheet A4-02.

29450032 C indicates the screen in room 151 is option 2. What does Option 2 refer to?

See note above and Spec Section 012300, for Option No. 2 - Auditorium Finish Upgrades.

29450033

They call for a 144” by 144” screen ( square format ) which is not recommended as the format is no longer used by any projectors.

Without knowing the projector model we cannot give a recommendation on screen ratio or size.

Use the 144" x 144" projection screen specified, which will allow the government the same size screen they currently have and provide they the largest possible image size not matter what format projector is used.

29450034 Note E. Says the suspended screen is 69 x 110 with 16:10 aspect ratio. What room(s) is this screen located in?

For the location of the suspended screens see Sheet A1-01 per Reference Plan Note #12.

29450035

Page E3-01 Note 5 says AV Cabinet, AV equipment , cabling , speakers, etc and terminations by Government ( verify requirements with Governments vendor) while …. On E7-02 General Note B says to provide a complete system with all required hardware , cabling and accessories for a complete installation.

Note D says to install all rack mounted equipment in floor mounted rack at frame room which I assume is Note 29 on E3-01.

Clarifications sheet E3-01. Reference note 5: All audio (sound reinforcement, cabling, speakers, terminations, etc.) is by the government. All video (monitors, projectors, cabling; except HDMI shown;

terminations, etc.) is by the government. Reference note 29: the Crestron digital media switching system (complete with hardware, accessories, cabling and terminations) is by the GC. Also see detail 5/E7-02.

This includes any interface required with the government provided A/V equipment.

29450036

Based on the info given above from Page E# and E7, I would like clarified which AV system is the responsibility of the Government contractor and which is the responsibility of the GC contractor.

Clarifications sheet E3-01. Reference note 5: All audio (sound reinforcement, cabling, speakers, terminations, etc.) is by the government. All video (monitors, projectors, cabling; except HDMI shown;

terminations, etc.) is by the government. Reference note 29: the Crestron digital media switching system (complete with hardware, accessories, cabling and terminations) is by the GC. Also see detail 5/E7-02.

This includes any interface required with the government provided A/V equipment.

See 29450030.Attachment for corridor floor layout information applicable to this Amendment.
