9 March 2021 Medical Laboratory Services BPA Q&A W91242-21-Q-0022

Q.1 Will we be able to schedule the blood draws and urine collection, or will this be on demand? If it is on demand, how much lead time will we have to set up a date to be onsite to complete the testing?

Q.1.A The government will perform the collection of all samples and requires the pick-up of the samples or the option to drop off at a location within 30 miles of each site listed in 1.4.4.4.1 in the PWS. The vendor must be able to pick up samples within 24 hours notification and return lab test results to the Government POCs within 48 hours of receiving the sample. PWS Sections 1.1, 1.4.4.4.1, and 5.1.5 have been updated.

Q.4 Would it be possible to provide annual or monthly volumes be supplied for the tests listed?

Q.4.A Our requirements and operation tempo is unknown and changes from time to time. That is why we are requesting price per test quotes. Volume of tests has not been determined. No changes to the RFQ required.

Q.5 Are the drop-off locations located within 30 miles of Raleigh and Stem, NC in addition to the routine logistics pick-ups we would schedule for pick-ups at the physical locations?

Q.5.A If the drop-off locations are within 30 miles of the detachments listed in the PWS then that is acceptable. In the past we have always dropped off at locations, however, we need to have the option to have regular pick-ups scheduled as outlined in the PWS if we are unable to drop-off. No changes to the RFQ required.

Q.6 Is there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?

Q.6.A There is no contractual obligation for this requirement. This is currently being accomplished via GPC and the contractor is LabCorp. No changes to the RFQ are needed.

Q.7 There are 2 different test lists. Please confirm that we are supposed to add pricing to the test list in excel. What is the purpose of the test list in Attachment +1+PWS?
