This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is unrestricted. This combined synopsis/solicitation is issued as a Request for Quotation. The North American Industry Classification System (NAICS) code 621511 has a size standard of $35M. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021‐04.
Contract line item numbers and quantities:

52.212‐2, Evaluation—Commercial Items:
The Government will award a firm‐fixed priced contract.
Basis of Award: Commercial and Simplified Acquisition Procedures will be utilized to the max extent in a streamlined evaluation IAW FAR 12.602 & FAR 13.106‐2. Award may be made without any form of communications with offerors. The Gov’t will make only one award to the offer that is most advantageous to the Government as follows:
Gov’t will first record total evaluated prices (inclusive of all CLINS/price lists). All price lists will be reviewed for balanced pricing. Any quotes which contain either unrealistically low or unreasonably high pricing as compared to the IGE and or other quotes will be noted.
Gov’t will then review technical proposals as requested in 52.212‐1, noting significant areas of either concern or value. If the Gov’t has a low degree of technical confidence in any quote, the contractor will not be reviewed for past performance. Past Performance will be reviewed for all remaining quotes, and may be based on Contracting Officer’s prior knowledge/experience; customer past performance inquiry replies; PPIRS/FAPIIS, or any other reasonable basis.
Contracting Officer will document the rationale for selection of the successful offeror including discussion of any trade‐offs considered.
Exception: If the offeror was previously noted as having either unrealistically low or unreasonably high pricing, the Gov’t will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled IAW FAR 14.407, and comparative assessment reaccomplished if necessary.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215‐2, Audit and Records‐Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause‐

Vendors shall screen, for installation and facility access, contractors who are not CAC‐eligible, pursuant to AR 190‐13, paragraph 8‐2.c. ‐ Screening and vetting personnel records. (1) A check of records through the National Crime Information Center (NCIC) Interstate Identification Index (III) is the Army minimum baseline background check for entrance onto Army installations for non‐CAC holders to include entrance of visitors. The FBI permits the use of NCIC III for vetting visitors to ensure the security of military installations.
ln no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government.
