About this file
This is an Amendment (SF 30, Amendment 0002) to a federal solicitation for a Multiple Award Task Order Contract (MATOC) issued by the U.S. Army Corps of Engineers, W075 Endist Sacramento KO Contracting Division. The amendment, effective February 19, 2026, extends the proposal due date from February 20, 2026, to March 6, 2026, and adds FAR Clause 52.219-14 (Limitations on Subcontracting) under Deviation 2021-O0008 (February 2023). The solicitation number is W9123826RA009.
The MATOC is for mitigation and vegetation clearing services, with contract performance expected to include site-specific native plant acquisition, site surveying and layout, well drilling, pump installation, irrigation installation, planting seedlings, grass seeding, and plant maintenance. The solicitation requires vendors to submit four specific project types: (1) a mitigation project valued at or greater than $600,000 covering a minimum of 5 acres and demonstrating at least six capabilities; (2) a wetland/riparian restoration project valued at $350,000 or greater with at least 3 acres; (3) a vegetation clearing project valued at $350,000 or greater with at least 3 acres of clearing in a floodway; and (4) an elderberry transplanting project valued at $250,000 or greater with establishment of at least 40 elderberries. All projects must have been awarded within the past six years and be at least 50% complete as of the proposal submission date. Proposals are evaluated on a pass/fail basis across three factors: previous experience with required project types, past performance (including disqualification for terminations for default, environmental violations, or OSHA violations within specified timeframes), and resumes of three key personnel (Program Manager, Contractor Quality Control Supervisor, and Native Plant Specialist), each with defined minimum qualifications. Proposals must be submitted electronically via PIEE by March 6, 2026, at 14:00 hours, with Volume I limited to 30 pages and Volume II exempt from page count limitations. A MATOC will be awarded to all qualifying offerors meeting the mandatory technical and past performance criteria, with task order pricing evaluated separately in accordance with FAR 16.505(b)(1)(ii)(E) and 16.505(b)(3).
