A24: The site crane is currently undergoing repair, testing, and certification. The Government does not guarantee that the crane will be operational or available during contract performance. Offerors should not base their proposals on use of the site crane unless its availability is subsequently confirmed by the
Contracting Officer Representative. If its use is authorized, the contractor must provide a properly qualified crane operator and comply with all applicable EM 385-1-1, OSHA site access, and
Government safety requirements. Operation of the crane will be supervised by a USACE employee.
Q25: Fire Alarm Section: “Use rigid pipe” Can we use EMT in lieu of rigid pipe. Currently has EMT in the elevator machine space. Would like to retain or replace with new EMT.
A25: No. The requirement for rigid pipe remains unchanged. EMT is not approved as a substitute. The existing EMT reference in the question serves the cellular-booster system and is not part of the elevator electrical installation.
Q26: Emergency power generator at the site. Appears to be connected to the current elevator. Confirm that it is connected and connections from transfer switch will need to be made to the new elevator equipment.
A26: The emergency backup generator is connected to the existing elevator system through the main control panel connected to the AST switch. The contractor must reestablish the existing emergency power connection as part of the elevator modernization.
Q27: What Code Year will the modernized elevator be inspected under? 2019? Please advise and confirm. Within those Codes, please confirm that the full length of the hoistway will need lighting and whether or not there is lighting fully up and down shaft currently. (We were not allowed to access the hoistway during the walk-through)
a. 2019 Code and newer has the Video Monitoring requirement for ADA purposes. Does this apply to this elevator modernization since this is NOT a public elevator and ADA guidelines will NOT apply. If required, someone will need to run and open access internet connected to the elevator mechanical space for connection and use.
A27: Video monitoring is not required. The existing hoistway does not have lighting along its full length; lighting is currently present only in the pit. The contractor must provide hoistway lighting that complies with the applicable code and PWS section 9, requirement.
Q28: Is the intent to make the fully manual doors on the elevator fully automatic after the modernization. Currently, the elevator has a 2-speed solid panel manual door in the car (with window) and also 2-speed sliding solid panels doors with windows at each hoistway landing. This is an important distinction as the conversion to fully powered doors is a significant change.
a. Spec mentions new door panels. The answer to the question above will impact what type of door panels are needed. If the manual operation is RETAINED, will new door panels still be required? (no reason to replace them unless converting to fully-automatic, powered door operation)
A28: The current doors have a powered door operating device that is not functioning. Details are provided in as-builts and photos. The PWS section 9 outlines what is required.
Q29: Spec called for new pit steel buffers and access was not provided at the time of the walk-through.
Please provide photos of the pit equipment, as it will be needed to provide a responsible bid response and quote.
a. Same for Car safeties…
A29: The available photos will be posted on SAM.gov for review.
Q30: Do you have a preference on which QEI Inspector / Company is used once this project is complete? We saw the tag of the most recent Inspector and have a good relationship with him and can hire him to return and inspect when MOD is complete.
A30: There is not a preference for a QEI inspector. The selected inspector must meet all solicitation, PWS, certification, independence, and applicable code requirements.
