About this file
This is Section 02 41 00 of a federal construction specification for the Sacramento River Contract 3, detailing demolition and removal requirements for existing facilities at a levee project site.
The specification establishes comprehensive procedures for demolishing and removing identified structures, materials, and utilities prior to new construction. Key work items include removal of existing boat docks and gangways (with piles remaining in place), disconnection and removal of utilities and related equipment, removal of paving and concrete slabs, and disposal of resulting debris. The contractor must submit a detailed Removal Plan for government approval before work commences, including procedures for careful material handling, utility disconnection sequencing, equipment specifications, and safety protocols. All demolition and removal work must comply with EM 385-1-1 Section 23, ASSP A10.6 safety standards, and 40 CFR 61-SUBPART M asbestos emission standards. The contractor is required to provide daily notification to Federal, State, regional, and local environmental authorities at least ten working days before commencing work and must prevent dust and debris migration to surrounding areas. Materials resulting from demolition become contractor property upon government approval of demolition procedures and authorization to begin work; however, burning materials on-site is prohibited. All removed debris must be transported off-site for legal disposal in compliance with applicable federal, state, and local regulations specified in the project's Waste Management Plan. The contractor bears all costs for removal and disposal of materials not reused in the project.
