About this file

This document is a Questions and Answers (Q&A) file for a demolition project at the Sacramento Resident Office. The Q&A addresses four key contractor inquiries: 1) Asbestos and lead survey (the trailer is post-1970s, assumed clean, with potential bilateral modification if unexpected materials are found), 2) Interior debris confirmation (some loose debris expected, visible during site visit), 3) Bid qualifications (no qualifications/exclusions permitted, complete job quotes only), and 4) Building removal specifications (foundations to be removed, voids to be filled with native soil material, base rock to remain in place).

The associated federal contract opportunity involves demolishing a site consisting of three modular trailers, one gazebo, two storage structures, and two parking areas for the U.S. Army Corps of Engineers Sacramento District. The project requires removing approximately 6,000 SF of buildings, 700 SF of supporting structures, and 24,000 SF of parking lot, including concrete curbs, sidewalks, and asphalt pavement. A pre-contract site visit is scheduled for 3 April 2025 at 10:00am PT, with questions due to Henry Barron by 6 April 2025 at 11:00am PT.

Text version

Q 1.: I did not see an Asbestos and Lead survey. Are we bidding the demolition with the assumption that all materials are clean?

A 1 : This trailer office is post 1970’s construction so it is safe to assume no Asbestos or Lead in your quote to us. If after award the contractor finds something that they suspect and the testing shows it is Asbestos or Lead, we will work out a Bilateral modification to pay for the extra cost of proper disposal of that material.

Q 2:Is the building empty or does loose debris exist inside?

A 2: There may be some debris inside (old desks, etc.). The site visit will be performed to allow contractors to see any loose debris.

Q 3: Will bidder be permitted to submit qualifications/exclusions?

A 3 : ”No, the quotes offered must be for the complete job. If any qualifications or exclusions to the quoted price are made by the offeror, the offer will be rejected.

Q 4: Please confirm Building removal includes removal of foundations but not base rock. Please also confirm these voids will need to be filled similar to sidewalk removal (“with native type soil material”)?

A 4: Building removal includes removal of foundations but not base rock. Yes, the voids will need to be filled similar to sidewalk removal.
