The proposed technical approach shall include the following: the Offeror’s proposed work schedule, including expected milestones in the approach for this contract; the major work elements to be self‐performed by the offeror’s in‐house work force, the major work elements to be performed by each subcontractor, and how the work will be accomplished; risk management measures that address all high risks to the completion of the PWS; and how the contractor will demonstrate attainment of remediation goals. Provide a description of your understanding of the challenges anticipated. Offerors are cautioned that replicating of the technical requirements or the PWS for Factor 1 with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform.

3.6 Factor 2: Organizational Experience

The offeror shall provide the one‐page project experience form (Attachment A) along with up to a two-page narrative for up to four (4) projects involving remediation of radionuclides and/or similar remediation work given sites relatively remote location, access challenges and regulatory climate. Offerors shall provide a statement affirming that the resumes provided in the technical proposal reflect the contractor’s /subcontractor’s personnel who will perform the work and be directly involved in the project on a day-to-day basis. In the case of a Joint Venture (JV), the resumes shall clearly state what partner firm each Key

Personnel works for. A clear partnership agreement must be in place that demonstrates how the

JV is more advantageous to the Government as opposed to a contractor/subcontractor relationship.

Note that changes in Key Personnel after award will be subject to Contracting Officer (KO) approval.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION METHODOLOGY

ADDENDUM TO EVALUATION FACTORS FOR AWARD

SECTION M – Evaluation Methodology

M001 SOURCE SELECTION

A. Basis for Contract Award

This is a best value source selection conducted in accordance with Federal Acquisition

Regulation (FAR) 15.3. The Government will select the offer representing the best overall value based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation. One contract will be awarded to the offeror who is deemed responsible in accordance with the FAR, as supplemented, and whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is determined, based on the evaluation factors to represent the best value to the Government. The Government seeks to award to the offeror who gives the Government the greatest confidence that it will best meet, or exceed, the requirements. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors, and the Source Selection Authority

(SSA) reasonably determines that the technical and/or overall business approach and/or past performance of the higher price offeror outweighs the cost difference. The SSA will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below).

B. Number of Contracts to be Awarded

The Government intends to award one (1) Firm Fixed Price contract.

C. Rejection of Unrealistic Offers

The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, contract terms and conditions, or unrealistically high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

M002 EVALUATION FACTORS

1) The following evaluation factors will be used to evaluate each proposal: Award will be made to the offeror proposing the combination representing the best value to the

Government based upon an integrated assessment of the evaluation factors described below.

Technical (Non-Price) Factors

Factor 1: Technical Approach

Factor 2: Organizational Experience

Factor 3: Key Personnel

Factor 4: Past Performance (same projects as Organizational Experience)

Price Factor

Factor 5: Price

2) Relative Importance of Factors. The relative importance of each factor in descending order of importance is as follows: Factor 1- Technical Approach is most important, and is more important than Factor 2- Organizational Experience; Factor 3- Key Personnel and is less important than Factor 2 but more important than Factor 4- Past Performance. For the purposes of making the award decision, all proposals that are rated technically

Unacceptable on any factor will be deemed unawardable.

In accordance with FAR 15.304(e), all evaluation factors other than Price, when combined, are significantly more important than Price.

A. Technical (Non-Price) Factors

The technical ratings provide an assessment of the quality of the offeror’s solution for meeting the Government’s requirements. The Technical evaluation provides a combined assessment of Technical and Risk. The Technical color ratings and Risk descriptions in Tables 1 and 2 below are to be applied to each of the technical sub-factors: Technical/Risk, Corporate Experience, and Management Approach.

Technical/Risk Rating. The combined technical/risk rating includes consideration of the strengths, weaknesses, significant weaknesses, and deficiencies of the offeror’s proposal in conjunction with the risk in determining how well the offeror’s proposal meets the

Technical/Risk factor requirements.

The following definitions will be used to in making the determination:

Strength is an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the

Government during contract performance.

Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.

Significant Weakness in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.

Deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.

Each Technical factor will receive one of the adjectival ratings, as shown in Table 1. 1

1 These ratings are in accordance with the DoD Source Selection Procedures, Defense Federal Acquisition Regulations Supplement (“DFARS”) Procedures, Guidance and Information (“PGI”) Subpart 215.3—Source Selection, Table 3 –…
