About this file

This document provides an amendment to solicitation W9123822B0004 for Sacramento River Erosion Contract 1. The amendment updates specifications, provides responses to two additional bidder inquiries, and modifies the pricing schedule and Davis Bacon wage determinations. The purpose of the solicitation is to repair riverbank erosion on the Sacramento River. Bids are due by January 25, 2022. The amendment clarifies that a minimum 6-inch layer of soil cover is required over soil-filled quarry stone to facilitate grass establishment. It also confirms that construction equipment can be delivered and operated within construction limits via barge to place and grade materials, if the equipment is also removed from the site by barge. The solicitation is a 100% small business set-aside issued by the Department of the Army Corps of Engineers Sacramento District.

ADDTIONAL INQUIRIES

Additional Inquiries

As discussed, the Government responses to inquiry No.s 9560436 and 9560436 warrant additional clarification. Historically the Corps of Engineers bank repair projects include a six inch layer of soil cover placed over the soil filled quarry stone (SFQS) to facilitate erosion control seeding/grass establishment. However, there is no soil cover shown over the SFQS on this project. The only soil shown for this project is located at the Planting Bench. The response to # 9560436 states areas to be seeded “includes all areas receiving top soil over soil filled quarry stone.” This response, combined with the response to inquiry no. 9560443, leads us to believe that the Government desires grass establishment over the SFQS. Grass will not grow directly on SFQS, which consists of 70% quarry stone and 30% soil. There has to be soil cover over the SFQS for the grass to grow. We submitted inquiry no. 9560443 anticipating that grass will not grow on the SFQS, and that another method of stabilization would be needed given that grass establishment is not achievable. I have also attached a photo from a previous project that shows soil cover partially over SFQS to illustrate what the surface of the SFQS will look like.

Government Response:

Concur, a minimum 6 inch layer of soil cover is needed over the soil filled quarry stone to establish grass. The plans and the price schedule have been updated to reflect both the planting bench mix (Top Soil Material), grass seeding, and erosion control measures.

Contractor Question:

Specification 01 50 00, Temporary Construction Facilities, Section 3.5 includes the statement that “All work must be done via barge only.” We interpret this that all quarry stone, trees for IWM, and soil would be delivered to the site via barge. We seek confirmation that it would be acceptable to deliver construction equipment, such as a doze and hydraulic excavator, to the site via barge which would then be set atop the QS and SFQS after these materials were delivered by barge. This equipment would finish grade the materials, and would only work within the footprint of the repair. All such equipment would be demobilized from the site via barge upon completion. This method significantly reduces the cost of the project. Will it be acceptable to use equipment working from the surface of the QS and SFQS to place and finish grade materials delivered by barge?

Government Response:

It will be acceptable to use construction equipment only inside the construction limits, on top of placed materials, and only if the equipment is delivered and removed via barge.
