MEC Interim 200628 1

No. RFP Page No RFP Section RFP Language Question & Response 1 Attachment 6

Pricing Schedule

Task 2 on Attachment 6 of the pricing schedule only contains provisions for a Total Cost.

In order effectively price the Annual Surface Monitoring task, will the government please confirm that the task will encompass an area equal 1% of the total acreage of track 3, to include 10% in areas of high subsurface anomaly density?

Response:

The question is confirmed. Task 2 will encompass an area equal to 1% of the total acreage of track 3, to include 10% in areas of high subsurface anomaly density.

2 7/15 10 The Contractor is required to provide primary equipment supplies and materials. However, the Government does have some equipment available, e.g., Schonstedt magnetometers, GPS devices, cameras, and radios. The Contractor should contact the Project Manager for a list of requested equipment for availability.

Will the government please provide a list of the equipment available for use per this requirement?

Similar comment:

Also, can you provide a detailed list of the available equipment that can furnished by the government in reference to attachment 5 para 10, this will allow us to determine the compatibility of needed software and any other equipment we don’t need to include in cost breakdown.

Response:

See attached table

4 PWS Initial

Task Order

Section 8.2.1

“The preliminary version of this submittal shall be submitted to the Army for internal review. Submit the draft and draft final versions to the regulatory agencies and the public for review. “

The PWS indicates the Work Plan will be submitted to the public for review. Please confirm this is a requirement. If so, what will be the contractor’s role in the public review process?

Response:

Section 8.2.1 of the initial TO PWS is in error. The Annual Surface Monitoring Work Plan is for internal use only and subject to review by the BRAC office team only. Contractor should plan for 3 iterations of comment and response to comment.

5 IDIQ PWS.

Sec. B1.4

Munitions Security Guarding How will the contractor receive the incidental munitions encounter?

Response:

The government expects that incidental munitions encounters will occur in one of two ways:

(i) A member of the public using open (or closed) trails would report a find to the BRAC office

(ii) MEC or UXO is discovered during annual surface monitoring

Notifications would generally come through the BRAC office for the above.

6 IDIQ PWS.

Sec. B1.4

How long will the contractor have to respond to an incidental munitions encounter?

Response:

This optional task will be exercised immediately upon discovery and the response requirement is immediate.

7 PWS Initial

TO.

How should bidders measure vegetation growth/density for the

Annual Surface Monitoring?

Response:

The government has not established a tiered system of metrics for this requirement. Photographic logging of vegetation heights and densities representative of a transect will be expected. In addition, erosion features should also be documented with photographic evidence. An example of the level of documentation is provided in the 2019 ASM report.

The main motive for the vegetation observation and visibility of the ground surface is for the Army to get a feel for how stable the ground surface is (stable means less likely for subsurface objects to become exposed). In surface removal areas, vegetation was either cut or burned some time ago which is why "growth" and "reestablishment of vegetation" are topics of discussion. Remedial action reports describe the timeframe of the previous vegetation disturbance in each unit or area.

For erosion/topographic feature observation; the Army’s objective is to identify & record new or notable conditions that might relate to increased likelihood of subsurface MEC and other objects to become exposed.

TO.

Will the contractor present the results to the BRAC Cleanup Team in IPM and/or BCT meetings?

Response:

No.

The surface MEC removal in Unit 31 is not complete. Should bidders include the containment lines around Unit 31 as part of the Annual Surface Monitoring?

No.

10 IDIQ PWS,

Section C.4.8.

The minimum qualifications for the UXOQCS are stated as

UXO Tech II or greater. Please confirm this should a UXO Tech III in accordance with DDESB TP-18.

Response:

The observation is correct. Please adjust your solicitation responses accordingly.

11 IDIQ PWS,

Section C.4.3.

The required experience for the Safety and Health Manager states “Certification by the American Board of Industrial Hygiene (ABIH) as a Certified Industrial Hygienist (CIH) or demonstrable experience in management of employee safety in a HTW and/or MRS setting.” Would a Certified Safety Professional (CSP) with over 15 years’ experience with HTRW and MEC including 4.5 years at Ft Ord be considered to have “demonstrable experience” as the Safety and Health Manager?

Response:

The key part of the PWS narrative is “or demonstrable experience” The respondents are encouraged to use wide latitude to make the case for a professional experience germane to the project. It is not the Government’s intent to narrowly limit the position qualifications.

12 Section L, Factor 4 – Past Performance.

The proposal requirements state: “Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.” Please reconsider this requirement to allow PPQs prepared for recent proposals to avoid having to request additional PPQs from our Federal clients.

Response:

It is the Government’s intent by this requirement to limit the PPQs to projects that are germane to the activities at former Fort Ord. PPQs for other RFPs will be allowed and evaluated based on their relationship to work required at this BRAC site.

13 Attachment 4

Pricing Schedule.

All of the task orders under this SATOC will be Firm Fixed Price. As a result, please confirm the Fully Burdened Hourly Labor rates are the only rates that should be incorporated into the contract. In addition, please remove the unburdened labor rates from Attachment 4 as they are unnecessary for Firm Fixed Price.

Response:

The assumption of all TOs being FFP is incorrect. While there is currently no Cost Reimbursable (CR) TO being planned for this initial solicitation, future TOs may be suitable for CR award.

Request denied.

14 Attachment 4 Pricing Schedule.

Several of the notes listed below the Fully Burdened Hourly Labor Rates are applicable to the SATOC and should be deleted if these notes are incorporated into the contract. For example, most of the discussion under Item 3 are not applicable to the labor categories listed, and Item 4 references a total multiplier for ODC which is not identified on Attachment 4.

Response: The Government has revised Attachment 4 to add a table for ODCs and Travel that requests the Offeror to provide markups for ODCs in the categories of Fringe, Overhead, G&A and Profit with a 5th column for the rollup total Markup. In addition a separate series of cells is provided for Travel. With respect to the fully burdened hourly rates, see response to Question 13.

Related question by another respondent.

8.4 TASK 4

Explosives Storage Locker (ESL) and Explosives Storage The Contractor shall provide the necessary personnel and license maintenance to operate the ESL during the entire performance period of this Task Order. Operation shall include placement and eventual removal of MPPEH during storage prior to demolition or other means of disposal. The operation shall also include storage of explosives material and appurtenances to be used for explosive demolition operations. The operation shall also include storage of military munitions; whether discarded (DMM) or otherwise.

Are there two magazines there for use of ESL and contractors explosives? Because reading the below task order makes this sound as one storage mag which would be a violation if DDESB and DOD regulations.

Response:

There are 2 magazines.

17 Attachment 5,

8.2 Task 2 -

Annual Surface Monitoring, Paragraph 8.2.2

In Reference to Annual Surface Monitoring. What is the level of effort for the 3 Man MEC Team? Qty of acres and/or quantity of days we were to use as a basis of estimate?

Response:

For a ROM of the LOE please refer to the Work Plan and Report for the 2019 ASM provided previously.

18 Concerning the page limits provided in Section L, can the government please allow illustrations such as organization charts, tables, diagrams, and figures to be excluded from the page count?

Response:

No

19 Can the page limit for Factor 1 – Management Approach, be increased from 6 pages to 10 pages to allow offerors sufficient space to present the information required in Section L?

This is acceptable.

MEC Interim 200628 8
