About this file

This construction specifications document outlines emissions mitigation requirements for the Tule River Spillway Raise Enlargement Project. The project involves raising and enlarging the Tule River spillway as well as relocating an access road. All off-road diesel equipment over 50 horsepower must meet Tier 4 emissions standards, while equipment 50 horsepower or less must meet Tier 3 standards. Total nitrogen oxide and particulate matter emissions are limited to 10 tons and 80 pounds per day, respectively. Mitigation measures such as idling restrictions, use of cleaner fuels, and monthly equipment reporting are required. The contractor must notify the U.S. Army Corps of Engineers and San Joaquin Valley Air Pollution Control District of planned construction and equipment usage at least 48 hours in advance.

Tule River Spillway Raise Enlargement Project Spec 2287 Phase I

3.7.8 Off-Road Diesel Powered Equipment

Comply with allowable NOx emission and PM emission thresholds per SJVAPCD's permitting program, CARB's PERP Registration, and PM and NOx Mitigation requirements. Perform a CARB Portable Diesel Engine ATCM-Fleet calculation (available at the CARB website) to determine the level of NOx Mitigation required. NOx emissions increased in one category of equipment may be decreased in another category to achieve thresholds. Reassess changes in equipment, marine vessels, mileage, and imported and exported material once per year to demonstrate continuous compliance. Perform NOx emission calculations, and annual recalculations by a qualified air quality specialist. Perform a recalculation if any of the following occurs:

a. Marine equipment hours or number of vessels increases

b. Off or on-road truck travel miles increase

c. Portable construction equipment changes or quantity increase

d. Increased import (over 250,000 cy) or export (over 250,000 cy) material quantities.

Incorporate the following mitigation measures to minimize the generation of NOx emissions and PM10/PM2.5 dust during project construction. They are based on recommendations from the SJVAPCD.

3.7.8.1 NOx and PM Emissions

Total project threshold for NOx emissions is 10 tons per year. Total project thresholds for PM emissions are 80 pounds per day of PM10 and 80 pounds per day of PM2.5. The project must remain below threshold through joint Contractor/Government management. Assume the Contractor is producing 84 lb/day NOx. Contractor must inform Government of any changed equipment use or sequencing at least one week prior to commencing activity.

Contractor is responsible for equipment/emissions reporting as required by

SJVAPCD.

Incorporate emissions-reducing technology on construction equipment.

Restrict idling to a maximum of 5 minutes, except as provided in the CARB 13 CCR SS 2485 exceptions.

In accordance with the Equipment Engine Specifications, from the project NTP until the end of the project, all off-road diesel-powered construction equipment greater less than or equal to 50 horsepower (hp) must meet Tier-3 off-road emission standards. All off-road diesel-powered construction equipment greater than 50 hp must meet Tier-4 off-road emission standards.

Contractor must submit documentation with significant rationale for approval on a case-by-case basis for use of lower level equipment.

Update and dually submit the PERP Data equipment inventory (on-road, off-road, portable and stationary vehicles and equipment) to the Government and to CARB once per month throughout the duration of the project, except that an inventory would not be required for any 30-day period in which no construction activity occurs. At least 48 hours prior to heavy-duty off-road equipment use, provide SJVAPCD and the Government with a report containing the anticipated construction timeline, including start date and names and phone numbers of the Contractor's project manager and onsite foreman.
