Any wait time or standby time will also need to be identified using the aforementioned price breakouts. Offerors must provide all applicable subcontractor quotes.
Evaluation of Price
Price will not be rated as Acceptable or Unacceptable but will be a factor in making the final determination for award.
Price for this task order will be determined by adding the offeror’s proposed firm-fixed prices for all CLINS to establish the overall project price. Offerors will be required to price all line items in the blank pricing schedule. The pricing schedules will be checked for minor clerical errors or mathematical mistakes; any errors discovered may be resolved through clarification. The Government will perform a price analysis on the lowest priced, technically acceptable proposal received. The Government MAY perform price analyses on additional proposals in order to establish a fair and reasonable price based on adequate price competition. Price analysis will be performed in accordance with FAR 15.404-1 to determine completeness, reasonableness and understanding of the work. Completeness addresses the extent to which the elements of the price proposal are consistent with the requirements of the solicitation. Price reasonableness will be established using price competition information, historical price information, comparison with the Independent Government Estimate (IGE) and/or any other pricing tools necessary.
By submission of an offer the Offeror/Prime Contractor affirms that in the event it is awarded the contract, at least 50 percent of the cost incurred for personnel shall be expended on employees of the concern in accordance with FAR 52.219-14 -- Limitations on Subcontracting. <Am03>
