RFIs Regarding the Solicitation Docs (not including PWS) and Government Responses
16 August 2019
1. The RFP (Pg. 45 of 49) indicates that the font size for experience is no smaller than 10. Can you please verify that the same font size applies to the Technical Approach response and the balance of the proposal?
USACE Response: Yes, please use font size 10 or greater for Factor 3- Technical Approach.
Solicitation has been updated to include font size limitations to Factor 3. Organizational Experience form has been revised to use 10 point font. There is not a specific font size minimum for Factors 2, 4 or 5 but text must be readable to someone with average eye sight without magnification (in other words, a “reasonable person”).
2. There is no indication in the proposal concerning the number of copies to be submitted. Block 28 on the SF 1449 indicates that 2 copies of that form are to be signed and returned. Does this mean that two hardcopies of the proposal are to be submitted? Are 2 copies of the SF 1449 to be submitted with each copy? Please clarify.
USACE Response: Email submissions are strongly preferred. If submitting a proposal via email include one copy of the entire submission package. If mailing or hand delivering the proposal include two copies of the entire submission package.
3. SF 1449 Block 15 indicates an address for proposal delivery. Is hand delivery an allowable option? If so, could you please provide instructions for this?
USACE Response: Mail or hand delivery to the specified address is acceptable; email submissions are strongly preferred. If hand delivering please make arrangements to meet with the contract specialist or contracting officer in the lobby of the building prior to the solicitation closing time and date in the SF1449.
4. This is no information provided in the RFP concerning an electronic copy of the proposal to be submitted. Can USACE please indicate if an electronic submission is required? How is the Pricing schedule to be submitted, including format (e.g. printed, CD, USB), number of copies, etc.?
USACE Response: Offerors may submit electronically, in hard copy format, or on a CD.
Electronic submissions via email are strongly preferred. USBs will not be accepted.
5. The RFP indicates that “Each past performance questionnaire is limited to seven (7) 8 1/2” x 11” pages.”. However, the Past Performance Questionnaire (PPQ) cover instructions indicate “Also include performance recognition documents received within the last seven (7) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.” Are we correct in assuming that these are exempt from the 7-page limitation?
USACE Response: Performance recognition documents are exempt from the PPQ page limitation and font size limitations.
6. Could USACE please clarify if a copy of the 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (OCT 2018) is to be submitted with this proposal if we have comleted them in SAM? How are we to complete/submit per paragraph (b) per the RFP instructions? Should we place behind a tab following price at the back of the proposal?
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.
USACE Response: Separate SAM Reps and Certs submissions are not required. If there are no changes to the paragraph (c) reps and certs offeror should complete (b) by stating “N/A” or “none” or similar in the blank space in (b) where is says “except for paragraphs ____.” If this section of paragraph (b) is left blank and nothing is checked in paragraph (c) USACE will assume there are no changes from the reps and certs in SAM.
7. Could USACE please clarify the instruction for pricing contained in Amendment 0003?
Offerors must also provide a price breakout on a separate tab or in a separate document. The breakout for each Contract Line Item Number (CLIN) shall show the price components that comprise the line item total for that CLIN, such as labor categories, hourly labor rates per category, number of hours per labor category, and other direct costs, if any, as well as the material type, unit of measurement, and the quantity of units.
USACE Response: In this instruction, does “separate tab” refer to a tab we would insert within the provided Excel spreadsheet (one each for Base + 3 option periods), or a physical tab in the document behind the Factor 5 submission?
Separate tab refers to a tab on Excel that may be added to the blank pricing schedule to provide the required information. Backup/breakout documentation may also be provided in Word or PDF documents.
8. The RFP instructions for providing Factor 1 – Organizational Experience calls for “…the attached one‐page project experience form along with up to a one-page narrative (two pages total per project submission)”. However, the provided form is an MS WORD table in which the information to be provided in boxes 8 and 9 would essentially duplicate the information in an additional one-page narrative. Is it acceptable to provide the entire narrative in box 8 of the form, thereby allowing the form to expand across the total two-page allowed limit?
USACE Response: Yes, offerors may expand any of the boxes as long as the total form does not exceed two pages per project. Offerors may also begin their responses to boxes 8 and 9 on the second page.
