Section A - Solicitation/Contract Form

EXECUTIVE SUMMARY

Administration of this Contract will be the responsibility by U.S. ARMY CORPS OF

ENGINEERS, SACRAMENTO DISTRICT (USACE-SPK).

USACE-SPK intends to award one stand-alone “C”-type Contract for an Optimized Remediation Contract (ORC) at Hill Air Force Base (HAFB), Utah. The objective of this solicitation is to award to a small business one “C”-type contract with an up to 10 year period of performance including all options. The Government reserves the right to award using a different procurement vehicle than this solicitation or not at all.

This requirement is for environmental remediation services at HAFB. The range of activities include maintenance of established remedies, implementation of optimization to enhance remedial progress at applicable sites, and achievement of site specific objectives as identified in the Performance Work Statement (PWS). The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives (POs) at 23 Installation Restoration Program (IRP) sites and three (3) Military Munitions Response Program (MMRP) sites within HAFB (see Attachment 1 – Hill Air Force Base Base-wide Operable Unit Map) or at Little Mountain Test Facility (LMTF). LMTF is an Air Force Material Command laboratory 15 miles west of Ogden, Utah. LMTF is owned by the Air Force and operated in conjunction with defense contractors.

HAFB is located in northern Utah, approximately 25 miles north of Salt Lake City and about five miles south of Ogden. The Base occupies approximately 6,700 acres in Davis and Weber counties. The Base is bounded on the west by Interstate 15 and the Davis-Weber Canal and on the east by private property. HAFB and earlier military installations that occupied the Base operated industrial facilities related to military aircraft since the construction of the Ogden Air Depot in 1940. Many different aircraft, missile, and weapons systems have been maintained and tested in the course of continuous operation and expansion of the Base since its inception.

Industrial activities at HAFB have created a number of hazardous waste sites.

Contamination from chemicals has impacted the groundwater and formed large plumes, both on and off base.

Remediation activities at HAFB are being conducted pursuant to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Oil and Hazardous Substances Contingency Plan (NCP) requirements. Regulatory oversight is provided by the US Environmental Protection Agency (EPA) and with Utah Department of Environmental Quality

(UDEQ).

Environmental remediation activities at LMTF are being conducted pursuant to the CERCLA in accordance with an Integration Agreement (IA) with regulatory oversight provided by UDEQ.

The installation was placed on the National Priorities List (NPL) in 1987. The installation is being administered under a Federal Facility Agreement (FFA) signed by EPA and UDEQ in 1991.

The USACE Sacramento District Contracting Office will remain the Procurement Contracting Office; no other agency can make changes to the Base Contract.

“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the Closing date for receipt of proposals. In the event the Government cancels this Solicitation, the Government has no obligation to reimburse an offeror for any costs.”
