MEETING SUBJECT Kick-off Meeting
1. The meeting report summarizes discussions, instructions and understandings of the meeting and may not be in chronological order.
2. The meeting was opened at 0800 MDT in Conference Room C14, Building 849, by Cliff Costa, USACE PM, Charleston District.
3. The following people participated in the meeting by telephone:
a. Carole Works, USACE (Charleston-Engineering)
b. Mayank Shah, DLA (New Cumberland, PA)
c. Bill Jerome, DLA Disposition (Battle Creek)
d. Dave Stickney, DLA Disposition (Battle Creek)
4. Mayank Shah DLA provided the following information:
a. DLA services are being consolidated. Lot 2 will be utilized by Distribution while Lot 3 will serve
Disposition. Work at Lot 2 should be completed first.
b. The interiors of Bays D and E in Building 845 will be renovated to accommodate additional administrative space. A loading dock will be added exterior to Bay E.
c. Generally, fire/egress deficiencies will be addressed by BCE Saber Contractor by a separate project.
Bob Elliot is the POC for Saber at Hill AFB. New construction will not begin until fire/egress issues are addressed.
5. Cliff Costa USACE provided the following information:
a. The design schedule for the project is 180 days including a topo survey and a geotechnical investigation.
b. The budget for the building renovation and the improvements to Lots 2 and 3 is $12M-15M.
c. The design submittals will include 35%, 65%, 100% and RTA.
d. Dr Checks will be used to capture comments at each submittal phase.
e. DLA has new VOIP telephones. Jon Henderson’s (DLA) new telephone number (385) 519 8592.
f. The design submittal mailing list shall be revised to indicate New Cumberland receiving (1) half-size hardcopy of the drawing set and (1) CD of the complete submittal.
g. Russell Thompson’s street address is: 75 CEG/CEN MP 5713 Lahm Lane Bldg 593 North Hill AFB, UT 84056-5410
6. Paul Waite 75CEG noted that any occupancy change to the existing warehouse will trigger anti-terrorism force protection standards. Jon Henderson DLA will verify the proposed occupant load versus the existing occupant load of Bays D and E in order to determine if there will be an occupancy change relative to ATFP requirements. Currently it is thought that Bay D has 11 occupants and Bay E has 5.
7. General discussion during the meeting addressed the following issues:
a. The water and sewer systems are privatized: American Water. Natural gas is provided through the installation and is not privatized. City Light and Power provides electric service.
b. Geobase can provide utility maps.
c. A site survey will be conducted at Building 845 to verify utility locations.

d. The new ramps associated with the loading dock at Bay E will be located on the north side of Building 845.
e. The design of the loading dock will be based on the sketch attached to the AE scope of work. Jon Henderson DLA indicated that a similar loading dock was constructed at Building 850.
f. Radiation monitors are required where property is received. Bay E will require monitoring at the main overhead door at the dock and at the door between Bays D and E.
g. Separate cost estimates will be provided for Building 845, Lot 2 and Lot 3. The loading dock will be included in the cost estimate for Building 845 and will be a separate line item.
