1.3 SUPPLEMENTARY CONDITIONS REQUIREMENTS

1.3.1 SCR-1 Location of Work

The Natomas Basin is approximately 53,000 acres (82 square miles) and is situated north of downtown Sacramento. Reach I, which is situated mostly on

00 73 05 - 3

Garden Highway along the American River, is approximately 2.19 miles in length (STA 0+00 to STA 115+00). The Reach I Contract 1 project is from STA 0+00 to STA 115+00.

1.3.2 SCR-2 Scope of Work

The existing Garden Highway levee, along Reach I - Contract 1, is between 9 and 24 feet tall. Crown elevations vary between approximately 39 and 43 feet, including the pavement section. Landside toe elevations range from approximately 19 to 36 feet. The levee crown width varies from about 25 to 120 feet, with a typical width of 60 feet. The landside and waterside slopes range between approximately 1.1H: 1V to 3.6H: 1V (horizontal:

vertical).

A slag cement-cement-bentonite (SCCB) seepage cutoff wall will be installed with an approximate bottom elevation of -5.0 feet. The 30-inch wide SCCB cutoff wall will start by overlapping by approximately 50ft an existing cement-bentonite (CB) seepage cutoff wall which ends at approximately STA 3+01 near Gateway Oaks Drive and it will end at approximately STA 113+00.

Suitable soil from the excavation of the cutoff wall will be used to construct the Reach 19A seepage berm. If additional suitable soil remains after construction of the Reach 19A seepage berm, the soil will be placed at the Hewitt stockpile location.

A blanket drain will be installed from STA 16+72 to STA 24+02 consisting of a geotextile lined 24-inch thick layer of ASTM C33 sand beneath soil type 2 fill. From STA 19+42 to STA 21+59 the blanket drain's finished grade will be lined with a concrete slope and have a rock and sand mixture at the toe of the blanket drain. From STA 16+72 to STA 19+42 and from STA 21+59 to STA 24+02 the blanket drain will be covered with soil type 2 and have a permeable concrete toe.

Utility encroachments including water, sewer, electrical, and storm water sump station discharge lines will be relocated per the plans.

Access to the construction site will involve temporary partial and full shutdown of Garden Highway.

At a minimum, the alternative Traffic Control Plan shall achieve the following objectives:

(1) Two-way bike lanes are to be provided during construction. A two-way bike lane is to be provided by closing off the Garden Highway south east-bound land and will be kept open between Gateway Oaks Drive and Natomas Park Drive during construction phasing. If the bike paths are adjacent to vehicle traveled lanes, then a temporary concrete barrier shall separate the two types of traffic.

(2) The northern entrance to Discovery Park at Natomas Park Drive and Garden Highway shall not be impacted by construction during their three main events. These events have not been scheduled, however they are generally scheduled for early May (Bassmaster Tournament), the second week of September (the California Brewers Festival) and the Third week of October (the Aftershock Music Festival). The Contracting Officer may also in the event of cultural resource discovery require the Contractor to restrict construction in a specific area of the project and relocate equipment and resume work at a distance of up to 300 feet from the restricted area. The restricted area will be determined by the Contracting Officer in consultation with the Government archeologist.

1.3.51 SCR-51 City of Sacramento Encroachment Permit

1.3.52 Site Access and Fiber Optic Sensor Instillation Assist

The Contractor shall allow access to representatives of the University of California, Berkley in order to install permanent fiber optic sensors in a portion of the cutoff wall between STA 13+50 to STA 27+00 and STA 30+10 to STA 38+50 of Control Line B. The fiber optic sensors will be installed in no more than two elements as defined in Specification Section 31 56 13 Slag Cement-Cement-Bentonite Cutoff Wall - Open Trench. The data collected using the fiber optic sensors will not be used to determine cutoff wall acceptance nor will the installation relieve the contractor of any of the requirements of the contract specifications and drawings. The Contractor must allow the installation of the fiber optic sensors after completion of full depth excavation of the cutoff wall element but prior to the initial set of the cutoff wall element. Following installation of the fiber optic sensors, the Contractor shall allow access to representatives of the University of California, Berkley to collect data near the installation location of the fiber optic sensors. Access afforded by the Contractor to representatives of the University of California, Berkeley at no cost to the Government. The Contractor may be requested to assist in lowering the fiber optic sensors into the cutoff wall element using either the long stick excavator or other available excavation equipment at the project site. The estimated time required will be two hours per element. The cost of this item is appurtenant to the Construction of the Project. No additional payment shall be made for allowing access to the site or assisting in the installation of the fiber optic sensor.
