SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Reach I Contract 1 extends along the Garden Highway from Gateway Oaks Drive (Station 0+00) to approximately Northgate Boulevard (Station 115+00). Levee Improvements will include a Slag cement-cement-bentonite (SCCB) cutoff wall, drainage blanket, and utility relocations. It is expected that the Contractor must complete the blanket drain, waterline relocations, and bike path connector relocation prior to October 31, 2018. All other Contract work must be completed during the subsequent 2019 construction season.
The levee is between 9 and 24 feet tall. Crown elevations vary between approximately 39 and 43 feet (NAVD 88). Landside toe elevations range from approximately 19 to 36 feet. The landside slope ranges between approximately 1.1 horizontal to 1 vertical (1.1H:1V) and 3.6H:1V.
A new slag-cement-cement-bentonite cutoff wall will be placed through Garden Highway and the bike trail from Station 10+41 (Control Line B) to Station 113+00 (Control Line A) and will overlap the existing cement-bentonite (CB) cutoff wall by 50-feet from Station 10+41 (Control Line B) to Station 10+91 (Control Line B). Suitable soil from the excavation of the cutoff wall will be used to construct the Reach 19A seepage berm and Stockpile B. If additional suitable soil remains after construction of the Reach 19A seepage berm, the soil will be placed at the Hewitt stockpile location. There will be a gap between Station 27+00 and 30+10 underneath Interstate 5 (I-5).
Slope flattening and a blanket drain will be constructed along the landside levee slope beneath and adjacent to the I-5 Bridge, near stations 25+00 and 32+00 (Control Line B). The blanket will have a uniform thickness of two feet perpendicular to the slope and will extend to elevation 33.5 within the levee.
Access to the construction site will be from Garden Highway and will require temporary, partial and full shutdown of Garden Highway. Staging area include a portion of Discovery Park as shown on the Drawings.
1.2 EXISTING FACILITIES
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements", the Contractor shall:
a. Remove or alter existing facilities in such a manner as to prevent injury or damage to any portions of the existing facilities which remain.
b. Repair or replace portions of existing facilities which have been altered or damaged during construction operations to match existing or adjoining facilities, as approved by the Contracting
01 11 00 - 2
Officer. At the completion of operations, existing facilities shall be in a condition equal to or better than that which existed before new work started all at Contractor's sole expense.
1.3 LOCATION OF UNDERGROUND FACILITIES
Contractor will be responsible for contacting and coordinating the utility providers 10 days prior to the start of construction. Standard potholing hand dig method would be used to locate the deep utilities in order to avoid damage to the pipes during construction.
1.3.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work. Contact Underground Service Alert at 800-642-2444 48 hours prior to excavating. Contractor is responsible for marking and preserving all utilities not marked by Underground Service Alert.
Contractor shall also renew as needed and keep active the USA ticket throughout the life of the construction contract.
1.4 LOCATION OF OVERHEAD ELECTRICAL FACILITIES
Contractor shall be responsible for contracting and coordinating with utility providers 10 days prior to start of construction. Contractor shall take extra caution while working under these power lines.
1.5 SUGGESTED SEQUENCE OF WORK
Sequencing of some of the work is required per the Supplemental Conditions.
1) A Slurry Spill Prevention Plan shall be submitted 30 days prior to commencement of construction activities.
2) A Traffic Control Plan shall be approved and installed prior to the start of any construction related to the cutoff wall work.
3) Drainage blanket construction shall occur after the cutoff wall and bike path have been constructed between Stations 2+51 and 39+50 (Control Line A). This allows the bike/pedestrian traffic to be moved back to the bike path and the East bound lane on Garden Highway previously used for bike/pedestrian traffic free to be used for drainage blanket construction.
