RFIs received as of February 6, 2018 and Government’s Official Responses:
1. Will this task order 0001 be split between contractors or will be issued to a single contractor?
Government response: Offerors receiving an “Acceptable” rating for each Factor 1-5 and demonstrating a fair and reasonable price for Factor 6- Labor rates for the Base IDIQ Contract above will be considered for a MATOC award. The Government intends to award http://www.fedbizopps.gov/ three (3) MATOC IDIQ contracts but reserves the right to award more, fewer or none at all.
Offerors receiving an “Acceptable” rating for Factors 1-5 and demonstrating a fair and reasonable price for Factor 6 will also be considered for Task Order 0001 award. Task Order 0001 will be awarded to the single offeror proposing the lowest price for Factor 7- Price Proposal for Task Order 0001 (lowest price technically acceptable).
2. Can you identify the Equipment Manufacturer (i.e. Isco, Campbell Scientific, Hach, ect.) for the equipment used at each of the locations?
Government response: Sutron Data Logger + SatLink Transmitter, Teledesign Systems, INC TS4000 VHF radio (Gov't frequency assignment), varied sensor manufactures most use SDI- 12 protocol or an 0-5V or 4-20Ma
3. What type of integration software is used at these sites, if any?
Government response: Custom software located at Dam offices collect data from the gages over the VHF radio. OpenDCS is used for GOES decoding, which is handled by Corps personnel.
4. Please indicate the historical sites that are only accessible by helicopter or by hiking in with pack animals?
Government response: WTM, UTY, STL and HCK are only accessible by helicopter or pack animals. Helicopter landing areas are available at all four sites but if conditions prevent helicopters from flying and horseback is required anticipate at least eight (8) hours each way for UTY and STL.
5. Please confirm that there is no action needed at these sites [for Task Order 0001]
BLBP
MRTP
NHGP
FRMP
BUCP
BUCW
HIDP
PNFP
TRMP
SCCP
ISBP
FLW
WRSP
COYP
Government response: All ending in P and BUCW confirmed, no action by contractor. FLW should get work done by the contractor. MRTS is also no action for contractor (see revised Task Order 0001 PWS Attachment A).
6. Will mileage be invoiced for reimbursement separate from firm fixed CLIN or should the cost of mileage be worked into each CLIN?
Government response: Please include all costs including travel in the unit price of each subCLIN as appropriate.
7. Will helo and horse travel be invoiced for reimbursement separate from firm fixed CLIN or should the cost of these be worked into each CLIN as appropriate?
Government response: Please include all costs including travel in the unit price of each subCLIN as appropriate.
8. Is there a description of which stations are SRO? These appear to be the same amount of stations omitted from each project on Attachment No. 7 Blank Task Order 0001 Blank Pricing Schedule? Will measurements/visits be made to these sites during the regular scheduled visits to the corresponding projects?
Government response: Please see T.O. 0001 PWS Attachment A. Any station whose CLIN ID is 0014 0013 [0014 in original T.O. 0001 PWS, 0013 in 2nd revised T.O. 0001 PWS due to deletion of Martis Creek] is an SRO gage. Decide on station visit timing as appropriate for vendor operations and required maintenance interval. They have been "separated" form their associated project to make internal billing a bit easier for us; the actual work required remains the same.
E.G. for maintenance and measurement it is reasonable, schedule wise, to treat them as if they are part of the project/basin listed in Attachment A.
9. [Base IDIQ PWS Section] 3.2 Periodic Maintenance states that the contractor shall be responsible for maintaining and replacing broken equipment including monitoring and sensor equipment. Will this equipment be provided by USACE, or will the contractor be responsible for purchasing? If the latter, will such purchases be covered using change orders?
Government response: Sensors, Data Loggers, and Radio gear is purchased by the Corps and provided as Gov't Furnished Equipment.
10. To what extent will the contractor be responsible for obtaining flow measurements to verify high flows? Will this be a major component of the work, or only for a few gages?
Government response: The Corps would like effort to be made to capture anticipated (not all streams are controlled) high flows and low flows as part of regular measurement scheduling.
The callout measurements listed are for those situations when a measurement is determined more critical and should be done outside of the regular measurement cycle. The Corps would not "ding" a vendor for delays or missing measurements due to Life/Safety concerns.
11. Is this proposal to be submitted in SF330 format?
Government response: Please follow the submission instructions in Section L, Instructions, Conditions and Notices to Bidders, of the solicitation, particularly the Proposal Submission Requirements beginning on page 61 of the solicitation. The solicitation is on form SF1449 and amendments are on form SF30; please complete, sign and return the cover pages of the solicitation document and all amendments with proposals (see page 61 of the solicitation).
12. Gage TRM -- In Attachment 6 Section 1.1.3 indicates that TRM is not to be monitored monthly, however, in Section 1.2 it does require monitoring. This also agrees with Attachment No. 7 "Bid Sheet" that is will be monitored. Please indicate which one to follow.
Government response: Attachment No. 6 Task Order 0001 PWS (3rd Revision- See Amendment 0004)” Attachment A and “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)” are up to date and correct; please follow these.
13. CLIN No 11 -- In Attachment No. 7 "Bid sheet" indicates that we are to visit 5 annual locations. However, in Attachment No. 6 in Attachment A indicates that there are only 4 annual locations. Please confirm how many sites need to be visited annually.
Government response: SCCP was incorrectly added into the total, the correct total is 4. See subCLIN 0011AC of revised “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)."
14. CLIN No. 10 -- In Attachment No 7 "Bid sheet" indicates that we are to visit only 2 annual locations. However, in Attachment No. 6 in Attachment A indicates that there are 3 annual locations. Please confirm how many sites need to be visited annually.
Government response: ATW was left out of the total count, the correct quantity is 3. See subCLIN 0010AC of revised “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)."
15. CLIN No. 4 -- In Attachment No. 7 "Bid sheet" indicates that there is quarterly stream gage measurement at 5 locations. However, 3 of the locations (PRY, RRF. and SHR) require us to perform climate monitoring only. Is there stream gage maintenance to be performed at these sites. If not are there additionally locations in CLIN No 4. for the stream gage maintenance?
Government response: PRY, RRF, SHR are climate only. The correct quarterly stream gage maintenance quantity should be 8. See subCLIN 0004AB of revised “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)."
16. CLIN No 7 -- In Attachment No. 7 "Bid Sheet" indicates that there are 3 locations to be monitored quarterly for stream gage maintenance and 2 locations for climate gage maintenance.
However, in Attachment A the list indicates that there are only 2 quarterly locations called out.
Please confirm how many sites need to be visited quarterly.
Government response: 1 Quarterly Stream Gage (BUCQ), 2 climate stations (MGN, BNR).
See subCLIN 0007AB of revised “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)."
17. CLIN No. 8 -- Same as question 5 Government response: 1 Quarterly Stream Gage maintenance (HIDQ), 2 climate stations (WST, OKH). See subCLIN 0008AB of revised “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)."
18. CLIN No. 15 -- Same as question 5, Government response: 1 Quarterly Stream Gage maintenance (COYQ), 1 Climate station (PTV). See subCLIN 0015AB of revised “Attachment No. 7 Task Order 0001 Blank Pricing Schedule (Rev 1- see Amendment 0004)."
19. CLIN No. 16 -- Please confirm there is no action to be taken at Gage PTV.
Government response: Initially CLIN 0016, subsequently CLIN 0015 in “Attachment No. 6 Task Order 0001 PWS (3rd Revision- See Amendment 0004).” Should have been revised to CLIN 0015 as part of 2nd revision but was inadvertently overlooked. Quarterly climate maintenance (F) action is to be taken at PTV as part of CLIN 0015.
20. SH-1 and DW-1 - Historically, these sites have been included in the annual Record Work up.
Other, similar, repeater sites are noted with Record Work up on [Attachment No. 6 Task Order 0001 PWS Attachment] A. IE: PT1, SC1, SR1, PR1 Government response: Attachment No. 6 Task Order 0001 PWS Attachment A SH1, DW1 updated to include an R indicating Contractor does Record Workup.
21. BUCQ – [Attachment No. 6 Task Order 0001 PWS Attachment] A notes maintenance to be done by ACOE, all other Q sites IE: HIDQ, ISBQ, PNFQ, etc…, it is stated that maintenance is to be done by the contractor.
Government response: Attachment No. 6 Task Order 0001 PWS Attachment A BUCQ updated to include an M indicating Contractor does Maintenance.
22. TMR –[Attachment No. 6 Task Order 0001 PWS Attachment] A notes no Streamflow measurements are to be taken by contractor, however, Record Work up is to be done by contractor. Historically this site has been measured monthly.
Government response: Attachment No. 6 Task Order 0001 PWS Attachment A TMR updated to include an S indicating Contractor does Measurement.
23. SGV – This site historically has had Record Work up, noted no Record Work up on [Attachment No. 6 Task Order 0001 PWS Attachment] A.
Government response: Attachment No. 6 Task Order 0001 PWS Attachment A SGV updated to include an R indicating Contractor does Record Workup.
24. It is noted on Attachment_No.6_Task Order_0001_PSW (2nd_revision_see_Amendment_0003) that only NLS and Snow lab have Soil Moisture sensors.
LGS has Soil Moisture sensors, as well.
Government response: Attachment No. 6 Task Order 0001 PWS Attachment A updated to indicate Log Springs (LGS) has soil moisture sensors.
25. Amendment 3, Question 4- 4. “Please indicate the historical sites that are only accessible by helicopter or by hiking in with pack animals?”
“Government response: WRM, UTY, STL and HCK are only accessible by helicopter or pack animals. Helicopter landing areas are available at all four sites but if conditions prevent helicopter from flying and horseback is required anticipate at least eight (8) hours each way for UTY and STL.”
All sites in Attachment A noted BC should be considered as helicopter/pack animals, this includes other sites such as MTM, PR1, etc…. Most require more than 8 hours on horseback to access. (From Cedar Grove pack station it takes 4 to 5 days, via horseback, to complete the UTY maintenance.)
Government response: Concur that all sites in Attachment No. 6 Task Order 0001 PWS Attachment A noted as BC should be/could be considered as accessible only by helicopter/pack animals. Anticipated minimum times provided as a courtesy only; actual times should be calculated by potential vendors using the provided latitude/longitudes prior to submitting a proposal.
