IDIQ for Stream Flow Measurement and Gage Maintenance for Sacramento District Projects 06 Sep 2017
Performance Work Statement
1 Overview
This contract is for the performance of stream slow measurement, general gage maintenance for gages located throughout the Sacramento District, and other associated tasks such as staff gage installation or major station repair and rebuilding. Stream flow measurements may need to be taken from a bridge, wading the channel, using a cableway, or estimated if none of previous methods will work. The gaging network consists of stream flow (usually a Stage gage), climate, and SnoTel stations throughout the valley and mountains or Northern California. A periodic workup of the data record to account for known issues will also be required. A complete list of gages is provided in Appendix A.
The stream flow and gage maintenance work, and record workup will be issued by separate Task Orders most likely for one year at a time. E.G. one task order per year for flow measurements and maintenance at all of the gages where services are required.
Additional Task Orders may be created for doing major repairs, or updates, to or relocating a site, or staff gage installation as needed.
2 Required Knowledge The Contractor shall have general knowledge and experience installing, configuring and troubleshooting: 1) data collection platforms, 2) environmental sensors which use the SDI-12, 4-20mA, RS-232, and RS-485 communication protocols, 3) satellite and radio telemetry systems, and 4) TCP/IP network devices.
The Contractor shall have specific knowledge and experience conducting stream water measurements using industry standard measurement equipment and USGS Current Meter Measurement (CMM) procedures.
The contractor shall have specific knowledge and experience operating stage recording instruments and calibration of stage recording instruments to reference benchmarks and datum.
The contractor shall have specific knowledge and experience operating climate data recording instruments and calibration of climate data recording instruments.
The contract shall have specific knowledge and experience building gage sites, surveying and installing staff gages. This is includes Stream Flow and SnoTel gage sites.
The Contractor and essential employees must be able to meet eligibility requirements for necessary access to the secure Army Corps facilities, such as dams, and to the secure intra-network. Requirements may include a background investigation and continuing Information Assurance education.
2.1 Qualifications of Key Personnel
Hydrographers are responsible for analyzing hydrographic data to determine trends in movement and utilization of water. Reads meters and gages to measure waterflow and pressure in streams, conduits, and pipelines, and records data.
2.1.1 Hydrographer (Senior Level)
The Senior Level Hydrographer is responsible for analyzing hydrographic data to determine trends in movement and utilization of water, preparing graphs and charts to illustrate water flow patterns, preparing the rating tables for the river stage and flow. The Senior Level Hydrographer shall have, as a minimum, the following qualifications:
• A college degree in resource or environmental management or equivalent.
• Five (5) years of experience in hydrographic equipment installation, calibration, troubleshoot and maintenance of the gaging stations.
2.1.2 Hydrographer (Junior Level)
The Junior Level Hydrographer is responsible for measuring water level in lakes, reservoir, measuring snow depth, precipitation and temperature of gaging stations, installing, calibrating and maintaining metering instruments. The Junior Level Hydrographer shall have, as a minimum, the following qualifications:
• One (1) year of experience related to water level measurement of lakes, rivers and reservoirs.
• One (1) year of experience in installation, calibration and maintaining of sensors and electronics equipment for the gaging stations.
2.1.3 Project Manager
The Project Manager is responsible for managing and planning all of the work relating to streamflow measurements, specifying and recommending hydrographic sensor equipment. The Project Manage shall have, as a minimum, the following qualifications:
• A college degree from an accredited school in engineering, construction management or related field.
• Five (5) years of experience in hydrographic equipment installation, calibration, troubleshoot and maintenance of the gaging stations.
• Three (3) years of relevant management experience.
• Three (3) years of cost contracting experience.
3 Description of Work and Services This section provides a basic description of the work, exact quantities and intervals will be covered in the various task orders.
3.1 Stream flow Measurement
Stream flow measurements are done on both a period basis and as requested by Water Management to verify high flows. All flow measurements must be performed in accordance with US Geologic Survey Standards and in a manner that is safe for personnel and equipment.
3.2 Periodic Maintenance of Station
Period maintenance is done to verify that equipment is working properly, structures are sound, and prevent nature from reclaiming the area. Maintenance work at any given time may involve minor work to patch holes, freshening paint, replacing known broken equipment (such as a Data Collection Platform, or sensor), updating software on the data collection platform or sensors, and physical control of growth around the station.
A station write-up/repair log shall be maintained at each station.
Callouts may be required for non-regular maintenance.
3.3 Calibration
Calibration of sensors will be the responsibility of the Water Management Section. However, if calibration is done by the Vendor, it should be performed using references instruments documented traceable to National Institutes of Standards and Technology.
3.4 Record Work-up
After a period of time the data for a site needs to be reviewed and compared to notes from the station write-up. Any aberrations to the data that could not be properly fixed for real-time operations should be corrected if possible, and thoroughly documented if not. Calibration records from section 3.3, if they exists, should be included in the record workup.
3.5 Quarterly Meetings
The Contractor shall meet with the Technical Point of Contact once per quarter. The first quarterly meeting shall be held within 7 days of the issuance of the first task order for stream flow and regular maintenance. These meetings are where various system issues and scheduling will be discussed.
3.6 Major Station Repair, Rebuilding, and Relocation
Sometimes, station fail completely. For example we have had station destroy by car, truck, snow creep, and plain old age. When this happens station are rebuilt to better standards. Some of this work is done in areas accessible only by helicopter or hiking with pack animals.
3.7 Staff Gage Installs
Most corps Lakes maintain a physical staff gage, usually in 10 ft sections, to verify the automated equipment. Due to wear and tear and possible damage these must be periodically resurveyed and replaced. These may be installed in the NGVD29 or NAVD88 datum, or both.
3.8 Sensors Used
The district uses a variety of sensors for all of our measurements. Below is a list of what we measure.
Stream Flow/Stage/Pool Elevation
Bubblers
Shaft Encoders inside of a stilling well
Acoustic Velocity Meters
Radar Sensors
Laser
Climate/Weather Air Temp – Usually a Platinum Thermistor based sensor.
Humidity – may be combined with the temperature probe
Solar Radiation – pyranometer
Wind Speed and Direction – currently we use an acoustic device
Barometric Pressure
Soil Moisture
Precipitation Tipping Bucket
Catch Tube – using float and shaft encoder
Snow Depth – Laser based sensor
Snow Water Equivalent – snow pillow attached to a stand pipe with shaft encoder
