LOCATION

The project area is located at the Folsom Lake project site Folsom, CA. Investigation locations are Dikes 1, 2, 3, 5, 6, 7 and 8. Proposed locations are identified on the table and figures presented in Appendix 1. Note: Figures shown in Appendix 1 include a larger set of locations covering the entire geotechnical investigation. Only the locations shown in Table 1 require trenching as part of this PWS. The locations will be confirmed in the field by the Project Geologist and/or Geotechnical Engineer during the execution of the work. The Contractor will be required to meet at the Folsom Resident Office and will then be escorted by the Project Geologist and/or Geotechnical Engineer to the various sites for exploration activities. The Folsom Resident Office is located at 598 E Natoma Street, Folsom, CA 95630; take Folsom Prison Road to access the resident office.

GENERAL REQUIREMENTS

The objective of this task order is obtain in-situ geologic data need to characterize the foundation adjacent to existing embankments. The data will be used to support stability and seepage analysis, and dam raise design. Trenching will occur near specified dikes in order to identify and characterize potentially weak soils, seepage paths, and foundation lithology.

The Contractor shall provide a backhoe capable of digging to depths of 15 feet, and an excavator capable of digging to depths of 25 feet. Many of the trenching sites are located in areas of rough, uneven terrain so the equipment should be capable of driving across rocky or sandy areas. USACE Geologists will log, map and photograph the trenches and borings.

EXPLORATION SUMMARY

This task order contains the following tasks as summarized below:

Backhoe Trenching Exploration Forty-eight (48) trenches/test pits are to be excavated to a maximum depth of 6 feet and length of 10 feet or less. Trenches are to be explored using standard backhoe equipment.

Excavator Trenching Exploration Six (6) trenches to maximum depth of 20 feet and length of 10 feet or less are to be excavated with an excavator in locations identified by USACE technical personnel. These trenches are located where large cobbles and boulders would otherwise impair operation of a standard backhoe.

ENVIRONMENTAL BEST MANAGEMENT PRACTICES

The following BMPs shall be followed for all work during this geotechnical investigation to limit potential impacts to water quality and minimize the potential for hazardous materials spills. The operation of trenching equipment shall be done in a manner that prevents spoil materials from being released into Folsom Lake. The contractor shall fallow all applicable environmental regulations to this project.

Dust Control The contractor shall be responsible for providing effective dust control measures at all areas affected by their operations. The contractor shall maintain effective dust control measures and conform to applicable environmental laws and regulations. All work areas used by the contractor shall be watered frequently to prevent dust. Watering and other approved dust control measures shall be controlled to prevent surface water run-off. The contractor shall control dust and prevent dust from leaving work areas.

Sufficiently water all soil excavated or graded to prevent excessive dust. Watering would occur as needed with complete coverage of disturbed soil areas. Dust control watering would take place as necessary on unpaved/untreated roads and on disturbed soil areas with active operations to prevent fugitive dust.

At a minimum, the measures shall ensure the following:

· That the visible dust plumes are not transported off the Project site or within 400- feet of any regularly occupied structure not part of the Project;

· That the visible dust plumes generated from activities do not cause a traffic obscuration hazard on public roads;

· Minimize areas disturbed by clearing, earth moving, or excavation activities; and

· Stabilize stockpiles of soil or other fine loose material by watering or other appropriate method to prevent windblown fugitive dust.

Water can be obtained from Folsom Lake at the Granite Bay Boat Launch. Contractor is responsible for providing all pumps, hosing, and other equipment necessary to extract water directly from the lake.

Leaks and Spills The Contractor shall plan and design measures to prevent and control potential leaks/spills of petroleum products such as fuels and lubricating materials. Refueling shall be performed away from water-bodies. Absorbent pads and containment booms for petro-chemical clean-up shall be kept in a container near any portable fuel storage and refueling areas. These materials shall be used for first response to any potential spills. The Contractor shall conduct daily routine checks for dripping oil beneath motors and/or hydraulic pumps, all Contractor’s equipment and vehicles. The Contractor shall package and remove all contaminated soils generated by Contractors actions from Government property. The Contractor shall replace excavated contaminated soils with suitable on site borrow soils compacted to match the density of the adjacent soils.

Trench Backfill Exploratory Trenches shall be backfilled with excavated material in reverse order such that top soil is on top of the excavation or as directed by the USACE Geologist. Trenches shall not be left open. Backfill compaction shall be accomplished such that the material replaced is denser than or as dense as the surrounding embankment material. Trenches and disturbed areas excavated at upstream locations at Dikes 7 and 8 (10 locations) will require reseeding.

Reseeding At locations where an excavator is utilized, the trenches and the immediate area disturbed by the excavator shall be reseeded and mulched by the Contractor.

FIRE PREVENTION

Smoking may be limited to designated areas. All combustion equipment will be clean and in good working order. The exhaust systems and spark arrestors shall be checked and repaired as needed before coming onto the job site. All units will have fire extinguishers on board or in the immediate vicinity of the operation. No work shall be performed or permitted without the Project Geologist on site unless prior approval has been granted.

RECORDING AND PRESERVING HISTORICAL ARCHEOLOGICAL FINDS

All items having any apparent historical or archeological interests that are discovered in the course of any activities under this contract shall be carefully preserved. Such materials include chipped or ground stone, historic debris, building foundations, human bones, and other cultural resources. The Contractor shall leave the archeological find undisturbed and shall immediately report the find to the onsite Geologist so that the proper authorities may be notified. The Contractor shall stop work within 100 feet of the find. If any human remains are discovered during the soil explorations, work shall cease at that location. An archeological representative from the Sacramento District Corps of Engineers must evaluate the find before proceeding. The onsite Geologist will contact the County Coroner and the USACE cultural resources staff immediately. If the remains are of Native American ancestry, procedures regarding such a discovery shall be followed in accordance with the Native American Graves Protection and Repatriation Act.

ENDANGERED SPECIES ACT COMPLIANCE

Trenching explorations may encounter endangered plant or animal species that will require mitigation. If necessary, the Corps of Engineers will identify and mark endangered habitats the contractor will be required to avoid.

DAMAGES

If the Contractor removes equipment from the work site for any reason of the Contractor’s own, with resulting delay in the start and/or performance of the work, the Contractor shall, in the absence of fixed and agreed liquidated damages, pay to the Government actual damages in an amount as determined by the Government in accomplishing the work on which the Contractor’s equipment had been intended for use. Should a trench be lost due to negligence on the part of the Contractor, the trench shall be re-excavated in a manner deemed acceptable by the Project Geologist at no additional expenses to the Government.
