1.0 General Information.
1.1 The work required under this contract provides for Litter Collection and Cleaning
Services at Lake Kaweah. Lake Kaweah is located in Tulare County, California approximately twenty miles east of Visalia, CA. Detailed descriptions of the work are contained in the Technical Requirements section A, B, Etc. Maps of the areas to be covered are included as Attachment 3. Prospective bidders are strongly urged to visit the work area prior to bidding on this contract.
1.2 In the event that any part or the entire Park is permanently or temporarily closed, the segments of this contract pertaining to that area will not be required and therefore not utilized. The number of facilities may vary. Contractors will not perform work in those closed areas or facilities that are not in use and will not be compensated for work not done.
2.0 Introduction.
2.1 This Performance Work Statement describes the objectives of the litter collection and cleaning services at Cobble Knoll, Slick Rock Recreation Area, Horse Creek Recreation Area, Horse Creek Campground, Kaweah Recreation Area and Lemon Hill Recreation Area within the Lake Kaweah project boundaries, Tulare County, CA. The Performance Based Service Contract provides potential Quoter/Offeror the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives to meet the stated objectives. It also presents the Government with an opportunity to assess the offeror’s understanding of all aspects of the effort to be performed by eliminating the “how to” instructions to accomplish the required effort normally contained on the State of Work that the Government traditionally provides to prospective Offeror’s.
Minimum levels of performance and disincentive for failure to meet the minimum levels are outlined in the “Performance of Work Requirements Summary” contained in Attachment A.
3.0 Description of Services.

4.2 Contractor requests for modification of duty hours shall be submitted in writing to the Park Manager at least 48 hours in advance.
4.3 When a service day falls on a Federal Holiday, the service shall be performed on that day, unless otherwise specified by the Park Manager.
4.4 For the specific schedules refer to section 10.10 for the litter services and section 11.10 for cleaning service.
5.0 Site Inspection.
5.1 Prior to submitting bids, bidders are strongly urged to inspect the job site where services are to be performed to satisfy themselves regarding conditions that may affect the cost of performance of the contract.
5.3 In no event will failure to inspect the site constitute grounds for the withdrawal of a bid after opening or for a claim after the award of the contract. (FAR 52.237-1)

The Contractor shall obtain permission from the Park Manager prior to issuing code to any contract employee and shall provide the employee's name in writing and a copy of valid identification. The Contractor shall maintain an up to date listing of all employees with access codes and inform the Park Manager or representative immediately of any and all changes.

The Contractor, SHM, on-site Project
Supervisor, and Site Safety and Health Officer (SSHO) shall sign the APP.
8.4 The Contractor shall submit the APP to the USACE Safety Officer within 10 days of award. The Government will review the documents within 10 days. The Contractor shall resubmit the documents, with any requested changes, within 5 days of request.
