JET GROUT CUTOFF WALL

PART 1 GENERAL

1.1 SUMMARY

The work covered by this section of the specifications consists of furnishing all plant, labor, equipment, materials, and of performing all operations in connection with the construction of the jet grout cutoff walls on the slope of the levee embankment and also in unrestricted and low overhead conditions beneath the H Street Bridge crossing the American River. The jet grout cutoff wall will serve as a permanent seepage barrier that has been designed for long-term sustainability. All jet grouting will be performed in accordance with these specifications and applicable drawings.

As part of the pre-production work, the jet grout contractor shall demonstrate at the test location indicated in the construction drawings their capability to form a minimum (3) three foot thick continuous cutoff wall using single or multiple rows of overlapping columns. These pre-production columns will be formed along the cutoff wall alignment using the jet grouting process identified in the Contractor's responses to the Request for Proposal (RFP) of this solicitation.

The drilling and jet grouting performed during the pre-production phase shall be based upon the Contractor's responses to the Specialized Technical Capabilities, as identified in the RFP. The pre-production work shall be evaluated by the Contractor, who will submit a report providing the details of their means and methods for conducting the production jet grouting. The Contracting Officer shall approve the report prior to starting the production work. Any non-compliant jet grout columns formed during the pre-production jet grouting shall be repaired by the Contractor prior to starting the production work.

One aspect of the quality control program for this project shall consist of real time data collection of the drilling and jet grouting parameters (as specified herein). Every jet grout column shall have a drilling deviation measurement taken prior to conducting the jet grouting for the purpose of assessing the as-built geometry and thickness of the cutoff wall.

Validation that the cutoff wall was constructed in accordance with these Specifications shall be performed by the Contractor with results provided to the Contracting Officer. Coreholes shall be drilled through the cutoff wall, to the full installation depth, within the overlap area of adjacent columns. The corehole interval and final locations shall be directed by the Contracting Officer. Hydraulic conductivity tests shall also be performed in-situ for each corehole (as described herein). Laboratory flexible wall triaxial conductivity tests shall be performed on the cores extracted from the wall, especially near the bottom of the cutoff wall, as requested by the Contracting Officer. In addition, visual confirmation through borehole camera surveys shall be performed inside each corehole.

1.3 DEFINITIONS

The terms used as part of this soliciation are defined in this section are as follows:

1.3.1 Triple Fluid Jet Grouting

Triple fluid jet grouting is a system in which the jet grout rods are designed to simultaneously inject three different fluids through horizontally projecting nozzles, in which a cone of compressed air shrouds a high velocity water jet, with the third fluid being a stable high speed cement grout jet. The use (or zero use) of compressed air does not change the basic triple fluid process, which helps to assure minimal ground movements. This triple fluid process excavates the in-situ soil using the high speed coherent air/water jets while simultaneously injecting a high speed grout. This grout is mixed into the soil, which then forms a cutoff wall of soil-cement. Typically, the grout jet is located about three (3) feet below the point where the air/water jet is located. The jetting rod is first drilled into the ground, and then the jet grouting process commences as an upstage grouting process. The jetting rod is slowly rotated and incrementally lifted at a constant speed over a specified lift increment. The triple fluid process shall produce a homogeneous mixing of the soil and grout which will form a continuous cutoff wall that is technically compliant with the requirements of this jet grout specification. In order to minimize the potential for movement of the

35 41 17 - 5 storm sewer drain or other pipes, there shall be strict limitations placed upon the air pressure and flow rate, as specified herein.

1.3.2 Alternative Jet Grouting

Alternative jet grouting, as defined in this specification, shall consist of any other form of jet grouting in which zero compressed air (flow rate and pressure) are used during the drilling or injection stage. The drilling/jetting rods (for the zero compressed air system) shall be drilled into the ground, and then the jet grouting process commences as an upstage grouting process with zero compressed air. The jetting rod is slowly rotated and incrementally lifted at a constant speed over a specified lift increment. The alternative jet grouting process shall produce a homogeneous mixing of the soil and grout which will form a continuous cutoff wall that is technically compliant with the requirements of this jet grout specification.

1.3.3 Jet Grouting Contractor

The Jet Grouting Contractor is the Prime Contractor for the project and is responsible for providing the cutoff wall in accordance with these specifications and associated construction drawings.

1.3.4 Jet Grouting Personnel

Thirty (30) days prior to any jet grout work, the names and corresponding responsibilities for the six (6) key personnel listed below shall be provided to the Contracting Officer:

a. Jet Grouting Project Manager

b. Jet Grouting QC/QA Manager

c. Jet Grouting Superintendent

d. Jet Grouting Drill Operator

e. Jet Grouting Grout Plant Operator

f. Jet Grouting Safety Officer

Each of the above personnel shall remain in their assigned capacity for the duration of the project, and can only be replaced with a written acceptance by the Contracting Officer.

35 41 17 - 6

1.3.7 Jet Grout Permanent Cutoff Wall

The jet grout permanent cutoff wall is a vertical cutoff wall formed from a series of overlapping triple fluid jet grout or alternative jet grout columns aligned along single or multiple rows to form a minimum three (3) foot thick cutoff wall. The cutoff wall impedes the flow of groundwater in order to control through seepage and/or underseepage. The cutoff wall shall have a minimum hydraulic conductivity obtained from both in-situ and flexible wall conductivity tests (as specified herein).

1.3.8 Cutoff Wall Thickness Formed By Soil-Cement

Soil-cement is the resultant condition of the jet grouting process, where the injected grout uniformly mixes with the in-situ soil. The mechanical properties of the soil-cement are specified herein. The three-foot thick soil-cement cutoff wall must be constructed with a high level of quality control and quality assurance to have a long-term sustainability.

The three foot thickness of the compliant soil-cement which forms the cutoff wall, shall be measured as:

1) For single line of columns: the minimum thickness of the as-built barrier wall defined at the overlap of adjacent, full cylindrical jet grout columns.

2) For two lines of columns: is the sum of the minimum thickness for each line of columns which form a continuous cutoff wall between columns in line one and columns in line two and; whereby the minimum thickness of each line of columns is calculated as above for part (1) for a single line of columns.

1.3.9 Working Platform

The working platform is defined as the surface from which the jet grout cutoff wall is constructed. The platform will be constructed by the jet grout Contractor along the alignment of the cutoff wall, as required for construction.

The working platform shall also be constructed to allow for containment and management of the drilling and jet grout cuttings. Ensure that the working platform provides adequate safety and containment measures so that no erosion of the embankment occurs. The working platform shall also be cleaned at the end of each jet grout installation shift.

1.3.10 Jet Grout Cutoff Wall Cover

The jet grout cutoff wall cover is a zone of compacted impervious fill and/or approved jet grout cuttings placed between the top of the jet grout cutoff wall and the final grade to be restored prior to placement of any surface treatment such as asphalt wearing surfaces, or aggregate surface course where the levee crown or trench in the levee crown is excavated to facilitate the jet grouting operation.

1.3.11 Waterside Blanket (Low Permeability Fill Material)

Waterside blanket (low permeability fill material) is defined in SECTION

31 00 00 EARTHWORK.

35 41 17 - 7

1.3.12 Triple Fluid Jetting Monitor and Alternative Jetting Monitor

1.3.12.1 Triple Fluid Jetting Monitor

The triple fluid jetting monitor is the rod appliance attached to the drill rods which holds and regulates the water, air, and cement jets. The triple fluid monitor shall be able to inject compressed air at zero flow rate and air pressure and up to a maximum air flow rate of 105 cubic feet at net 102 pounds per square inch (psi) (3 cubic meters per minute at net 7 bars above the bottom hole pressure).

1.3.12.1 Alternative Jetting Monitor

The alternative jetting monitor is the rod appliance attached to the drill rods which holds and regulates any water or cement jet(s) used during the alternative jet grouting process. The alternative jetting monitor shall not have any capabilities to inject compressed air (zero flow rate and air pressure).

1.3.13 Drilling Deviation Measurements

A drilling deviation measurement is a method of surveying and documenting the plumbness of the drill hole, and provides a way of quantifying the actual bottom of drill hole location with respect to the theoretical or intended location. Drilling deviation measurements shall be performed for every jet grout column drill hole, quality control coring, and rotary exploratory hole, using an instrument capable of biaxial deviation measurement to determine the magnitude and azimuth of all down-the-hole deviations. The drilling deviation measurements shall be obtained over the entire length of the drill hole and within 10 feet of the bottom of the jet grout column. The instrumentation used in drilling deviation measurement shall have the capability of measuring down a depth of at least 80 feet.

Use an instrument capable of controlling or measuring the azimuth and recording the magnitude of the deviation of the instrument as it is raised inside of the jetting rods. The azimuth and magnitude of the drilling deviation measurement shall be displayed on an LCD screen which will allow the Government inspector to manually record the raw drilling deviation data. The Contractor shall use the drilling deviation data to determine the as-built geometry of the barrier wall and if the jet grouting formed a minimum three (3) foot thick cutoff wall.

1.3.14 Bottom Hole Pressure

The bottom hole pressure is the isotropic fluid pressure (at the depth of the jetting monitor), which is created by the fluid density and frictional/viscous flow of the jet grout cuttings, (soil, water, cement, and air (if used)). The cuttings induce the bottom hole pressure as they are ejected up the annular space of the drill hole and then exit at the surface to an atmospheric condition. Therefore, in order to minimize the bottom hole pressure, the drilling and jet grouting must maintain a stable borehole and also assure that a continual flush of drilling and jet grout cuttings is delivered to the surface. In the extreme, when the bottom hole pressure exceeds the fracturing potential of the in-situ soil, severe mass movement of the fractured soil occurs along with ground water movement.

This is usually coupled with uncontrolled release of compressed air, (if used). Minimizing the bottom hole pressure, and preventing heave / subsidence of existing structures is one of the most critical performance criteria for the drilling and jet grouting conducted under this contract.

35 41 17 - 8

1.3.15 Rotary Exploratory Drilling

Rotary exploratory drilling shall be selected by the jetting grout contractor to produce a minimum 4-inch diameter borehole through the jet grout cutoff wall. Use the drill hole for in-situ water testing, insertion of submersible pumps, and borehole camera video recording of the soil-cement. Only water shall be used as the drilling fluid.

1.3.16 Borehole Camera

The borehole camera is a closed circuit television (CCTV) video camera and shall be used in conjunction with cored boreholes or rotary exploratory holes in the jet grouted cutoff wall. The bore hole camera shall be capable of fitting inside of all holes drilled at the overlap of adjacent jet grout columns. The camera shall also be capable of viewing directly down hole, as well as the sidewalls of all holes, along the entire length of the hole and be able to operate in either a dry or water-filled borehole.

The borehole camera shall be equipped with a removable compass suspended from the lowest portion of the camera frame, at a distance where the camera can view and record the azimuth reading within the borehole.

1.3.17 Borehole Camera Specialist

Individuals with at least 3 years' experience in the past 5 years in the operation and maintenance of borehole cameras and field operated video recording equipment.

1.3.18 Electronic Water Level Gauge (Pressure Troll)

An electronic water level gauge, or pressure troll, is an in-hole electronic water level instrument with pocket PC data logging capabilities.

The pressure troll shall be used to precisely monitor the water level changes and water temperature during the pump and recovery phases of the various in-situ water testing of the cutoff wall.

1.3.19 Jet Grout Waste

Jet Grout waste is material which is generated during the drilling and jet grouting process. These waste products include: jet grouting cuttings, (soil, water, cement, air (if used)), wash water, unused grout and any other liquids and debris generated in support of the jet grouting process.

These waste products, after being allowed to solidify for a period of time, will be considered ordinary construction debris for the purposes of planning the disposal requirements. Recycling of the supernatant water will be required to the extent that is feasible. A disposal avenue for the remaining unrecyclable high pH waste water is not currently known, and any additional materials may need to be added to lower the pH to an acceptable and disposable condition. Any additional cement requirements required to solidify, or speed up solidification process, the waste material to a disposable condition shall be factored into the Contractors bid.

1.3.20 Jet Grout Waste Management

Waste Management is defined as the handling, transport, and disposal of all waste materials generated by the jet grouting process (soil, water, cement, air (if used)), wash water, unused grout and any other liquids and debris generated in support of the cutoff wall installation), and shall be the responsibility of the jet grout Contractor. Provide earthen ramps or

35 41 17 - 9 equivalent to allow for trapped animals to escape from jet grout waste pits.

1.3.21 Waste Management Ditch

The waste management ditch is a drainage trench used to control and direct the flow of the jet grout cuttings to a sump, which is then pumped to the waste management area for curing.

1.4 ADMINISTRATIVE REQUIREMENTS

1.4.1 Schedule

The schedule for production jet grouting shall be based as indicated in Section 00 73 05, SUPPLEMENTARY CONDITION REQUIREMENTS FOR SITES R7 AND L7, in paragraph "SCR-3 Allowable Time, Schedule Constraints and Time of Completion." An alternate start date may be required by the Government, and verification shall be coordinated with the Contracting Officer following the Notice to Proceed.
