JFP Phase IV Industry Day II Project Scope
Approach channel and spur dike Wet and dry blasting and excavation, slope protection Approximately 1 million CY
• 75% rock, varying from decomposed to fresh granite Cleaning and inspection of invert Placement of approximately 350,000 CY spur dike Requires temporary embankment dam
• Requires dredging soft sediment, 350,000 cy rock fill, and excavation flooding and embankment removal plan
JFP Phase IV Industry Day II
Approach walls and slab 100 feet tall, double elliptical hydraulic surfaces 120 rock anchors, new and extending existing Mass concrete lower portion Buttress wall upper portion Approx. 20,000 CY concrete, 1400 tons reinf. Steel Blast pressure restrictions on walls and gates
JFP Phase IV Industry Day II
Upper chute 169 feet wide, 35 feet high walls Approx. 60,000 CY concrete, 5000 tons reinf. steel Anchors and vertical drains
JFP Phase IV Industry Day II
Stepped chute 200 foot vertical elevation change over 700 feet horizontal Approx. 30,000 CY concrete, 2400 tons reinf. steel
JFP Phase IV Industry Day II
Stilling basin
• Armor plated baffle blocks, end sill
• Approx. 40,000 CY concrete, 2600 tons reinf. steel
• Abrasion resistant concrete
• Removal of existing approximately 25,000 CY rock cofferdam
JFP Phase IV Industry Day II Scope
Environmental Protection Air quality
• Limits on NOx emissions per year
• Directly related to Material Balance Diagram and marine equipment use
• Requirements for higher tier on/off road and marine “green equipment”
• Requirements for electrification of batch plant and rock crushers
Water quality
• Turbidity limits will be stated in final RFP
Blasting
• Two allowable time windows for blasting during dry excavation
• Limits on underwater pressures, required measurements
• Human protection barrier and boat patrols
Noise
• Non-Exempt (night) work hours subject to local permit requirements
Required resource protection plans and permits submittals listed in Environmental Protection Specification (01 57 20)
Storm Water Pollution Protection (SWPP) includes:
Risk Level 3 (highest risk) stormwater permit Ph IV Contractor will be the Legally Responsible Party for the entire site and will obtain new storm water permits upon NTP Ph IV Contractor will inherit existing BMPs (e.g. wattles, silt fence, check dams, etc.) and will be responsible for all Ph III work areas, except the Ph III concrete batch plant
• The existing ATS and containment basin in the upper chute will be removed by others at a date TBD.
No discharge to American River for primary work areas
• A new Active Treatment System operational NLT 60 days after NTP
• Alternate containment basins needed during stilling basin construction
Industrial Storm Water Permit required for concrete batch plant
• Industrial waters to be kept separate from other construction storm water
• 100% RFP will include requirements for new Industrial Permit
JFP Phase IV Industry Day II
BUILDING STRONG® 13
Project Schedule Phased NTPs for key/critical elements of work (e.g., SWPP, temporary embankment dam, marine access) Current government estimate is 4 year duration Fluctuating lake levels based on time of year, flood control, and water supply.
Assumed red elevation line in design
JFP Phase IV Industry Day II
Project Schedule (cont.)
Limits on excavation due to dam safety requirements
• Existing rock plug serves dam safety until replaced by Control Structure or temporary embankment dam
• Temporary embankment dam must be complete prior to excavation of rock plug
• Approach channel blasting restricted until 15 Feb 15
JFP Phase IV Industry Day II
Construction Partnering Weekly meetings with Folsom Resident Engineer Monthly meetings with Phase III contractor during overlap Coordination with USBR, City of Folsom and other agencies Official site visits from USACE, USBR and Congress Executive partnering at outset and throughout project to establish channels for communication and resolve issues
